Members of an enterprise group with equivalent benefits must meet the entity scope as specified in the Notice by the Ministry of Finance, the General Administration of Customs and the State Taxation Administration on Import Tax Policies for Supporting the Development of the Integrated Circuit Industry and the Software Industry. In the Shanghai Customs region, eligible enterprise group members can apply for a streamlined process to carry over duty-exempt goods, cutting the review time from 10 to three working days.
