3. What efforts have been made in Shanghai:
- Laws and regulations on efficient power installation, reliable supply, connection safety and environmental sustainability have been published on the official website of the State Grid Shanghai Municipal Electric Power Company (https://95598.cn)and on Government Online-offline Shanghai, the Shanghai e-governance platform, under the category of "Business Environment".
- The Reliability Center of the National Energy Administration released the 2022 National Electric Power Reliability Annual Report, and the Shanghai Municipal Economic and Information Commission released the 2022 Shanghai Power Grid Power Supply Reliability Control Plan on Aug 15, 2023, increasing the allowable income of State Grid Shanghai's power transmission and distribution price by 1 million yuan ($13.9 million), forming a closed loop of reliability supervision.
- Such information as electricity prices and price setting, the standards for the deployment of electricity connections, notices of planned power outages, and the mechanism and procedures for filing a complaint is published on a regular basis on the official website of the State Grid Shanghai Municipal Electric Power Company(https://95598.cn)and its official WeChat account, as well as at its offline service centers.
- The Shanghai e-governance platform - Government Online-offline Shanghai - has launched one-stop installation services for water, electricity, natural gas, and internet facilities. Furthermore, the government has established an infrastructure database and made it open to the public, so that enterprises can explore the infrastructure layout of the region. Shanghai has also provided enterprises with information inquiry services for planned projects in the region.
- The application to connect to the municipal water supply pipeline network, which is free, now requires just one procedure and takes six days in Shanghai.
- Shanghai has implemented a water reliability control plan to ensure the supervision of water supply sustainability and enforce local standards for sludge treatment and disposal.
- Data on water quality, pressure and quantity, as well as the evaluation data of service satisfaction, is published on the official website of the Shanghai Municipal Bureau of Water Resources and and other channels.
- Shanghai has fully implemented the National Water Conservation Action, promoting water saving management contracts and smart water-saving programs.

- According to Doing Business 2020, Shanghai provides convenient, efficient, and transparent water supply services, requiring just one procedure and taking six days.
- Shanghai's information and communication industry has implemented a "Double Gigabyte" initiative that facilitates superfast internet connection and boosts 5G coverage, which has resulted in a leap of broadband users.
- The Internet economy is growing rapidly in Shanghai with internet business revenue increasing by 17.4 percent year-on-year in 2023.
- There were 185.1 mobile phones per 100 people in Shanghai in 2023, ranking first in the country.
- Shanghai has a total of 91,000 5G base stations currently in operation, achieving full 5G network coverage in key areas of the city. 5G base stations provide coverage for 38.4 percent of mobile phones, ranking first in the country. The density of 5G base stations is currently at 14.4 stations per square kilometer, ranking first in the country.
