Established in December 1959, the Shanghai Qingpu District Library has undergone two relocations, with the most recent move in 2007 to Puyang Pavilion on Xiayang Lake.

Known as a "library on water", it currently occupies a total floor area of 16,000 square meters, and offers 1,608 reading seats. The library boasts a collection of 754,432 books, over 2,000 types of newspapers and periodicals, and a vast array of digital books and electronic journals.

Its special collections include local literature from Qingpu and literature on Wuyue culture. The Wuyue culture pertains to the regional Chinese culture of the Wuyue people, a Han Chinese subgroup historically dominant in the Jiangnan region, which include the entirety of Shanghai, Zhejiang province and the southern portion of Jiangsu province.
