Implementing Opinions on Promoting the Cooperative Development of E-commerce and Express Logistics in This Municipality

With a view to implementing the opinions of the General Office of the State Council on Promoting the Coordinated Development of E-commerce and Express Logistics (SC GO G [2018] No. 1), implementing in a deep way the "Internet circulation" action plan, and further enhancing the level of collaborative development of e-commerce and express logistics in Shanghai, the following Implementation Opinions are put forward for promoting the coordinated development of e-commerce and express logistics in this Municipality:
I. Promoting the Rational Layout of E-commerce and Express Infrastructure and Further Enhancing the Intensity Level
1. Strengthening the guidance of coordinated planning. Implementing the "13th Five-Year" Plan for the Development of Shanghai Post Industry and "13th Five-Year" Plan for the Development of Shanghai E-commerce, building express logistics service systems adapted to the development of e-commerce, strengthening the support for e-commerce and logistics, building the integrated e-commerce and express in Yangtze River Delta, and building a strategic highland for international development. Encouraging enterprises in the Yangtze River Delta region to cooperate in infrastructure, line haul and feeder services, networks and outlets, express mail collection and terminal delivery, so as to form a network system of regional coordinated and urban-rural integrated express service. With the third expansion project of Pudong International Airport as an opportunity, speeding up the construction of Shanghai Post Express International Center, supporting the stationing of postal express enterprises, and building an international air express hub connecting Asia and the Pacific region and radiating to the whole globe. 2. Guaranteeing the land for infrastructure construction. Implementing the Special Plan for Express Facilities in Shanghai (2017-2035). The land for storage, distribution and dispatching facilities related to express logistics shall conform to the overall land use planning and be incorporated into the urban and rural planning. Supporting the construction of intensive intelligent warehousing, modern unattended warehouses, etc. Studying and formulating land guarantee mechanisms for e-commerce express logistics, providing policy support in land use formalities for the construction of e-commerce and express logistics projects using stock real estate and land resources. For the construction of e-commerce and express logistics projects using stock real estate and land resources without changing the land users, conforming to urban and rural planning and construction norms, without affecting the adjacent relations and strictly abiding by the safety bottom lines, the original use of land and the types of rights may be maintained within five years, and for those who need go through the relevant land use formalities after the expiration of five-year period, the formalities may be handled via agreement. 3. Creating terminal facility support policies. Creating new management modes of public service facilities, defining the public attributes of integrated service places for intelligent express boxes and express terminals, and providing land guarantee and other supporting policies for express terminal outlets. Intelligent express boxes and e-commerce and express terminal outlets shall be incorporated into the relevant planning of public service facilities for new residential areas and urban redevelopment in this Municipality. Intelligent express boxes shall be set up in qualified residential areas in conjunction with the implementation of the three-year action plan for building "beautiful homes" in Shanghai residential areas. With the construction of 15-minute community life circles, e-commerce and express service places shall be set up in this Municipality's qualified community service centers. Encouraging the incorporation of e-commerce and express services into community commercial facilities. Innovating the ways of price supervision, guiding this Municipality's e-commerce platforms to gradually realize the separation of commodity pricing and express service pricing, and giving impetus to express enterprises for developing value-added services for consumers. II. Promoting the Intelligent Development of E-commerce and Express, Further Enhancing the Level of Collaboration
4. Improving the application levels of science and technology. Encouraging e-commerce and express logistics enterprises to adopt advanced techniques and equipment, establish intelligent warehousing management systems with depth perception. Supporting the popularization and application of unattended dispatching, unattended warehouses and unattended retail techniques in this Municipality, and establishing efficient and convenient intelligent terminal dispatching networks. Strengthening the application of big data, cloud computing, robots and other modern information technology and equipment in the fields of e-commerce and express logistics, and establishing scientific and orderly intelligent logistics distribution and dispatching, security inspection systems. Supporting enterprises to establish integrated collaborative platforms of intelligent e-commerce and express logistics and intelligent logistics information service platforms. Increasing the support of government funds such as service industry guiding funds to express logistics and e-commerce industries in this Municipality, and encouraging e-commerce and express enterprises to apply for the qualification of high-tech enterprises and other relevant qualifications. 5. Promoting the construction and upgrading of the parks. Accelerating the construction of Qingpu Demonstration Zone of National Express Industry Transition and Development and supporting the key e-commerce and express logistics enterprises to build trade-oriented headquarters. Guiding the national and municipal e-business demonstration bases and parks to explore and popularize the new integrated development models of "Internet e-commerce industrial parks logistics parks" and enhancing the regional radiation capabilities. Accelerating the transformation and upgrading of the traditional logistics parks, upgrading the comprehensive management and service levels of warehousing, transportation, distribution and information, and encouraging qualified parks to provide specific road test support for the application of unattended distribution technology. With the Pudong Zhuqiao Airport Economic Zone as basis, accelerating the construction of the Pudong Zhuqiao International Modern Express Logistics Park and promoting the high-quality development of Shanghai express logistics industry. 6. Promoting the coordinated development of supply chains. Encouraging warehousing, express logistics and third-party technology service enterprises to make transformation and upgrading, and develop into distribution operational centers and specialized and large-scale third-party logistics units. Supporting qualified enterprises to develop intelligent warehousing, extend their service chains, and develop into the fourth party logistics units which provide integrated solutions and supply chain integrated services. Giving full play to the functions of resource gathering, supply-demand docking and information service of the supply chain platforms, encouraging logistics and express to cooperate with e-commerce and entity commerce enterprises, promoting the integrated development of "store-warehouse-distribution" and building cross-border integrated industrial supply chain ecosystems. III. Promoting Green Operation of E-commerce and Express and Further Enhancing Environmental Protection Level
7. Promoting green packaging. Implementing the relevant industry standards of green packaging and volume reduction packaging for postal mails and express mails, promoting the application of green packaging and recycling technology and materials, and promoting the reduction of logistics packaging for e-commerce and express logistics. In 2020, the use rate of electronic face sheets by Shanghai contracted clients reaches more than 95%, reducing the use of cartons and tapes, reducing secondary packaging, encouraging e-commerce platforms to provide green packaging options, and implementing pricing concessions for green packaging. Experimenting "reverse logistics" recycling packaging so as to promote the recycling of resources, and exploring the establishment of the multi-party collaborative recycling systems of packaging producers, users and consumers. 8. Promoting green operation. In the link of line haul transportation, guiding enterprises to utilize railway resources, carry out rationally multi-modal transportation to promote structural emission reduction, and promoting the use of new energy vehicles in the links of transit transportation and terminal distribution. Encouraging enterprises to optimize their production processes, promoting the use of reusable transfer bags, transfer boxes, cage trolleys and other equipment so as to improve the operational efficiency. Encouraging the postal and express logistics enterprises to increase the application of such advanced transport organization modes as semi-trailer swap transportation and multi-modal transportation. Constructing the supporting facility of vehicle charging piles in qualified e-commerce and express logistics industrial parks, regional distribution centers and terminal dispatching outlets. Strengthening energy management, establishing green energy-saving and low-carbon operation management processes and mechanisms, and promoting the application of new technologies and equipment for water-saving, power-saving and energy-saving in e-commerce and express logistics warehouses, distribution centers, data centers and management centers to improve energy efficiency. IV. Promoting the Standardization of E-commerce and Express Logistics and Further Enhancing the Standardized Operation Level
9. Facilitating the passage of distribution vehicles. Improving the traffic management policies of Shanghai e-commerce and express logistics vehicles, and supporting the vehicles of key e-commerce and express logistics enterprise and new energy vehicles to get traffic permits. Determining rationally the areas and time of passage, providing temporary parking facilities. Encouraging transport departments such as civil aviation, railways, customs and ports to open green corridors for express transport and provide convenient services. Encouraging airports, stations, ports and other units to plan and construct centralized processing sites for express logistics, and to provide services such as rapid stowage, loading and unloading, and handover of express mails. 10. Standardizing the operation and management of distribution service vehicles. Revising the Shanghai Management Measures of Electric Bicycles Exclusively for Express Logistics (Interim), further promoting the coverage of electric bicycles exclusively for express logistics, formulating and promulgating the technical standards for electric bicycles exclusively for express logistics. Formulating unified identification for special electric bicycles, conducting digital management, strengthening traffic safety education for drivers of e-commerce and express logistics service vehicles, encouraging insurance companies to develop road traffic accident insurance and other types of insurance in line with the characteristics of express industry. Studying and formulating standards for mini express vehicles in cities, guiding express enterprises to use standard delivery vehicles, studying and formulating relevant local standards for special express distribution vehicles in cities, and promoting the use of standardized and van-type distribution vehicles. 11. Promoting standardized terminal express services. Guiding the Shanghai express enterprises to cooperate closely with e-commerce enterprises, promoting online and offline interaction and innovation to develop jointly new business forms convenient for people and profitable for merchants, such as experience economy, community economy and reverse logistics. Supporting postal enterprises and express enterprises to make full use of the advantages of existing postal outlets, integrate terminal distribution resources, and innovate cooperation modes. Encouraging express enterprises to establish market-oriented cooperation mechanisms with property management units, providing collection and mail services for owners (users) and improving the efficiency of express terminal delivery. Promoting the projects that include intelligent express boxes in convenience services, livelihood projects, etc., so as to speed up the outlet layout at terminals such as communities, universities, business centers and the areas surrounding metro stations. Speeding up the promulgation of General Specification for Shanghai Express Terminal Integrated Service Stations, completing the requirements of fire control facilities for express terminal integrated service stations and charging specifications for express distribution vehicles. IV. Promoting E-commerce Express Convenience Service and Further Optimizing Business Environment
12. Deepening the reform of "decentralization, management and services". Optimizing and improving the management information systems of express business licensing, docking with Shanghai online government hall, and realizing the "one network office operation ". Simplifying the licensing procedures of express business, optimizing the annual report system of express enterprises, and implementing the record management for express terminal outlets, for which no business licenses are required. Strengthening supervision in process and afterwards, and comprehensively implementing "double random and one open" supervision. 13. Improving the system of data sharing among enterprises. On the premise of ensuring consumers' personal information security, encouraging and guiding the exchange and sharing of data between this Municipality's e-commerce platforms and express logistics enterprises. Exploring the establishment of data protection, opening and sharing rules, data interruption risk assessment, advance notification and reporting systems. With the advantages of this Municipality's leading position in big data trading and of industrial agglomeration, taking the lead in sharing and exchanging information, and in collaborative operation between different sectors, industries, regions, and other fields, so as to improve the collaboration efficiency between e-commerce and express enterprises. 14. Improving the management modes of collaborative governance. Establishing the credit rating systems, credit information systems and service security credit archive databases of e-commerce and express enterprises in this Municipality, and establishing the "bad credit list" systems. Giving full play to the self-discipline roles of e-commerce and express industry associations, and promoting the introduction of industry self-discipline conventions. Encouraging e-commerce and express enterprises to establish integrity alliances, jointly establish integrity files for employees, strengthen the standardized management of distribution activities of employees, and protect the interests of users and information security. Accelerating the construction of integrated express security inspection within this Municipality.
