Opinions on Implementing the Regulations of Shanghai Municipality on Municipal Solid Waste Management and Promoting the Construction of Whole-process Sorting System

With a view to fully implementing the Regulations of Shanghai Municipality on Municipal Solid Waste Management (hereinafter referred to as the Regulations), firmly handling the waste sorting issues, accelerating the establishment of a law-based waste sorting management system in Shanghai, fully demonstrating the new fashion of household waste classification, we hereby push forward the following implementation opinions on carrying out the Regulations and promoting the construction of the whole-process sorting system.
I. Clarify the Overall Requirements
1. Guiding ideology. Guided by the spirit of the 19th National Congress of the Communist Party of China, we shall comprehensively implement the essence of General Secretary Xi Jinping’s important speech made during his Shanghai inspection and the important instructions made on the waste sorting system, take the goals of “waste reduction, resources maximization and environment harmlessness” of municipal solid waste, benchmark with the highest standards and best level of international norms, adhere to the concept of "full life cycle management, whole-process comprehensive management, and involvement of the whole society", formulate the municipal solid waste management system in Shanghai Municipality with law-governance, government propelling, public involvement, market operation, unified urban and rural planning, system promotion, progressive development, and comprehensively improve effectiveness and accelerate the construction of an ecological city.
2. Work objectives. Three major goals are clarified in the municipal solid waste sorting work in the whole Municipality in 2019. First, formulate the full coverage pattern of municipal solid waste. We shall reach the full coverage of waste in residential areas, units and public places, and achieve the effectiveness of waste sorting in more than 70% of residential areas. Second, complete the whole-process sorting system of waste. We shall set up 8,000 service points of "two integrated networks “and 170 transfer stations. The daily average controlled volume of residual waste in this Municipality shall not exceed 21,000 tons, and the daily average sorting amount of household waste shall outnumber 5,520 tons. The daily average amount of recyclables shall be higher than 3,300 tons. Third, basically form the social atmosphere in implementing the Regulations. We shall organize a series of “ten, hundred, thousand, and ten thousand” activities on the subject of waste sorting and the “Regulations”, namely: set up 10 volunteer teams, hold 100 publicity activities, cover about 5,800 residences (villages) committees, and distribute 8 million publicity posters and materials to form a social atmosphere where information is accessed to everyone and universal public gets involved in waste sorting.
II. Comprehensively Improve the Institutional Environment for Implementing the Regulations
1. Strengthen organizational leadership. We shall further raise the stand position and enhance the sense of responsibility and urgency of doing a good job in the management of municipal solid waste. We shall, by taking the Regulations promulgation as an opportunity, convene the mobilization rallies in the whole Municipality on waste sorting, incorporate the waste management into the special supervision and performance evaluation index system as an important part of ecological civilization construction and urban refined management. We shall, in accordance with the "overall planning at municipality level, organizational work at district level, concrete implementation at sub-district and town level", establish and improve the municipal solid waste sorting responsibility system of "two-tiered government, three-tiered management, four-tiered implementation", put in place the management responsibilities of the local government and community. We shall improve the joint conference system for the municipal solid waste sorting at all levels, increase daily comprehensive coordination, supervision and guidance, refine the division of responsibilities of various departments and district governments, quantify work objectives and task indicators, and assign specific individual responsibilities in accordance with the Regulations.
2. Promote grassroots construction. We shall incorporate the municipal solid waste sorting into the management functions of grassroots, especially in the management of party organizations of residential areas, and give full play to the core role of grassroots party organizations, form a four-tiered waste sorting joint conference system by the participation of the community party organizations, neighborhood committees, real estate, and owners’ committees as four in one, implement in particular the analysis and evaluation system for waste sorting work every 1-2 weeks in the joint sub-district and township (village) committees, and exert the functions of residents autonomy, and fully mobilize the enthusiasm and initiative of the residents. We shall dock the grids management mechanism, increase the frequency of supervision and inspection of the waste sorting in residential areas, regularly analyze the problems found, and establish a notification mechanism. We shall adhere to the guidance by typical cases, speed up the replication and promotion and seriously comb successful typical cases, such as, the “party construction leadership social co-governance model” of Shanghang New Village of Changning District, the “property-led model” in Customs Village 2 of Jingan District, incorporate them into the guidelines for the promotion of waste sorting in the municipal residential areas and be popularized in the whole Municipality.
3. Improve the institutional support. The Joint Work Conference of Municipal Solid Waste Sorting and Reduction Promotion shall take the lead in formulating a list of supporting systems for the “Regulations”, guide and urge relevant municipal departments to formulate (amend) a batch of supporting documents before June 1, 2019, implement them in parallel with the “Regulations”. First, the responsible items of competent department. They include the special plan for the municipal solid waste disposal facilities, the implementation plan for construction of recyclables recovery system, the management approach for collection of waste disposal fees, the total waste control system, the “no sorting, no delivery” operation rules, and the waste social supervisor system and large-scale waste disposal management methods and others; Second, the requirements for collaborative promotion. They include the once-off items catalogue not allowed to be provided by party and government organs, public institutions, hotels, catering service units, the green packaging standards for express delivery industry, the site configuration standards for household waste disposal at the food market , and the standards for the utilization of household waste resources etc..
III. Comprehensively Promote Construction of the Whole-process Municipal Solid Waste Sorting System
1. Promote the full coverage. We shall carry out the in-depth activities of meeting municipal solid waste sorting standards, create demonstration sub-districts, put in place territorial responsibility, carry out people-oriented waste sorting, make strict match-standards and proportions of residential areas, units, public places, decompose over 70% of the source efficiency ratio in the while Municipality into the concrete items such as “entering the residential area and entering the unit”, and facilitate the joint promotion of the sub-district and township governments. We shall fully transform over 17,000 sorting waste bins and sorting placement points in residential areas, promote the standardization of waste disposal containers and signs in residential areas and public places, and standardize short-distance transfer equipment. We shall facilitate the effective sorting model of source sorting at fixed site and fixed time according to local conditions, and promote the guidance and managing role of volunteers of green account points and waste box administrators in the source sorting, make full use of the mechanism of double registration of on-the-job party members, enhance their role as displayers and volunteers in the waste sorting. We shall actively dock the waste sorting to the civilized urban areas, civilized communities, civilized towns, civilized communities, civilized villages, civilized units, and civilized campuses in Shanghai Municipality to raise the ratio of waste sorting in the indicators system in the urban areas, sub-districts and towns, residential neighborhood, village, units, campus.
2. Accelerate the system construction. First, continue to promote construction of “integrating two networks" system. We shall adhere to the principle of “offline and online combination”, expand the recyclable management function of green accounts, and access the information of recyclables in various districts to the green account platform. At the same time, we shall encourage the third-party renewable resource enterprises to access information to the green account platform, and gradually realize the scientific statistics of recyclables in the whole Municipality. We shall set up 8,000 service points of “integrated two network” and 170 transit stations and continue to promote construction of the distribution centers supported by the Municipal Investment Group in Pudong New Area, Qingpu District, Jinshan District, Minhang District, secure the convenient delivery of recyclables and collection and utilization of resources. Second, uplift the sorting and transportation capacities. We shall allocate more than 900 standard household waste vehicles, 17 special hazardous waste collection and shipping trucks, fully standardize the signs of residual waste vehicles. We shall strengthen research and development, selection and management of household waste vehicles, ensure the classification and transport operation in a clean and tidy way, and eliminate secondary pollution. Third, raise the sorted transfer capacity. We shall strengthen the normative inspection of the sorting and signs at transit links, and optimize the role of the whole-process sorting system in popularizing science education to citizens.
3. Improve processing capacities. First, adhere to high standards, accelerate project implementation. We shall, in accordance with the most stringent environmental protection standards and the highest design requirements, adopt the mechanism of special coordination and key items promotion, give play to the coordination mechanism of commanding platform in the municipal solid waste facilities construction, compact the main responsibilities of each district, and comprehensively improve the effectiveness of the work. In 2019, we shall focus on construction of the nine started projects, and facilitate the startup of three undeveloped household waste projects (Jinshan, Baoshan, Putuo) in the first half of this year; we shall accelerate the four residual waste projects (Fengxian Phase II, Jinshan Phase II, Pudong Phase II and Baoshan Incineration), strive to start construction in the first quarter of this year. By the end of the year, we shall raise the capacity of residual waste incineration to 19,300 tons/day, and the utilization capacity of household waste resources to 5050 tons/day. Second, implement strict supervision on the terminal facilities. We shall, in accordance with the most stringent current international, domestic and municipal standards, organize training and on-site tutoring, give play to the professional supervision and professional monitoring agencies as a third-party, and strictly handle irregular behavior in operations. We shall strictly implement the accessibility of the public to the municipal solid waste disposal facilities and ensure public involvement, improve the operation level of facilities, enhance the acceptance of the people, and gradually resolve the contradiction of the avoidance effect through the public governance system of government supervision, social participation, and mass monitoring.
IV. Comprehensively Create A Social Atmosphere for Public to Involve in Waste Sorting
1. Promote reduction at the source. First, promote the restriction and reduction of utilization of the once-off items in hotels, catering industry, advocate green consumption, promote the use of recyclable items, and organize joint inspection and enforcement; Second, strengthen guidance of the express delivery industry in the Municipality. We shall raise the recollection and reutilization ratio of express packaging. Third, increase the facilitation of clean vegetables in standardized food market and fresh supermarkets, large supermarkets and other places. Fourth, investigate and align the situation in the municipal farmers’ market and standardized food market, implement on-site household waste processing facilities supporting work in the newly established and existing farmers markets, standardized food markets.
2. Strengthen law enforcement supervision. First, enhance industry supervision. We shall, relying on the whole-process waste sorting information system, standardize the collection and transport behavior, prevent the phenomenon of mixed transport. We shall strengthen the supervision on household waste quality at transit links and on the mixed loading at transport links. We shall implement the ”no classification, no disposal " system, strengthen the disposal quality of waste sorting control and management of processing facilities, carry out quality inspection on household waste resource utilization plant, recyclables distribution yard at least once a month. Second, encourage social supervision. We shall give full play to the role of social supervisors, organize community residents, news media to carry out inspection on sorted transport by the property committee and sorted collection and transport by environment sanitation department. We shall keep the supervision phone numbers for mixed transport notified to public, open WeChat reporting channels. We shall implement the reverse mechanism, and, on the basis of the “ no sorting, no collection nor delivery” practice for waste in Chongming district and municipal units, gradually implement the responsibility of the collecting and transport unit in the quality management of waste to the residential area, and extend the reverse mechanism for classified household waste quality management to other items in waste sorting, and reverse and press the residential areas to do well in sorting management from the source. Third, carry out a series of enforcement actions. We shall specify the punishment procedures for violations of hotel operating units, catering service providers, public institutions in providing and using the one-off items, unify punishment benchmark, co-ordinate the enforcement in deployment of waste sorting, food waste and other special actions, strictly implement enforcement responsibilities, conduct enforcement inspection with focus on the allocation of collection containers, waste sorting, status of collection and transport management and improve the supervision on enforcement effects.
3. Create a good atmosphere. First, organize Regulations training. We shall apply the classified and graded training, cultivate a Regulations publicity team, organize 2 city-wide training, combine the centralized training and door-to-door tutoring, carry out the training in districts, sub-districts and towns and in industry units, distribute 20,000 copies of law publicity materials, more than 8 million copies of classified posters and materials. Second, publicize the “five one – projects” in implementing the Regulations, namely, set up a number of advanced waste sorting cases, launch a set of waste sorting promotional video, carry out a series of ”where is waste" themed education campaigns, set up a number of waste sorting science bases, and create a number of waste sorting demonstration sub-districts and towns. Third, carry out social mobilization on waste sorting. We shall launch a series of waste legislation publicity campaigns themed “into community, into villages, into schools, into hospitals, into institutions, into enterprise, and into parks”, give priority to the “first class at school ” activity for middle and primary school students in the whole Municipality in spring 2019 , and, through small hand holding big hand, and spiritual creation, sanitation construction, and volunteers service and other channels, popularize the legal knowledge of waste sorting, in combination with good home ethics, carry out waste sorting education at home, guide the media of the whole Municipality in using the effective positions and doing well in the waste sorting welfare publicity. Fourth, give play to the urban management community studio. We shall take the lead in forming the ”five-in-one" linkage mechanism of grass-roots party organizations, neighborhood committee, owners’ committee, property committee, actively implement the responsibility of sorting management in residential areas, enterprises and institutions, make efforts to facilitate the formation of a good social atmosphere of information access to public and universal involvement in waste sorting.
V. Policy Guarantee for Whole-process Comprehensive Optimization Operation of the Sorting System
1. Improve the supporting policies. We shall give play to the subsidy policy incentives for household waste resource facilities construction, offer classified fixed subsidies in line with the project start time. For the projects started on time, the 50% subsidy funds shall be given while the remaining subsidy funds shall be canceled for the projects that are lagged behind in construction pace and are not put into operation by the end of 2020. We shall continue to study the construction investment subsidy policy of municipal solid waste incineration facilities in 2019, and give full play to the effects of policy incentives and the results of rewards and punishments. We shall formulate the supportive policies for recycling economy development that are in line with the Regulations.
2. Smoothen product outlet. We shall, on the basis of the pilot Raw Material Control Requirements on Municipal Solid Waste with Organic Matrix for Afforesting (trial), Quality Requirements on Products of Municipal Solid Waste by Aerobic Disposal (trial), implement a decreasing requirement of farmland fertilizer by a big margin, conduct feasibility research on applying household waste resources products as organic fertilizer. At the same time, we shall accelerate the research and subsidy policy in applying the household waste resource products to this Municipality’s green forest soil improvement, open up the outlet of household waste resource utilization.
3. Innovate economic incentives. Use economic leverage, strengthen guidance and pressure. We shall, in combination with the practical effects of waste sorting in districts and under the premise of not increasing the economic burden of various districts, conduct research and formulate the settlement system of no charge for household waste and total cost charge for residual waste, that is, no charge for the household waste that meets the quality standards and enters into the municipal facilities whereas the double charge for the area where household waste is not up to standards in both quality and quantity and the residual waste exceeds the quantity, press all districts to enhance the sorting effects at the source. We shall facilitate the charge system by the quality of the household solid waste disposal in all districts, implement quality control and rewards and punishments by disposal facilities, promote economic assessment leverage of self-disposal in all districts, ensure the effective control and management of waste sorting.
