Notice on Strengthening Safety Management of Drones and "Low-altitude, Low-speed, Small-sized" Aircraft during the 7th CIIE
To maintain low-altitude airspace safety in Shanghai during the 7th China International Import Expo and prevent illegal flight activities, the following measures have been implemented for the safety management of drones and "low-altitude, low-speed, small-sized" aircraft during the event:
1. "Low-altitude, low-speed, small-sized" aircraft referred to in this notice include various small aircraft and floating objects, such as light and ultralight aircraft, light helicopters, gliders, trikes, powered parachutes, hot air balloons, airships, civilian drones, model aircraft, unmanned free balloons, tethered balloons, etc.
2. From Oct 25 to Nov 12, 2024, civilian drones and "low-altitude, low-speed and small-sized" aircraft flights are prohibited in Shanghai, except those approved for logistics, emergency rescue, low-altitude tourism, smart cities, passenger transportation, and other authorized activities.
3. Owners of civilian drones must register according to civil aviation management regulations and can conduct operations such as information verification and flight reporting through the "Suishenban" app. Owners of other "low-altitude, low-speed and small-sized" aircraft must cooperate with local police for information collection.
4. Flying civilian drones and other "low-altitude, low-speed, small-sized" aircraft within the city requires appropriate flight qualifications, compliance with radio management regulations, and prior approval from the Chinese Air Force, civil aviation authorities, or meteorological departments.
5. Those who violate the Interim Regulations on Unmanned Aerial Vehicle Flight Management and the stipulations of this notice will be handled by relevant authorities in line with their responsibilities. If necessary, emergency measures will be taken. Violations of public security will be penalized, and criminal offenses will be prosecuted according to the law.
