Action Plan for High-quality Development of Shanghai's Featured Industrial Parks (2024-2026)
This Action Plan is formulated to further enhance the role of this Municipality's featured industrial parks in innovative breakthroughs, demonstration and guidance, strengthen the concentration of featured industries and the cultivation of the industrial ecology, create an important functional carrier for high-quality development, and build the strategic advantage of future industrial development.
I. General Requirements and Main Objectives
Guided by scientific and technological innovation, Shanghai will strive to raise the development level and competitiveness of featured industrial parks. It will focus on the developmental direction of its featured industries, enhance the distinctive features and brands of these industries, and plan and develop leading industries, key industries, new track industries and future industries. It will create especially excellent park entities, optimize the development and operation of the park platforms, and increase the professional and comprehensive supporting supplies. Moreover, it will create an especially strong industrial ecosystem to promote the integrated development of the chains of industry, innovation, talent, and value, promote the coupling and synergy of such essential factors as projects and resources, and enhance the agglomeration and development of industries with distinctive features.
By 2026, the number of the city's featured industrial parks shall be around 60, with a total of 5,500 high-tech enterprises and specialized, excellent, distinctive and innovative small and medium-sized enterprises, and more than 360 national and municipal innovative research and development institutions, involving a total industrial output value of over one trillion yuan.
II. Key Tasks
1. Strengthening Cluster Development
Making efforts to lay out iconic industrial chains. Shanghai will implement a number of key projects to renovate, consolidate and strengthen chains, cultivate at least 10 iconic industrial chains in such areas as integrated circuits, innovative medicines, high-end medical equipment, new energy vehicles, intelligent connected vehicles, and civil aviation, and create a national advanced manufacturing cluster. Creating featured industrial landmarks. Full play shall be given to the guiding role of Shanghai’s industrial map to guide all districts to focus on the positioning of key industries and the municipality-district joint action so as to improve the investment scale, construction level and industrial level of featured industrial parks. By 2026, the city will have fostered and formed 5 hundred-billion-yuan-level and 20 ten-billion-yuan-level featured industrial parks, created more recognizable and influential industrial landmarks, and built a national industrial base for demonstrating new industrialization. Creating an especially strong industrial ecology. Shanghai will introduce and foster a group of leading enterprises with core technologies and strong driving force, foster and gather a group of high-quality small and medium-sized enterprises with outstanding innovation ability and great growth potential, and support specialized, excellent, distinctive and innovative small and medium-sized enterprises to grow bigger and stronger. The city will gather upstream and downstream enterprises and supporting service institutions in the industrial chain, and build a development system characterized by "guidance of the leading enterprise and co-existence of small and medium-sized enterprises". It will build 10 featured industrial clusters of small and medium-sized enterprises with outstanding advantages and characteristics. 2. Upgrading the Innovative Ability of the Parks
Building a multi-tiered industrial technological innovation platform. Shanghai will promote the construction of a number of national and municipal manufacturing innovation centers, industrial innovation centers and technological innovation centers in featured industrial parks, and gather a number of state key laboratories, new research and development institutions, and high-level research and development centers to increase the "scientific and technological content" of the parks. Full play shall be given to the disciplinary spillover effects and laboratory platform advantages of universities and research institutes, so as to promote the linkage of "parks, urban areas and campuses", connect high-quality incubators and other scientific and technological innovation and entrepreneurship carriers, and further improve the mechanism of transformation-incubation-industrialization of scientific and technological achievements. Meanwhile, the city will accelerate the formation of more than 10 featured industrial integration service platforms. Accelerating the digital transformation of the parks. Shanghai will improve the level of "cloud intelligent with data" in the parks, deepen the building of the parks' digital bases, and promote the collection, integration and open utilization of public data and social data in the parks. Digital diagnosis shall fully cover the manufacturing enterprises above the designated scale in the featured industrial parks, the proportion of digital transformation shall reach 85%, and at least 10 pilot projects of industrial Internet "platform + park" shall be completed. Making innovations in green and low-carbon development. Relevant departments shall push forward the development and utilization of clean energy and the application of energy-saving technologies in the parks, with focus on green and low-carbon industries such as hydrogen energy, energy storage and green materials in order to promote breakthroughs in advanced technologies and processes, push forward green manufacturing, develop green products, cultivate green factories, and build green supply chains. Support shall be provided for the creation of zero-carbon enterprises (parks). 3. Optimizing the Allocation of Essential Factors
Optimizing the spatial distribution of industries. Based on the industry orientation and development needs, the city will promote construction of standard workshops for industrial projects in such areas as biomedicine, integrated circuits, and high-end equipment, and improve the carrying capacity of high-quality projects. A land reserve database for featured industrial parks shall be established so that the municipal overall quotas for new construction land will be weighted toward featured industrial parks. The city will promote "multi-storied factory buildings", create "smart space", encourage multiple-purpose land such as land for mixed uses and industrial comprehensive land, improve the level of intensive land use, and make it clear that manufacturing enterprises may settle in industrial comprehensive land for production and manufacturing so long as they meet the requirements for environmental protection, fire prevention, safety, etc. Support shall be given to flexible land-supply measures such as flexible transfer, long-term leasing, and lease-transfer combination, so as to reduce the land acquisition costs for high-quality projects. Increasing the supply of financial innovations. Shanghai will support park development and operation entities to expand financing channels through listing, infrastructure real estate investment trust (REITs), bank credit, bond issuance, trust insurance, etc. It will make good use of the development funds for Shanghai’s high-quality parks, encourage all districts to set up sub-funds, guide the financial market and private capital to increase investment, and support the construction of park infrastructure, park upgrading and other projects. It will support the parks to set up development funds for featured industries, and promote the coordinated development of "funds + base". Accelerating the industrial talent gathering in the park. Efforts shall be made to build an integrated development ecology for industries and talents in order to achieve high-quality development of the parks. By relying on preferential policies and measures for industrial talents, Shanghai will continue to promote the recruitment of talents and wisdom, and attract a number of leading talents and teams for featured industries. It will assist enterprises in the parks to apply for the city’s talent training projects and for special projects of talents in key industrial fields. It will also support them to certify vocational skills, and cultivate "Shanghai Workmanship Masters" in featured industries. It will optimize the handling of matters concerning talents, and provide "one-stop" services for them to enter the parks. It will support the establishment of city-wide industry-education consortiums that integrate parks, universities and enterprises, so as to provide important talents that support high-quality development of featured industrial parks. Supporting the construction of government-subsidized rental housing in the parks. Shanghai will improve the distribution of government-subsidized rental housing in and around the featured industrial parks. It will support concentration of government-subsidized rental housing in the parks, encourage large enterprises that comply with the industrial orientation to make good use of the quotas for supportive facility construction for industrial projects, build dormitory-type government-subsidized rental housing, and promote the integrated development of the industries and the city. Improving the supply of supporting facilities. Shanghai will actively develop power storage and multi-energy complementarity, and promote the construction of green microgrids mainly with distributed new energy and energy storage. The parks shall upgrade their new-type infrastructure capacities, and promote the layout and construction of 5G base stations, industrial Internet, big data centers, and new energy vehicle charging piles. 4. Empowering the Main Entities of the Parks and Increasing Their Efficiency
Strengthening the construction and management of the main park entities. Shanghai will create a batch of professional high-capacity entities in the features industrial parks, and cultivate operation and service teams that know the industry and are strong in management and service. Through introduction of mature organizations from outside and cultivation of professional teams internally, the park enterprises will be provided with professional supporting services for production and life, such as scientific and technological innovation, investment and financing, and talents recruitment. Relevant departments shall strengthen dynamic assessment of the cultivation, operation and management of the park industries, and stimulate the innovation and vitality of the main park entities through the innovative mechanisms of investment incentives, assessment and evaluation. Creating featured industrial park brands. Shanghai will deepen the implementation of "district cooperation and brands linkage", promote the featured industrial parks to share resources and complement each other with mature brandname parks such as Lin-gang, Zhangjiang and Hongqiao, and promote the brand of "Zhangjiang R&D + Made in Shanghai", so as to improve the development level and operation quality of the featured industrial parks. The city will support the introduction of domestic and foreign high-quality park operators to cooperate in park development, mechanism innovation, industry cultivation, among others. Establishing and improving the mechanism of collaborative investment in industrial parks. Based on Shanghai Enterprise Service Cloud and Shanghai Investment Promotion Platform, relevant departments shall compile investment manuals for featured industrial parks, promote the main entities of featured industrial parks to jointly build an investment sharing platform, deepen the integration and sharing of project information resources for optimal utilization, and explore the establishment of a benefit sharing mechanism. Shanghai will create a precise investment mode, strengthen the investment through leading enterprises, platforms, channels, application scenarios, and industry chains, and use digital tools to conduct precise investment. 5. Implementing Policies for Innovation and Greater Efficacy
Increasing support by targeted policies. Qualified featured industrial parks shall be supported to be included in the construction and management of Zhangjiang National Innovation Demonstration Zone (hereinafter referred to as "Demonstration Zone"), and promote special policies of the Demonstration Zone to cover all featured industrial parks. Shanghai Municipality will support the construction of innovation centers, testing institutions and other public service platforms in the featured industrial parks, provide up to two million yuan of financial support, and encourage all districts to increase their accompanying support. The city will support coordinated development of featured industrial parks and Shanghai Pilot Free Trade Zone, optimize the customs supervision mode for the integrated circuit industry, and expand the pilot scope of the joint supervision mechanism for special articles. Exploring policies for updating and upgrading of parks. Shanghai will establish an industrial land new-use mechanism coordinated by the government, operated by the market and participated in by multiple parties, and speed up the process of land new-uses by focusing on the parks' "two transformations" to new development modes and new images. The districts and parks shall be supported to explore and study the support policies on development loans and interest subsidies for the "two transformations" to reduce land new-use costs. State-owned, private and foreign-funded entities shall be encouraged to speed up the new uses of the existing land in featured industrial parks. Shanghai will support the featured industrial parks located in important functional zones to carry out policy integration and innovation, promote pilot breakthroughs in spatial planning, industrial investment and operation, inventory space land new uses, technical standards, application scenarios, etc., which can be replicated and promoted in other featured industrial parks when conditions are ripe. III. Safeguards
1. Strengthening Organizational Promotion
Based on the relevant mechanisms of the Municipal Industrial Parks and Structural Adjustment Work Leading Group, the Office of the Leading Group (the Municipal Commission of Economy and Information Technology) shall coordinate and promote the creation and management of this Municipality's featured industrial parks, and the relevant municipal departments shall coordinate and promote the relevant work according to their respective responsibilities. In accordance with the principle of "one plan for one district, one program for one park, one policy for one enterprise, and one evaluation in one year", each district shall optimize the development plan of its featured industrial parks.
2. Formulating Guidelines for Construction
Guidelines for the construction of featured industrial parks shall be formulated to standardize the processes of application, announcement, operation, evaluation and exit of featured industrial parks. A municipal statistical system for featured industrial parks shall be set up, to strengthen the statistical analysis of the development and operation of featured industrial parks, and promptly track the concentration degree, growth, competitiveness and innovation of the featured industries. Evaluation shall be carried out to grade featured industrial parks, so as to promote evaluation after construction, classification and guidance, entry and exit, and dynamic management.
3. Strengthening Demonstration and Guidance
Featured industrial parks shall be urged to explore such aspects as space carrier, enterprise service, operation management and ecological cultivation, with a view to building a number of featured industrial benchmark parks to play the role of demonstration and guidance, and their relevant experience and typical cases shall be further publicized and promoted.
