Several Opinions on Promoting the Reform, Innovation and Development of the Zhangjiang High-Tech Zone to Build the World Leading Science Park
Shanghai Zhangjiang High-Tech Industrial Development Zone (hereinafter referred to as the Zhangjiang High-Tech Zone) is the main battlefield for the construction of the Shanghai International Technological Innovation Center and the main battlefield for Shanghai to build the world-class industrial clusters. In order to further promote the high-quality development of the Zhangjiang High-Tech Zone, better implement the innovative development strategy, and promote the high-level technological self-reliance and self-improvement, several opinions are proposed for promoting the reform and innovative development of the Zhangjiang High-Tech Zone to build the world leading science park as follows:
I. Clarification of the Overall Requirements
1. Guiding ideology
Taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance and fully implementing the spirit of the 20th National Congress of the Communist Party of China, further implementing the spirit of the important instructions of Xi Jinping, general secretary of the CPC Central Committee, for the construction of the Zhangjiang High-Tech Zone, we shall, in accordance with the decisions and arrangements of the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government, adhere to the "four orientations" of the scientific and technological development, focus on the "four firsts" of the technological innovation work, firmly grasp the laws of the new round of technological innovation and industrial development, closely focus on the construction goals of the world leading science parks, taking the system and mechanism reforms as the driving force, and the characteristic development as the core, and the vibrant innovation ecosystem as the support, fully promote the Zhangjiang High-Tech Zone to accelerate from a national innovation center to a global innovation highland, so as to provide a driving force for Shanghai to build into an international technological innovation center.
2. Basic principles
2.1 Reform and innovation. Adhering to the goal orientation and problem orientation, deepening the system and mechanism reform of the Zhangjiang High-Tech Zone, further clarifying the responsibilities of all the parties, innovating the service models, and creating a market-oriented, law-based, and internationalized first-class business environment.
2.2 Overall coordination and interaction. Adhering to this Municipality's "one chess game" strategy, strengthening the interaction between this Municipality and the districts, improving the interaction of all the parks under the Zhangjiang High-Tech Zone, establishing a coordination mechanism across the departments, levels, areas, and parks, accelerating the gathering of the resources, policies, projects, and funds, so as to provide the strong synergies for the high-quality development of the Zhangjiang High-Tech Zone.
2.3 Characteristic development. Highlighting "one park with one characteristic", improving the clustering degree of the leading industries, creating their distinctive brands, promoting the upstream and downstream extension of the industrial chains, providing full life-cycle services for the enterprises, and accelerating the realization of the industrial specialization and park specialization.
2.4 Survival of the fittest. Giving full play to the role of assessment and evaluation as the "baton", improving the assessment and evaluation systems for the high-quality development of the parks, establishing reward and elimination mechanisms, so as to create a vivid situation of catching up with and surpassing the others through comparing and learning and striving for being the first-class enterprises.
3. Work objectives
Comparing the benchmark of the world's leading science parks, we shall strive to establish a management system and mechanism in the Zhangjiang High-Tech Zone within three years, with strong coordination, integration of power and responsibility, the Municipality and district interaction, and efficient collaboration. We aim to create the high-quality parks with emerging leading industries, complete professional services, relatively concentrated space, and vibrant ecology.
3.1 Further manifestation of industrial characteristics. Cultivating a group of world-class enterprises with the benchmark demonstration significance, and achieving the distinctive development of the leading industries in the key parks. By 2025, there shall be over 100 "unicorn" and "invisible champion" enterprises, with the three leading industries accounting for over 85% of the total scale of this Municipality.
3.2 Further improving the service level. All the parks shall provide efficient and convenient government affairs services, and the professional and international level of the operating organizations shall be significantly improved. The industrial infrastructure, public service facilities, and full-chain technology services shall become more complete.
3.3 Further optimizing the layout of the parks. Guiding the large-scale and intensive operation and centralized contiguous development of the parks, gradually adjusting and optimizing the "small and scattered" plots, and achieving shared operation and service of the parks. By 2025, 3-5 parks shall reach a trillion-level industrial scale.
3.4 Further improving the innovation ecosystem. The various talents shall gather continuously, scientific and technological finance, intellectual property, etc. shall achieve efficient empowerment. The transformation of scientific and technological achievements shall be increasingly realized and the construction of innovation and entrepreneurship carriers shall be accelerated. By 2025, the talent scale of the three leading industries shall reach 800,000 people, the number of high-quality incubators shall reach 20, and an average of 200 new scientific and technological enterprises shall be increased daily.
II Construction of a Collaborative and Efficient Management System and Mechanism
1. Strengthening the municipal-level overall planning
Under the leadership of the Shanghai Leading Group of Promoting the Construction of the Technological Innovation Center, we shall increase the overall coordination strength, promote the implementation of the major issues, and establish the cross-department, cross-level, cross-region, and cross-park coordination mechanisms. Each relevant municipal department shall, in accordance with their respective responsibilities, strengthen the guidance and support for the development of the Zhangjiang High-Tech Zone in the areas such as planning, land, environmental protection, and energy sources.

All the relevant districts shall attach great importance to the construction and development of the parks. All the parks shall establish the internationalized, specialized, and market-oriented operating organizations, and strengthen the professional services such as entrepreneurship incubation, achievement transformation, professional training, and investment and financing, effectively improving the service level for the enterprises.
5. Strengthening the assessment and evaluation
Establishing and improving the assessment and evaluation system for the parks, strengthening assessments in the areas such as industrial development, innovation and entrepreneurship, business environment, and professional services. Strengthening the application of the assessment results, conducting comprehensive evaluation ranking of the parks on the basis of the annual assessment results, implementing dynamic adjustments, and implementing the policy of "once notification and twice delisting" for the unqualified parks.
III Construction of the High-quality Parks with Distinctive Features
1. Building the leading advantageous industries
All the parks shall, on the basis of this Municipality’s "2+(3+6)+(4+5)" industrial layout, in combination with the resource endowment and functional positioning, clarify the leading industries and the sub sectors. In principle, each park shall have no more than three leading industries thus clarified. Intensifying the adjustment of the industrial structure, expanding the width of the industrial chains, exploring the depth of the innovation chains, so as to form the advantages in industrial agglomeration. The resource elements at the municipal and district levels shall be preferentially concentrated for the parks with obvious industrial advantages. Creating conditions for the industrial development, increasing land reserves and net land supply, accelerating the transfer of the standard land and supply of the standard factories, and achieving the goal of "letting space wait for projects".
2. Cultivating the world-class enterprises
All the parks shall establish the enterprise gradient cultivation systems and implement the superior cultivation projects for the world-class enterprises. Precisely customizing the policy "service packages" for the technology leading enterprises and "chain owners". We shall provide the specialized services such as market application, industrial integration, and financing docking for the high growth enterprises such as the "unicorns", "hidden champions", and specialized, refined, unique and innovative enterprises, etc. Supporting the large enterprises to lead the formation of the innovation consortia, getting through the industrial chains, and promoting the integration and innovation of the upstream and downstream enterprises. Promoting the entrepreneurial spirit and encouraging the parks to establish the regular communication mechanisms with their entrepreneurs.
3. Strengthening the parks' comprehensive service functions
All the parks shall strengthen the government affairs services, industrial basic supporting services, and market expansion services, and create the integrated online and offline service platforms. Promoting the opening and sharing of the living facilities, office space, instruments and equipment, and promoting the compound space utilization modes such as "industry going upstairs", providing the high-quality and rich supporting services. Building the "pioneering" application scenario demonstration bases and accelerating the market expansion of the enterprises' "first release" products and services.
4. Improving the professional service level of the parks
All the parks shall, centering on the leading industries, focusing on the sub-sectors and key links of the industries, construct a number of technology platforms such as concept validation, pilot testing services, inspection and testing, and provide the full-chain technical services. Gathering a group of financial, legal, financial, human resources, technology trading and other service organizations to provide the comprehensive market services. The parks with favorable conditions shall be encouraged to concentrate the spatial carriers towards the efficient operating organizations through joint operations, commissioned operations, and the other means, so as to achieve the high-quality operation and service sharing.
5. Promoting the reform, innovation and development of the university science parks
Strengthening the coordination and promotion mechanisms for the development of the university science parks, exploring the new management and service models for the university science parks, focusing on the core functional positioning, and enhancing the professional service levels. Coordinating and optimizing the spatial layout, gathering the various innovative resource elements, serving and supporting the transformation of the university scientific and technological achievements and the innovation and entrepreneurship of the teachers and students.
IV Building of the Vibrant Innovation Ecosystem
1. Cultivating the high-quality incubators
All the parks shall build several high-quality incubators to enhance the capacities of the hard and core technology innovation sources, disruptive technology achievement transformation, high growth technology enterprise incubation, and the total factor resource integration. Promoting the establishment of the long-term cooperation and relay incubation mechanisms between the high-quality incubators and the parks. Establishing a classification and evaluation system for the high-quality incubators, and promoting the professional transformation of the existing incubators.
2. Promoting the precise empowerment of technology finance
Strengthening the guiding role of the government innovation funds, guiding the social capital to invest in early, small, hard and core technology, for long-term investments. Encouraging the professional venture capital and venture capital organizations to focus on the subdivision fields and explore the models such as "incubation and investment linkage" and "advanced incubation". Supporting the technology leading enterprises to establish the enterprise venture capital funds. Promoting the cooperation between the commercial banks, venture capital institutions, and equity investment institutions, and innovating the diversified science and technology innovation financial service models such as "investment and loan linkage".
3. Intensifying the talent cultivation efforts

4. Strengthening the protection and application of the intellectual property rights
All the parks shall provide the enterprises with the collaborative intellectual property protection, dispute resolution, and rights protection assistance services in accordance with the requirements of "rapid preliminary examination, rapid property rights confirmation, and rapid rights protection". The parks shall be encouraged to strengthen the application of the intellectual property rights, layout the key industrial intellectual property operation centers, and explore the innovative products such as intellectual property pledge loans, financing guarantees, securitization, and insurance. All the parks shall be supported to strive for being the state and municipal level intellectual property protection demonstration zones.
5. Integrating into global innovation networks
Encouraging the establishment of the international exchange and cooperation platforms, and promoting the facilitation of the cross-border circulation for scientific research data, talents, funds, and the other innovative elements. Promoting the international cooperation along the "Belt and Road", supporting the enterprises to "go global", and providing the enterprises with high standard international one-stop services such as policy consultation, investment promotion, risk prevention, dispute resolution, etc. Supporting the enterprises to establish the global innovation cooperation networks, fully utilize the global innovation resources, and improve their resource allocation capabilities.
V Safeguard Measures
1. Strengthening the interactive development
Strengthening the comprehensive interactions between this Municipality and the districts, and forming a joint force at this Municipality and the district levels to guide all the parks to focus on the leading industries and achieve the distinctive development. Strengthening the park collaboration, improving the cross park collaboration mechanism of the “One Zone and 22 Parks”, promoting the coordinated development of the research and development and the manufacturing areas, and promoting the radiation of the park industries to five new cities and the other areas.
2. Carrying out pilot testing
All the parks shall be encouraged to boldly explore, experiment, and innovate, and explore the reform and innovation measures. By leveraging the advantages of "dual self-linkage", we shall continue to introduce a number of pilot policies and system innovations. Accelerating the replication and promotion of the pilot of equity transfer income tax for the corporate venture capital enterprises, the green channel for rapid patent review, and the flexible planning of industrial land in the various parks.
3. Strengthening policy support
At the municipal level, we shall focus on the high-quality development of the Zhangjiang High-Tech Zone and provide support in resource supply, planning and layout, project implementation, special funds and the other fields. The major projects at the municipal level shall be implemented first in the parks with significant results in reform, innovation, and development. All the relevant districts shall establish the policy systems to support the reform, innovation and development of the parks, and implement the various guarantee measures. Optimizing and adjusting the support structure of the Zhangjiang special funds, and increasing the support in the areas such as enterprise independent innovation, achievement transformation, and industrial support of the parks.
4. Strengthening demonstration and guidance
Giving play to the role of benchmark demonstration, timely summarizing the experiences and practices of the reform, innovation and development in the various parks, and commending the parks with outstanding results. Intensifying the promotion efforts of the reform measures, innovative achievements, and typical cases, and creating an atmosphere of daring to reform and innovate, and building the world leading science parks.
