Procedures for the Accommodation Registration of Overseas Personnel

Article 1

With a view to effectively enhancing the entry and exit administration services of this Municipality, and further standardizing the accommodation registration of overseas personnel, these Procedures are formulated in accordance with the Exit and Entry Administration Law of the People's Republic of China, the Administrative Procedures for Chinese Citizens Traveling to and from the Taiwan Region, the Interim Procedures for the Administration of Private Travel by Chinese Citizens to and from the Hong Kong Region or the Macao Region for Private Purposes, the Regulations of the People's Republic of China on Consular Privileges and Immunities, the Provisions of Shanghai Municipality on the Services and Administration of the Actual Population, the Procedures of Public Security Police Stations for the Administration of Accommodation Registration of Foreigners (Trial) and other relevant provisions, and in light of the actual circumstances of this Municipality.

Article 2

These Procedures shall apply to overseas personnel that register for residence or lodging in habitations other than hotels of this Municipality.

The "overseas personnel" as referred in these Procedures includes foreigners and residents of Hong Kong, Macao and Taiwan, excluding consular officers and consulate administrative or technical staff who are legally exempted from accommodation registration.

These Procedures shall not apply to overseas personnel staying in hotels in this Municipality. Hotels shall, in accordance with the Law of the People's Republic of China on Public Security Administration and Imposition of Punishment, the Procedures for the Public Security Administration of the Hotel Industry, the Provisions on Hotel Industry Accommodation Registration, and other relevant provisions on the administration of public security in the hotel industry, register the accommodation registration of such personnel and report the registration information to the local public security authority.

Article 3

Public security authorities shall facilitate the accommodation registration for overseas personnel by expanding registration channels, simplifying the required registration materials, and providing reminders about the registration obligation at the point of entry.

Article 4

Overseas personnel must register their accommodation within 24 hours after check-in, either by themselves or by the host. Residents of Hong Kong, Macao and Taiwan staying in rural areas may register accommodation within 72 hours after check-in.

Article 5

The following channels may be used for the accommodation registration for overseas personnel:

1. public security service windows, such as the household registration service counters at the police stations and the public security service counters located in the community affairs acceptance service center of the sub-district or town (hereinafter referred to as the "public security windows"); 

2. and self-declaration platforms available online, such as Government Online-Offline Shanghai and Online Platform for Government Affairs of Exit-Entry Administration (hereinafter referred to as the "self-declaration platforms").

Article 6

Those who apply for accommodation registration through the public security window shall present valid identification documents of the overseas personnel. Where an overseas person entrusts another person to handle the registration or the registration is carried out by the host who accommodates him/her, the valid identification of the entrusted person or the host shall be provided.

Those who apply for accommodation registration through a self-declaration platform shall submit relevant materials according to the system prompts.

Article 7

A foreign baby born in China who has not yet obtained a valid residence (stay) permit may apply to the exit-entry administration department for such a permit first, and then report the accommodation registration through a public security window with the receipt of acceptance.

Foreigners who have lost their entry-exit documents may first report the loss to the exit-entry administration department and register accommodation with the loss report. Residents of Hong Kong, Macao and Taiwan who have lost such documents may apply for a replacement to the exit-entry administration department and register accommodation with the acceptance receipt.

Article 8

For registrations submitted via public security windows, if the identity is verified and the documents are valid and complete, the registration shall be accepted on the spot and a Registration Form for the Accommodation of Overseas Personnel shall be issued. If the documents are noncompliant, preliminary registration shall be completed and the applicant shall be informed immediately of the required supplementary materials.

Those who fulfill accommodation registration through the self-declaration platform shall, once upon the approval of system, download the Registration Form for the Accommodation of Overseas Personnel electronically and print it as needed.

If the Registration Form for the Accommodation of Overseas Personnel is lost, it may be reissued or reprinted via the original application channel.

Article 9

Overseas personnel shall truthfully report their accommodation registration. Those who engage in fraud or false reporting shall bear the corresponding legal liabilities according to law and shall no longer be eligible for convenient services such as the self-declaration platform.

Article 10

The list of valid identification documents recognized under these Procedures shall be determined and publicly announced by the exit-entry administration department of the Municipal Bureau of Public Security.

Article 11

These Procedures shall be effective as of April 1, 2020.

The Procedures of Shanghai Public Security Police Station for the Administration of Accommodation Registration of Overseas Personnel (SMBPS G [2008] No.46) shall be repealed simultaneously.
