Measures for Promoting the High-Quality Development of the Debut Economy in Shanghai Municipality

To implement the guiding principles from the Third Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference regarding the active promotion of the debut economy, and to continuously amplify its impact in Shanghai, the following three additional measures are introduced to supplement the

Several Measures for Further Promoting the High-quality Development of the Debut Economy in Shanghai Municipality:

I. Elevating the Capacity of New Product Premieres at Exhibitions

For exhibitors hosting global new product premiere events at consumer goods exhibitions with domestic and international influence in Shanghai, evaluations will be conducted based on dimensions such as design innovation and invention patents. The subsidies will cover up to 30% of the actual expenditure on their booth rental, booth construction and design, and promotional activities, with a maximum cap of 500,000 yuan. During the "FIRST in Shanghai" events from March to May, the subsidy ceiling for new product premieres at exhibitions will be increased to a maximum of 600,000 yuan, without exceeding 30% of the actual expenditure.

II. Pilot Facilitation Measures for the Inspection of Imported Consumer Goods for Debut Economy Events

For imported goods related to product premieres, first shows, first exhibitions, and first stores, a differentiated inspection method with multiple facilitation procedures, including qualification guaranteeing, will be adopted to enhance customs clearance efficiency.

III. Pilot Fast Track Customs Clearance for Imported Cosmetics in Debut Economy Events

Non-sale imported cosmetics at product premieres, first shows, and first exhibitions in this Municipality shall be exempted from: (1) the submission of registration certificates for imported special-purpose cosmetics, (2) the submission of filing documents for imported ordinary cosmetics, (3) inspections for Chinese labeling, and (4) requirements for laboratory testing.

In case of any discrepancy between these Measures and newly promulgated national policies, the relevant national provisions shall prevail. These Measures will be effective as of April 23, 2025, and remain valid until April 30, 2029.
