The Municipal Development and Reform Commission shall assume overall responsibility for planning and coordination and shall lead research on major issues arising during implementation. All relevant competent departments for specific industries and all district people's governments may formulate supporting implementation policies and measures based on local conditions.
These Measures shall be effective as of March 20, 2025 until March 19, 2028. Where specific policies referenced herein are subject to defined implementation periods or governed by national or municipal provisions, such provisions shall prevail.
