Pilot programs will be advanced to support employment-based domestic service enterprises. Domestic workers who obtain recognized vocational skill certifications shall be eligible for skill enhancement subsidies. The pilot program for the establishment of wholly foreign-funded hospitals shall be further expanded. The scope of policies offering "benefits granted without application" and "direct and expedited access" shall be further expanded. All relevant competent departments for specific industries and all district people's governments may formulate supporting implementation policies and measures based on local conditions.

These Measures shall be effective as of March 20, 2025 until March 19, 2028. Where specific policies referenced herein are subject to defined implementation periods or governed by national or municipal provisions, such provisions shall prevail.
