Several Opinions of the General Office of Shanghai Municipal People's Government on Further Deepening Reform and Innovation to Accelerate the High-Quality Development of the Science and Technology Service Industry

Attention: all District People's Governments, all Commissions, Offices and Bureaus (Administrations) of the Municipal People's Government, and all departments concerned:

In order to further deepen reform and innovation, focus on strengthening the main body, replenishing the chain, and reforming the mechanism, accelerate the high-quality development of the sci-tech service industry, and enhance the overall effectiveness of the science and technology innovation system, the following opinions are hereby put forward with the consent of the Municipal People's Government.

I. Enhancing the Quality of Science and Technology Service Supply

1. Promoting the Openness of Science and Technology Innovation Resources

We shall optimize the operational management and open-access and sharing evaluation system for resource sharing, and further increase the openness of major scientific and technological infrastructure and large-scale scientific instruments to the public. We shall establish a green channel for enterprises to apply for machine-hour allocations and ensure a designated proportion of usage time for enterprise users. We shall strengthen collaboration between universities and enterprises, build joint innovation centers and other platforms, and promote the opening of university and research institute libraries, laboratories, scientific and technological intelligence, and teaching resources to partner enterprises. (Responsible departments: the Municipal Commission of Education, the Municipal Commission of Economy and Informatization, and the Municipal Commission of Science and Technology)

We shall explore pilot programs for a "scientific data bank" model, establish data-sharing mechanisms among universities and research institutes, and promote the tiered and categorized  opening of public data. We shall advance the vertical application of big data and large models in specific science and technology R&D fields, and enhance AI4S infrastructure and public service capabilities. 2. Innovating the Construction and Operation Model of Proof-of-Concept (PoC) Systems

We shall focus on frontier technologies, future industries, and strategic emerging industries, establish a systematic layout mechanism that integrates future industry funds + high-quality incubators + proof-of-concept centers + industrial clusters to enhance the catalytic role of concept validation in advancing the development of future industries. (Responsible departments: the Municipal Commission of Science and Technology, the Municipal Commission of Economy and Informatization, and all District People's Governments)

We shall establish a market-oriented operation model featuring risk sharing and benefit sharing, and strengthen the "dual-validation" function for technical and market feasibility, and bridge key gaps between concept validation, pilot-scale test maturation, startup incubation, and industrialization to improve the effectiveness of technological innovation. (Responsible departments: the Municipal Commission of Science and Technology, the Municipal Commission of Economy and Informatization, and all District People's Governments)

3. Deepening the Reform of Sci-tech Societies and Sci-tech Journals

We shall leverage the organizational and talent advantages of the Association for Science and Technology to reform and improve the management system for sci-tech societies, and build a diverse, open, and dynamic sci-tech society ecosystem. We shall focus on vertical niche areas to enhance the professional capabilities of scientific consulting, evaluation, forums, and exhibitions. (Responsible departments: the Municipal Bureau of Civil Affairs, and the Municipal Association for Science and Technology)

We shall deepen the reform of scientific journals, support cross-departmental and cross-sectoral restructuring and integration of relevant scientific journals to cultivate world-class journals with international influence. We shall launch new journals, focusing on major national science and technology projects and key industrial technologies, explore new models for diversified development of scientific journals, promote the construction of scientific journal databases, and strengthen scientific data mining and analysis, and upgrade the quality of scientific data services. 4. Strengthening Science and Technology Consulting Services and Think Tank Development

We shall develop new types of think tanks that closely integrate government, industry, academia, research institutions, and application, conduct strategic consulting and research in major scientific and technological strategies and future industrial planning, establish a collaborative research network comprising experts in hard technology, soft sciences, management, and intelligence to enhance the think tanks' capacity for in-depth research and decision-making support. (Responsible departments: Publicity Department of the CPC Municipal Committee, the Municipal Development and Reform Commission, the Municipal Commission of Education, the Municipal Commission of Economy and Informatization, the Municipal Bureau of Talent, and the Municipal Commission of Science and Technology)

We shall establish a long-term mechanism combining continuous tracking research with rolling support, strengthen the development and service performance evaluation of sci-tech think tanks, and use the assessment results as a key basis for funding and supporting think tanks. We shall deepen the reform of think tanks in the sci-tech sector, integrate research resources, and innovate organizational forms to stimulate internal vitality. We shall steadily promote diversification of service providers and consultation approaches so as to meet the multi-level and diversified decision-making needs of government departments. 5. Accelerating the Reform of Professional and Technical Talent Development Models

For key and future emerging industries, we shall promote joint enrollment and co-training programs between universities, research institutes, and industrial enterprises, and guide enterprises to participate in the whole-process cultivation of innovative talent. (Responsible departments: the Municipal Commission of Education, the Municipal Bureau of Talent, the Municipal Bureau of Human Resources and Social Security, the Municipal Commission of Science and Technology, the Municipal Commission of Economy and Informatization, and the Municipal State-owned Assets Supervision and Administration Commission)

We shall guide science and technology talent service companies and high-quality incubator platforms to offer diversified and multi-level training programs for professional and technical personnel in emerging industries. We shall establish international training bases for sci-tech service professionals, and explore joint talent cultivation programs with internationally renowned institutions. 6. Promoting the Commercialization and Utilization of Intellectual Property

We shall establish a patent inventory mechanism, implement a tiered and categorized management system, and carry out patent navigation, and support intellectual property and technology transfer service providers in enhancing their service delivery capacity. (Responsible department: the Municipal Intellectual Property Administration)

We shall further advance the patent open licensing system, build comprehensive service platforms, and strengthen services such as patent information aggregation, supply-demand matching, and streamlined transactions to increase the success rate of fast-track patent licensing and transform patent resources into tangible productivity. We shall encourage technology evaluation agencies and intellectual property service providers to offer sci-tech financial services, and explore the inclusion of patent, technical know-how, data and other technology assets in financial statements, using such assets as collateral or pledges for credit financing. We shall expand market-oriented pilot programs for fully marketized asset-backed intellectual property securitizations (ABS) and gradually promote them citywide. 7. Actively Fostering New Business Models and Formats in Science and Technology Services

We shall explore the application of large AI models to drive innovation in scientific research paradigms, establish open-access and preferential mechanisms for computing infrastructure, and support enterprises in developing new business models such as AI+ scientific research, shared research, and collaborative R&D targeting intelligent manufacturing, biomedicine, new energy, and advanced new materials sectors. Focusing on frontier technologies and future industries, we shall encourage enterprises to leverage AI technologies to extend service chains and enable cross-sector integration, thereby enhancing their capabilities in intelligent, integrated, and platform-based services, support the development of new service models, such as online inspection testing and intelligent IoT-based detection testing. (Responsible departments: the Municipal Commission of Economy and Informatization, the Municipal Commission of Science and Technology, and the Municipal Administration for Market Regulation)

II. Promoting the Upgrading of the Sci-tech Service Market

8. Promoting the Development and Opening of Application Scenarios in the Sci-tech Service Industry

We shall establish a service demand list release mechanism and, in cooperation with state-owned enterprises, universities, and research institutes, publish demand lists for innovation services covering technology project evaluation, intellectual property navigation, research facility services, and scientific and technological achievement transformation, thereby activating market demand. We shall promote the construction of pioneering demonstration scenarios for new technologies and products in science and technology services through municipal and district-level coordination. 9. Optimizing Fiscal Support for Scientific Research Funds and Sci-tech Innovation Vouchers

We shall expand the scope and categories of science and technology innovation vouchers to include services such as concept validation, technology insurance, patent agency, and sci-tech consulting. We shall accelerate reforms enabling automatic entitlement without application and direct fast-track access throughout the process, establish a merit-based incentive mechanism, and improve the quality and efficiency of technology service institutions in serving enterprises. 10. Expanding the Opening-up of the Science and Technology Service Industry

Relying on platforms such as Zhangjiang Hi-Tech Park and Shanghai Free Trade Zone, we shall align with international high-standard economic and trade rules, liberalize market access for the service industry, and fully implement ongoing measures to deepen openness in the sci-tech service sector. We shall also leverage major events such as the China International Import Expo, China (Shanghai) Technology Import and Export Fair, and Pujiang Innovation Forum to attract investment from internationally renowned sci-tech service enterprises and promote the establishment of more new business formats of sci-tech services. 11. Enhancing the Globalization Capacity of the Science and Technology Service Industry

We shall encourage the international development of sci-tech service enterprises and provide  intellectual property, scientific and technological consulting, talent support and other services tailored to the overseas development needs of technology companies. (Responsible departments: the Municipal Commission of Commerce, the Municipal Intellectual Property Administration, the Municipal Commission of Science and Technology, and the Municipal Bureau of Talent)

We shall establish a national offshore innovation and entrepreneurship base for overseas talents in Zhangjiang Hi-Tech Park, attracting overseas talents to innovate and start businesses in Shanghai through flexible talent recruitment mechanisms while enhancing the global service capabilities of incubation institutions. Efforts will also be made to promote the deployment of overseas R&D institutions and offshore incubators, and explore the "offshore R&D + reverse transfer" model to boost technology transfer efficiency. (Responsible departments: the Municipal Bureau of Talent, the Municipal Commission of Commerce, and the Municipal Commission of Science and Technology)

We shall support contract research organizations (CROs) in aligning with international standards to provide clinical trial services. We shall promote testing and certification institutions to establish mutual recognition mechanisms for results with overseas counterparts to expand international market operations. We shall facilitate more convenient customs clearance services for the sci-tech service enterprises importing/exporting R&D equipment, testing instruments, samples, and consumables and prioritize Authorized Economic Operator (AEO) certification for eligible sci-tech service  enterprises. III. Strengthening Factor Support for Sci-tech Services

12. Expanding the Talent Support Workforce

We shall enhance the recruitment and cultivation of high-quality professionals for the sci-tech service industry and recommend eligible enterprises in key fields to be included in the pilot program of our Municipality for engineering master/doctoral candidates as well as in the list of key institutions for talent recruitment. (Responsible departments: the Municipal Commission of Science and Technology, the Municipal Bureau of Talent, and the Municipal Bureau of Human Resources and Social Security)

We shall integrate foreign professionals in the sci-tech service industry into the one-stop overseas talent service system, providing convenient measures including multiple-entry visas, permanent residency applications, internships for international students, Hong Kong/Macao endorsements, and dedicated service windows, to attract high-level talents both from home and abroad to work in Shanghai's sci-tech service sector. 13. Optimizing the Management of Cross-border Flow of Scientific Research Data

We shall implement a tiered and categorized management system for scientific research data and develop cross-border data trade to facilitate cross-border R&D services. (Responsible departments: the Municipal Commission of Science and Technology, the Municipal Data Bureau, and Office of Cyberspace Affairs Commission of the CPC Municipal Committee)

We shall explore the establishment of systems and standards for scientific research data trading, circulation, cross-border transmission, and security protection, promote intellectual property registration for data products, and enhance cross-border data interoperability. (Responsible departments: the Municipal Commission of Science and Technology, the Municipal Intellectual Property Administration, the Municipal Data Bureau, Office of Cyberspace Affairs Commission of the CPC Municipal Committee, and the Municipal Administration for Market Regulation)

14. Supporting Enterprises in Financing, Cost Reduction, and Efficiency Improvement

We shall include sci-tech service enterprises in the scope of the "Shanghai Science Specialized Loan" and "Shanghai Science Specialized Subsidy" programs to reduce their loan costs. (Responsible departments: the Municipal Commission of Science and Technology, the Municipal Commission of Economy and Informatization, and Shanghai Head Office of the People's Bank of China)

We shall increase the subsidy ratio for the insurance premium of "performance loans" and guide commercial banks to strengthen medium and long-term credit support for enterprises. We shall simplify and optimize the approval procedures for science and technology exhibitions, forums, and competitions and related events. 15. Strengthening Brand Cultivation in the Sci-tech Service Industry

We shall explore the launch of quality service commitment initiatives, support sci-tech service enterprises in brand cultivation, operation, and protection, and foster a group of sci-tech service brands characterized by high service quality, strong innovation momentum, and significant driving effects. We shall guide enterprises to operate with integrity, and establish a credit-based tiered and categorized regulatory mechanism, increasingly utilizing big data, large AI models, and other technologies to implement "unperceived regulation". 16. Optimizing the Advancement Mechanism for the Development of the Sci-tech Service Industry

We shall strengthen overall coordination led by the the Municipal Commission of Science and Technology, optimize inter-departmental collaboration and municipal-district synergy models, and enhance the quality and efficiency of science and technology innovation services. We shall improve the statistical indicator system and survey mechanisms for sci-tech service enterprises, strengthen research on industry development trends, and promote better support for the development of new quality productivity growth.
