Implementation Plan of Shanghai Municipality for Building Changxing Island into a World-Class Modern Shipbuilding Base (2025-2027)
In order to implement the national strategic deployment for building a strong manufacturing and maritime powerhouse, accelerate the promotion of new industrialization, strengthen the guiding role of high-end industries, and fully leverage the advantages of Shanghai's solid foundation in shipbuilding and offshore engineering equipment industries, as well as that of the concentration of high-quality enterprises, this Implementation Plan is formulated to expedite the building of Changxing Island into a world-class modern shipbuilding base.
I. Main Goals
By 2027, the industrial scale of Changxing Island's shipbuilding and offshore engineering equipment will exceed 120 billion yuan, with the proportion of high-tech ship types such as liquefied natural gas carriers (hereinafter referred to as "LNG carriers") and dual-fuel container ships reaching 80%. A world-class advanced manufacturing cluster for ships and offshore engineering equipment will be built, with a world-class high-end equipment manufacturing highland created, the capabilities in high-tech ship research and development (R&D) playing a leading role in the world, the capabilities in LNG carriers and cruise ships significantly enhanced, and with the ability to build more than 15 mainstream ship types in the world. A world-class global source highland of core technologies will be created, with advanced technological innovation capabilities and leadership in industry standard setting being among the world's top ranks. More than ten new models of high-tech ships and offshore engineering equipment, more than two national key laboratories and one or more national pilot platforms, and a world-class resilient industry chain aggregation highland will be built, clustering core supporting industries through establishing final assembly lines, attracting and cultivating 100 key supporting enterprises in the industry chain, and significantly improving the level of supporting services for high-tech ships and offshore engineering equipment. A world-class leading innovation ecosystem highland will be built, supporting the introduction of more than three international key institutions, and promoting more than five high-quality enterprises to deeply participate in the construction of the "Maritime Silk Road".
II. Key Tasks
1. Research and Development of World-Class High-End Equipment
(1) LNG Carriers. The annual production capacity will reach 18 ultra-large LNG carriers with world-class construction efficiency, to promote the R&D and onboard application of cryogenic liquid cargo containment, transportation, and monitoring control systems. The independent supply capability for small and medium-sized LNG carriers will reach over 90%, and that for large LNG carriers will reach over 80%, while the design and construction of ultra-large LNG carriers will be completed. Full-spectrum building capabilities for ship types such as ethane carriers, liquid ammonia carriers, and liquefied petroleum gas (LPG) carriers will be developed. (2) Large Cruise Ships. A digital, green, and intelligent large cruise ship assembly and construction base is to be built to accelerate the design of large cruise ships, foster a cluster of core system supporting enterprises for comprehensive electrical power, engine machinery, and other systems in the cruise ship supporting industrial park, building the capability to construct international mainstream large cruise ships. (3) Offshore Engineering Equipment. The design and construction capabilities for offshore oil and gas development equipment, such as floating production storage and offloading units (FPSO) and floating storage and regasification units (FSRU), will be enhanced, deploying the R&D of complete deep-sea mining equipment systems, with the focus on the key equipment such as mining vessels and deep-sea mining vehicles, as well as the core systems including mineral transport, deployment, and recovery systems, and promoting sea trial validation for deep-sea and open-sea equipment. (4) Special-Purpose Vessels. The comprehensive R&D capabilities for multiple types of specialized vessels, such as icebreakers, pure car/truck carriers (PCTCs), and maintenance vessels, must be strengthened in order to make breakthroughs in key technologies such as sea ice modeling and ice-load forecasting, integrated commissioning of roll-on/roll-off systems, and remote support. Support will be provided for the core systems such as high-power propulsion and high-precision polar navigation and communication. Icebreakers will be upgraded from medium to high ice classes and from medium-sized to heavy-duty designs, the adaptation of PCTCs for new energy vehicles will be improved, and the multi-functional integrated application capabilities of maintenance vessels will be enhanced. (5) Future Vessels. The R&D of marine nuclear power systems will be promoted to accelerate the development of marine nuclear power equipment manufacturing capabilities. In order to advance research on frontier technologies such as intelligent navigation and autonomous decision-making for ocean-going vessels, intelligent ship simulation training facilities are to be constructed and "ship-shore-cloud" collaborative autonomous navigation tests are to be conducted. (6) Port Equipment. R&Ds on high-efficiency quay cranes, green tire-type electric cranes, and port-specific autonomous transport vehicles will be conducted to achieve local supply of core components and automation subsystems. Breakthroughs will be made in key technologies of intelligent port operation control to develop intelligent production scheduling and resource management systems, and port equipment systems with an automation rate of over 95%, aiming for maintaining the largest share of the international port equipment market. 2. Breakthroughs in World-Class Core Technologies
(7) Strengthening Technological R&D. Research on underlying technologies such as fluid simulation and mechanical analysis will be conducted and breakthroughs will be made in key technologies including cryogenic liquid cargo containment, electric propulsion, and electromagnetic control. Advanced technologies such as intelligent navigation, polar scientific research, and deep-sea operations will be deployed and the development of core supporting systems such as low-carbon fuel power systems and cryogenic liquid cargo systems will be promoted, with the application of emerging technologies including artificial intelligence and industrial internet in empowering the design and construction of ships and offshore engineering equipment accelerated. Integrated and systematic R&D for achieving technological breakthroughs will be conducted focusing on smart manufacturing and intelligent ships, deep-sea equipment, and resource development. R&D in key technologies and systems including intelligent operating systems for port equipment and domestically produced domain controllers for heavy-duty automated guided vehicles will be developed. (8) Deepening Collaborative Innovation. Leading enterprises are encouraged to take the lead to form innovation consortia to conduct collaborative R&D, develop specialized software for computer-aided design of ships and structural analysis of ships, develop key materials such as special metals and thermal insulation materials for ships, promote the real-ship application of key systems such as integrated power systems and energy-saving and emission-reduction devices on ships, and support the construction of all-weather floating research facilities for pro-longed deep-sea operations. Integrated transformation capabilities will be enhanced through driving the R&D of specialized vessels and underwater equipment such as maintenance vessels, observation ships, and icebreakers, tailored to specific operational scenarios, to ensure functional fulfillment and stable production capacity for specialized applications. (9) Advancing Pilot-Scale Testing and Verification. An onshore LNG cryogenic engineering test center will be built to accelerate the pilot-scale testing and verification of LNG cryogenic liquid cargo system equipment. Laboratories and pilot-scale testing bases for such matters as magnetic control and fluid analysis will be built to conduct pilot-scale testing and verification of key equipment such as pod thrusters, stabilizer fins, and electromagnetic devices. The construction of innovation platforms will be promoted, the simulation and experimental verification of marine operation equipment and the pilot-scale testing and verification of ship and ocean intelligent manufacturing and unmanned assembly lines will be strengthened to deepen the research on green power and far-sea support. A pilot-scale testing platform will be established for intelligent manufacturing of digitalized vessel simulation to build capacity for providing specialized pilot-scale testing services such as process technology R&D, application verification, and adaptation verification of equipment testing and evaluation. 3. Building a World-Class Resilient Industry Chain
(10) Enhancing Industry Chain Support. The driving force of final assembly of high-tech ships and offshore engineering equipment will be strengthened, focusing on the general systems such as power propulsion, deck machinery, and outfitting equipment, to consolidate and enhance the supply capacity of general equipment including large structural components, marine electrical equipment, and special pumps and valves. Concentration will be on high-tech ship-specific supporting systems such as the cryogenic liquid cargo system of large LNG carriers, polar ships' ice-breaking system, and intelligent ships' autonomous decision-making system, accelerating the collaborative R&D and industrialization implementation of the core supporting components such as cryogenic insulation modules and liquid cargo monitoring control equipment to achieve the agglomeration of the core supporting industries for high-tech ships. (11) Promoting the Agglomeration Development of the Industry Chain. The development capacity of the offshore equipment industrial park on Changxing Island will be upgraded, and the supporting industrial parks for large LNG carriers and large cruise ships will be built to improve the digital and intelligent capacities of the park and promote the development and utilization of clean energy as well as energy-saving technological transformation in the park. The business environment will be optimized and coordinated investment promotion involving enterprises, the park, and investment institutions will be conducted, to foster innovative cooperation between domestic and foreign investors, and attract and aggregate upstream and downstream enterprises across the shipbuilding and offshore engineering industry chain. (12) Promoting the Enabling Role of Industrial Services. The construction of a collaborative innovation platform for final assembly manufacturing and supply chain services will be supported. Lean management of the supply chain will be achieved through such methods as total cost accounting and value stream analysis, and the development of systems of such matters as product data, inspection, and testing, and warehousing and logistics will be enhanced to improve resource utilization efficiency. High-quality enterprises are encouraged to conduct green supply chain pilot demonstrations to improve carbon emission management and carbon footprint accounting standards and measurement systems. The application of artificial intelligence in the R&D, manufacturing, and operation and maintenance services of ships and offshore engineering equipment will be promoted to advance the development of vertical models in the ship and offshore engineering field, and the R&D and application of industrial software, and to promote full-process intelligence. (13) Strengthening the Coordination of Regional Industry Chain. Collaborating with Pudong New Area and Baoshan District in deploying the R&D, final assembly, and system support, research on dual-fuel marine engines powered by methanol and ammonia will be conducted and their application in ship installations will be advanced in the Lin-gang Special Area. Through leading the development of the shipbuilding and offshore engineering industry chain across the Yangtze River Delta region, the regional support capabilities centering on such key systems as the cryogenic liquid cargo system for large LNG carriers, the safety assurance system for large cruise ships, the HVAC (Heating, Ventilation and Air Conditioning) systems, and key components of marine engines will be enhanced. 4. Building World-Class Flagship Factories
(14) Building Digital Intelligent Factories. Large models for ship design will be developed and the R&D and application of the full three-dimensional digital intelligent design platform for ships and the digital twin architecture for complex systems will be enhanced. Breakthroughs will be made in key technologies such as intelligent hulls and engine rooms, the key processes such as intelligent cutting and intelligent welding will be improved, high-efficiency intelligent construction equipment will be developed and applied, and high-efficiency intelligent workshops and intelligent stacking and warehousing logistics systems will be built, so as to promote the data integration of digital systems for product lifecycle management and production execution, establish a production and operation management system, and create smart factory benchmarks for ships and offshore and port equipment. (15) Enhancing Application of Green Process Technologies. Green retrofits of docks and renewal of green equipment are encouraged. Collaborative control of ship design and manufacturing will be promoted, and the application of the lightweight design, large-scale modular design, and zero-allowance production process, and the application of new materials will be improved. Collaborative control of the shipyard supply chain and carbon footprint control will be established. The application of green hydrogen consumption technologies, as well as the innovations in ship repair technologies and processes, including novel environmentally friendly hydroblasting descaling and ultra-high pressure water jet descaling, will be promoted. The enterprises are encouraged to intensify efforts to upgrade volatile organic compounds (VOCs) treatment facilities. (16) Enhancing Repair and Conversion Capabilities. The services for the repair, conversion and inspection of high-tech vessels, such as large LNG carriers, large cruise ships, and pure car/truck carriers (PCTCs), as well as for the high-end offshore engineering equipment, such as floating production storage and offloading units and floating storage and regasification units, will be expanded. A platform for conversion and equipment-testing of new energy vessels will be built, strengthening retrofitting capabilities for the core systems including dual-fuel propulsion and desulfurization/denitrification (scrubber) systems. A flagship factory for the repair and conversion of green intelligent ships and offshore engineering equipment with value-added services such as inspection and maintenance, as well as system upgrades, will be established. 5. Cultivating a World-Class Innovation Ecosystem
(17) Strengthening the Supply of Industrial Elements. An intensive and efficient utilization of shoreline resources will be promoted, increasing the input-output intensity of the developed shorelines, and encouraging the undeveloped shorelines to focus on the high-tech ships and offshore equipment such as cruise ships and offshore oil and gas exploration equipment. The land use quotas for major projects will be ensured to increase investment intensity and output efficiency. The role of government guiding funds will be leveraged to attract private capital participation, introducing high-quality projects through methods such as "attraction-investment linkage." The supply of resources such as energy and specialty gases will be strengthened and the construction of pollutant treatment facilities will be accelerated. (18) Strengthening Support for Industry Talents. Talent recruitment and cultivation will be enhanced and a tiered system for nurturing high-tech R&D professionals, highly skilled frontline personnel, and interdisciplinary talents in the shipbuilding and offshore engineering industry will be developed. Comprehensive support in areas such as talent settlement and education of the accompanying children will be provided. Multi-channel housing supply will be promoted through commercial housing and rental housing. (19) Promoting In-depth Industry-City Integration. The development of the Metro towns centered around the Metro Line 22 project will be accelerated, introducing functional projects such as community health centers and commercial complexes to create new industrial spaces and residential communities that integrate "industries, towns, people, and culture." Educational institutions including Changxing Experimental Middle School Affiliated to Shanghai Jiao Tong University, and Higher Vocational and Technical College of Shipbuilding will be established. Industrial tourism will be developed to promote the development of cultural tourism projects and create high-quality marine culture. (20) Promoting International Exchanges and Cooperation. World-class enterprises and comprehensive service providers in the global shipbuilding and offshore engineering industry will be actively introduced, and facilitation will be provided for the settlement of key international institutions such as International Association of Classification Societies on Changxing Island. High-end international marine forums and specialized exhibitions on the shipbuilding industry, including the "China (Changxing Island) LNG Carrier Industry Chain Development Conference," will be hosted to facilitate supply-demand matching between enterprises and international shipowners. The relevant entities are encouraged to deeply participate in the "Maritime Silk Road" initiative and actively engage in the formulation of international rules, norms, and standards. An overall coordination will be strengthened by leveraging the working mechanism of the Municipality for high-quality development of the manufacturing industry to form a working synergy, deepen the central-local cooperation, municipal-district collaboration, and government-enterprise interaction, improve investment attraction for the industry chain, and coordinatively resolve the major matters and related problems. Efforts will be made to clarify primary responsibilities by clearly defining the duties of all relevant units, to secure the supply of key resources such as shoreline access, land use, housing, transportation, and energy supply to promote the agglomerational development of the shipbuilding and offshore engineering equipment industry chain, and build an advanced world-class manufacturing cluster for shipbuilding and offshore engineering equipment.
