Administrative Measures for Shanghai Eastern Hub International Business Cooperation Zone

(Promulgated by Decree No. 22 of Shanghai Municipal People's Government on July 1, 2025 and shall be effective as of August 1, 2025)

Chapter I  General Provisions

Article 1 (Purposes and Basis)

With a view to promoting the development of Shanghai Eastern Hub International Business Cooperation Zone, and achieving high-quality development in keeping with the national strategy of pursuing high-standard opening up to the outside world, these Measures are formulated in accordance with the Overall Plan for the Development of Shanghai Eastern Hub International Business Cooperation Zone approved by the State Council, and relevant laws, rules and regulations.

Article 2 (Scope of Application)

These Measures apply to the Shanghai Eastern Hub International Business Cooperation Zone (hereinafter referred to as the "Business Cooperation Zone") established with the approval of the State Council.

In accordance with the relevant central government provisions, the Business Cooperation Zone, on the basis of implementing the management systems of integrated bonded zone, customs supervision zone and port restricted area, practices policies and measures for facilitating cross-border personnel flow and performs business service functions in designated closed areas.

Article 3 (Development Role and Objectives)

The Business Cooperation Zone shall be developed as a new platform for facilitating international business exchanges, a new site for pooling resources and production factors, and a new node for promoting integrated development of the Yangtze River Delta. It aims to achieve such goals as facilitating cross-border exchanges and international business activities, pooling innovation factors and resources and with strong professional service capacity and complete supporting facilities in the Zone.

Article 4 (Institutional Support)

The Business Cooperation Zone shall make good use of the institutional innovation practices of China (Shanghai) Pilot Free Trade Zone.

Where the relevant provisions of the local rules and government regulations of this Municipality are not conducive to the development of the Business Cooperation Zone, the general administration of the Business Cooperation Zone and the relevant municipal government departments may, in accordance with due procedures, make suggestions to adjust or suspend the application of such provisions in the Business Cooperation Zone.

Chapter II  Administration System

Article 5 (Administration Responsibilities)

The general administration of the Business Cooperation Zone shall be responsible for conducting overall administration and coordination of relevant administrative affairs of the Business Cooperation Zone; it shall perform the following responsibilities in accordance with these Measures:

1. taking the lead in implementing the development plans and policy measures for the Zone and instituting the relevant administrative system;

2. conducting administration concerning such matters as investment and trade in the Zone;

3. handling matters concerning keeping for the record invitation for overseas personnel and  application for personnel from the Chinese mainland to enter the Zone, conducting supervision of personnel, goods, luggage and articles and vehicles in the Zone, and providing confirmation for entry into and exit from the Zone as well as security maintenance guards;

4. taking the lead in coordinating the administrative work of relevant municipal government departments and that of customs, immigration, civil aviation and other relevant departments in the Zone;

5. ensuring information sharing and conducting credit management and other relevant work in the Zone;

6. taking charge of and guiding the industrial layout, investment promotion, functional innovation and development and construction activities in the Zone, and promoting the launch of major investment projects in a coordinated way;

7. releasing public information, and providing guidance, consultation and services to enterprises and relevant institutions; and

8. other responsibilities entrusted by Shanghai Municipal People's Government.

The Municipal People's Government shall establish a general application review and fairly centralized administrative penalty system and mechanism in the Business Cooperation Zone. The general administration of the Business Cooperation Zone shall exercise the relevant administrative application review and administrative penalty powers of Shanghai in the Zone. Specific matters concerning administrative application review, administrative penalty and other matters of administration to be handled by the general administration of the Business Cooperation Zone shall be decided and made public by the Municipal People's Government.

Article 6 (Other Administrative Responsibilities)

The relevant municipal government departments and Pudong New Area People's Government shall, in accordance with their respective functions and responsibilities, conduct relevant work of administration of the Business Cooperation Zone, and support the work of the general administration of the Zone.

The customs, immigration, civil aviation and other relevant government departments shall perform their relevant responsibilities in accordance with the relevant central government provisions and jointly ensure the success of the relevant work of the Business Cooperation Zone.

Article 7 (Coordinated Administration)

Shanghai shall establish a coordinated supervision mechanism with the customs, immigration, civil aviation and other relevant government departments to strengthen coordinated supervision and risk management in the Zone. Joint assessment shall be conducted and effective measures shall be taken against possible bio-security risks, illegal entry into and exit from the Chinese mainland, and smuggling risks, and to ensure public security and air defense security.

Article 8 (General Service Platform)

A general information management service platform (hereinafter referred to as the General Service Platform) shall be established in the Business Cooperation Zone to enhance data sharing, develop new business processes and enrich its application scenarios, to provide safe and secure, convenient and intelligent services for personnel, luggage and articles, goods and vehicles entering and leaving the Zone as well as for completing various procedures required for activities conducted in the Zone.

Chapter III  Functions of the Business Cooperation Zone

Article 9 (Business Exchanges)

The Business Cooperation Zone shall provide facilitation to overseas personnel who need to have short-term business activities to conduct business meetings, business negotiations and other business exchanges in the Zone.

Headquarters-based enterprises, multinational companies and international institutions are encouraged to carry out cross-border business activities in the Zone.

Article 10 (International Exhibitions)

Domestic enterprises are encouraged to strengthen cooperation with internationally renowned exhibition enterprises, overseas exhibition agencies and international exhibition industry associations in holding internationally recognized brand exhibitions and economic and trade exhibitions in the Zone.

In accordance with the relevant central government provisions, foreign institutions are allowed to independently hold in the Zone foreign-related economic and technological exhibitions except those bearing the words "China", "Chinese", "National" or "State".

In accordance with the relevant central government provisions, the municipal government commerce department shall, entrusted by the relevant central government departments, grant administrative licensing to and carry out effective supervision over foreign-related economic and technological exhibitions independently organized or jointly hosted by foreign institutions.

Article 11 (International Training)

Institutions including institutions of higher education, research institutions, multinational corporations and industry associations are encouraged to carry out international training activities in the Zone, and support shall be given to domestic and foreign students to participate in training activities in the Zone. Providing professional training services such as operation of large medical equipment, flight aviation simulation and specialized equipment maintenance in the Zone are encouraged.

Article 12 (Exchanges Cooperation)

Holding of high-standard international exchange conferences in the Zone are encouraged to conduct professional discussions and deepen international cooperation.

Article 13 (Key Areas)

Shanghai supports the Business Cooperation Zone in developing innovative offshore trade, service trade and digital trade. It encourages accounting, finance, legal, consulting, testing and other professional service institutions to operate in the Zone. It also encourages the Zone to attract high-standard international medical resources to provide international medical services.

Business activities such as bonded R&D, bonded display and transaction, cross-border e-commerce, financial leasing, software testing, and data processing may be conducted in the Business Cooperation Zone as permitted by law.

Chapter IV  Personnel Management

Article 14 (Entry of Overseas Personnel into the Business Cooperation Zone)

Overseas personnel entering the Business Cooperation Zone from Pudong International Airport via international or regional flights shall primarily conduct such activities as business exchanges, international exhibitions, training programs. Domestic institutions inviting overseas personnel to conduct business activities in the Zone should generally complete the invitation related procedures for the record with the general administration of the Zone via the General Service Platform 48 hours in advance.

Overseas personnel should present international travel documents and valid invitations extended by the general administration of the Business Cooperation Zone and enter the Zone after going through immigration check. The Customs shall only conduct health quarantine on overseas personnel.

In accordance with the relevant central government provisions, overseas personnel may, outside the Chinese mainland, check in for international or regional flights to Pudong International Airport with valid invitation extended by the general administration of the Business Cooperation Zone.

Article 15 (Exit of Overseas Personnel from the Business Cooperation Zone)

Overseas personnel who leave the Business Cooperation Zone and depart for overseas destinations by international or regional flights from Pudong International Airport may go through international flight check-in, baggage check, security inspection and obtain departure tax refund in the joint inspection area in the Zone, and leave the Chinese mainland from Pudong International Airport after completing immigration, customs and the health quarantine checks.

Overseas personnel who leave the Business Cooperation Zone and enter other regions of the Chinese mainland should present international travel documents and entry permits and complete  required procedures; the immigration department shall provide facilitation to them in accordance with law. Overseas personnel may apply for port visa or complete temporary entry procedures in the Zone in accordance with the relevant central government provisions. Visa exemption shall be granted to eligible applicants specified in relevant government policies.

Article 16 (Entry into and Exit from the Business Cooperation Zone by Personnel from the Chinese Mainland)

Travel permit administration shall be applied to the entry of people from the Chinese mainland into the Business Cooperation Zone in accordance with the relevant central government provisions.

For personnel from the Chinese mainland to enter the Business Cooperation Zone for business activities, their employers on the Chinese mainland should submit required papers to the general administration of the Business Cooperation Zone via the General Service Platform 24 hours in advance, and the immigration department shall issue travel permit. In accordance with the relevant central government provisions, the immigration department will not issue travel permit to people who may endanger national security or interests, disrupt public order, or engage in other illegal or criminal activities in the Business Cooperation Zone, or who are explicitly listed as ineligible for receiving permit by the immigration department. Personnel from the Chinese mainland who have obtained travel permit should present it or valid ID document to enter or leave the Zone through domestic side entry and exit passage. They may enter or leave the Zone after passing security check and obtaining permission from the immigration department upon its verification.

Facilitation management shall be conducted in accordance with the relevant government provision for other personnel from the Chinese mainland who enter or leave the Zone to engage in activities such as providing service, engaging in production and operation, and conducting general management and law enforcement. Those who enter or leave the airport control area through the international side joint inspection area should present valid ID document for airport travel and are subject to security inspection.

Article 17 (Management of Stay in the Business Cooperation Zone)

Overseas personnel may stay for up to 30 days when conducting business activities in the Business Cooperation Zone. Such personnel who need to extend stay due to reasonable reason should apply to the immigration department for completing due procedures in accordance with the central government provisions. Duration of stay in the Zone for personnel from the Chinese mainland shall be decided in accordance with the relevant central government provisions.

In accordance with the relevant central government provisions, the relevant government provisions on the stay and residence administration for foreign nationals on the Chinese mainland shall apply to foreign nationals entering the Zone.

The immigration and the public security departments shall, in accordance with their respective functions and responsibilities, conduct management of personnel in the Business Cooperation Zone in accordance with law.

Chapter V  Management of Goods and Luggage and Articles

Article 18 (Management of Luggage and Articles of Overseas Personnel)

In accordance with the central government provisions, overseas visitors shall have their luggage and articles inspected by the Customs in the international side joint inspection area. They shall be accorded full facilitation for entering the Business Cooperation Zone with luggage and articles of reasonable quantity for personal use, in which case the Customs only conducts safety inspection and animal/plant quarantine check over the luggage and articles. Supervision over luggage and articles carried by overseas personnel leaving or entering the Chinese mainland from the Zone shall be conducted in accordance with the relevant central government provisions.

The immigration department will not inspect the overseas personnel entering the Business Cooperation Zone with luggage and articles, except for handling cases in law enforcement.

Article 19 (Management of Luggage and Articles of Personnel from the Chinese Mainland)

When personnel from the Chinese mainland enter the Business Cooperation Zone, their luggage and articles should meet the need for having activities in the Zone. Their articles intended for re-exiting the Zone shall be registered through the Integrated Service Platform as prompted. When leaving the Zone, personnel from the Chinese mainland shall undergo customs inspection at the passages in the domestic side entry/exit areas in accordance with the central government provisions. They are prohibited from carrying duty-free articles brought into the Zone by overseas personnel; violations of such provisions shall be dealt with by the customs department in accordance with law.

Article 20 (Management of Goods)

Goods transporting between the Business Cooperation Zone and overseas or between the Zone and other places of the Chinese mainland shall be managed with reference to policies on integrated bonded zones in accordance with the central government provisions. For goods imported by supporting commercial service enterprises in the Zone (including bonded goods purchased in the Zone), the import tariff and import-related tax shall be paid in accordance with the central government provisions before their sales in the Zone; domestic value-added tax and consumption tax shall also be paid in this case. For goods purchased from outside the Zone but within the Chinese mainland, domestic value-added tax and consumption tax shall be collected as prescribed by the relevant central government provisions; such goods shall enter the Zone through the checkpoint registration model via the Integrated Service Platform.

Article 21 (Management of Infrastructure Supplies, Equipment and Instruments)

The import of infrastructure supplies needed for construction of the Business Cooperation Zone and the equipment and instruments needed for its operation shall be subject to list management in accordance with the relevant central government provisions. For such supplies, equipment and instruments that meet the conditions for tariff exemption, application may be made for completing due procedures to the customs department.

For infrastructure supplies needed for construction and equipment and instruments needed for operation that are brought into the Zone from within the Chinese mainland which meet the conditions for tax refund for entry into the integrated bonded zone, application for tax refund may be made to the tax department after completing the relevant customs procedures in accordance with the policies for integrated bonded zone.

Chapter VI  Supporting Services

Article 22 (Services)

The Business Cooperation Zone shall build infrastructural facilities including networks, transportation, energy, high-standard commercial facilities including catering, accommodation, retail, and supporting facilities such as leisure, culture, sports and medical care facilities.

The Business Cooperation Zone shall provide shuttle service to and from Pudong International Airport for people entering and leaving the Zone and their luggage and articles on its international side.

Article 23 (Financial Services and Data Flow)

The Business Cooperation Zone shall, in accordance with the relevant central government provisions, improve foreign currency exchange facilities and foreign exchange payment environment, expand bank card acceptance, and encourage businesses to use multiple payment methods, so as to provide convenient payment services and high-quality consumption experiences for people in the Zone.

Shanghai supports the lawful, orderly and free flow of data in the Business Cooperation Zone.

Article 24 (Talent Services)

Shanghai shall provide facilitation to service personnel involved in international business to provide professional services in the Business Cooperation Zone; it shall allow overseas professional personnel with government recognized overseas professional qualifications to provide professional services in accordance with relevant government provisions.

Chapter VII  General Supporting Services

Article 25 (Closed Loop Management)

The Business Cooperation Zone and the connection passages on the east and west sides of the Zone as well as the passages connecting the Zone with Pudong International Airport shall be  under closed loop management. The general administration of the Business Cooperation Zone, in coordination with the customs, immigration, civil aviation and other relevant government departments, shall conduct facilitating management through intelligent means and facilities. No personnel or transportation vehicles should cross the closed boundaries without authorization or damage the boundary isolation facilities.

Traffic within and outside the Business Cooperation Zone shall be placed under strict separate management. Except for specific-purpose vehicles, vehicles from outside the Zone are not allowed to enter the Zone. Domestic institutions should apply in advance through the Integrated Service Platform for their specific-purpose vehicles that meet the conditions for entry into and exit from the Zone. The Business Cooperation Zone shall set up emergency passages to  facilitate the entry into and exit from the Zone of emergency vehicles.

Article 26 (Coordination and Joint Actions)

The general administration of the Business Cooperation Zone shall, in coordination with the customs, immigration, public security and other government departments as well as the airport management, set up an operation command platform for the Business Cooperation Zone to enhance regular administration and operation of the Business Cooperation Zone, command and coordination of emergency response, and provide service support for major conferences and important activities.

Article 27 (Credit Management)

The Business Cooperation Zone shall establish a well-functioning credit management mechanism, deepen cooperation with relevant government departments, promote the sharing of credit data and the mutual recognition of credit evaluation, practice classified and graded administration, and take steps in accordance with law to encourage business integrity and punish its breach.

Chapter VIII  Supplementary Provisions

Article 28 (Detailed Implementation Rules)

The relevant municipal government departments and Pudong New Area People's Government may, in accordance with these Measures and in light of the actual conditions and needs of operation of the Business Cooperation Zone, formulate detailed implementing rules for these Measures.

Article 29 (Application of Other Related Policies)

Where the central government makes adjustment to the pilot reform measures applicable to the Business Cooperation Zone, or where it provides that the pilot reform measures in other regions are applicable to the Business Cooperation Zone, such adjustment and measures shall be observed.

Article 30 (Effective Date)

These Measures shall be effective as of August 1, 2025.
