Decision of the Standing Committee of Shanghai Municipal People's Congress on Promoting the Collaborative Development of Science and Technology Innovation in the Yangtze River Delta

In order to thoroughly implement the national strategy of integrated development in the Yangtze River Delta region (hereinafter referred to as the Yangtze River Delta), lead the high-quality integrated development of the Yangtze River Delta with science and technology innovation, and better play the role of pioneering exploration, exemplary demonstration and radiation effect, the Standing Committee of Shanghai Municipal People's Congress, through joint research with the Standing Committees of the People's Congresses of Jiangsu Province, Zhejiang Province and Anhui Province, has made the following decision:

1. To promote the collaborative development of science and technology innovation in the Yangtze River Delta, we will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of General Secretary Xi Jinping's important speech on deepening the integrated development of the Yangtze River Delta, give full play to the leading role of Shanghai as the international science and technology innovation center, strengthen the innovation advantages of Jiangsu Province, Zhejiang Province and Anhui Province, guide the joint participation of various innovation entities, enhance the regional collaborative innovation capabilities, link with the Yangtze River Economic Belt in a better way and make it radiate across the country, be the pioneer of China's scientific and technological and industrial innovation, create a more globally competitive innovation ecosystem and a leading hub for science and technology innovation, promote the Yangtze River Delta to play a strategic pillar role in building China into a leading S&T power, become an important hub of the international innovation network and a global highland of science and technology innovation.

2. For promoting the collaborative development of science and technology innovation in the Yangtze River Delta, we shall adhere to strategic coordination, serve the national strategic needs, strengthen the connection and linkage between the strategic planning and innovation policies, integrate the science and technology innovation forces and advantageous resources across the regions and departments, and achieve powerful combination and complementary advantages. We shall adhere to highland co-construction, promote the construction of science and technology platforms, share the innovative resources, and enhance the science and technology innovation capabilities. We shall adhere to openness and win-win, gather and allocate the international innovation resources, form new advantages in international competition and cooperation, and create a more globally competitive innovation ecosystem. We shall adhere to the achievement sharing, promote the deep integration of science and technology innovation and industrial innovation, collaborate to promote the transformation and industrialization of scientific and technological achievements, and let science and technology innovation lead the development of new quality productivity.

3. Shanghai Municipal People's Government shall strengthen the communication and coordination with the Ministry of Science and Technology and the People's Governments of Jiangsu, Zhejiang and Anhui provinces, study and solve the key and difficult problems in the development of science and technology innovation in the Yangtze River Delta, coordinate to promote the major cross-region and cross-field issues, and accelerate the improvement of the integrated development mechanism.

The municipal science and technology department shall strengthen the linkage with the science and technology departments of Jiangsu Province, Zhejiang Province and Anhui Province, implement the relevant work arrangements of the State and this Municipality, and orderly promote the collaborative development of science and technology innovation in the Yangtze River Delta.

The municipal departments of development and reform, economy and informatization, education, finance, human resources and social security, health, market regulation, intellectual property, data, local finance, judicial administration, etc. shall jointly carry out the relevant work of the collaborative development of science and technology innovation in the Yangtze River Delta according to their respective responsibilities.

4. This Municipality shall strengthen the collaborative cultivation and support for the national strategic scientific and technological forces with Jiangsu Province, Zhejiang Province and Anhui Province, jointly promote the construction of the national laboratory system, enhance the science and technology innovation and achievement transformation capabilities of the national research institutions and high-level research universities, nurture and strengthen the leading scientific and technological enterprises, and support and guide self-reliance and self-improvement in high-level science and technology.

5. This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, promote the layout and construction of the major scientific and technological innovation platforms such as the State key laboratories, State technology innovation centers, State emerging industry innovation centers, State manufacturing innovation centers, State industrial technology engineering centers, and State clinical medical research centers, pool the advantageous resources and enhance the capacity to originate science and technology innovation. We shall support the construction of the State technology innovation centers and provincial centers in the Yangtze River Delta, establish a public service platform for the collaborative development of science and technology innovation in the key areas and industries in the Yangtze River Delta, and build a collaborative innovation network between industry, academia and research.

This Municipality shall play a comprehensive role as a State science center, jointly build a major science and technology infrastructure cluster with Jiangsu Province, Zhejiang Province and Anhui Province, cooperate to promote the planning, construction, and operation of the major science and technology infrastructure, and promote the implementation of the major State science and technology infrastructure projects in the Yangtze River Delta.

6. For promoting the collaborative development of science and technology innovation in the Yangtze River Delta, we shall focus on the international technological frontiers, national strategic needs, regional high-quality development, and the major needs for improving people's livelihoods to delineate jointly the major scientific issues, promote the basic research cooperation, encourage the high-risk and high-value basic research, and enhance the original innovation capabilities.

This Municipality shall establish a joint fund for basic research in the Yangtze River Delta with Jiangsu Province, Zhejiang Province and Anhui Province, focusing on supporting the innovation entities in the Yangtze River Delta to carry out the applied basic research with clear industrial goals in the way of cross regional and interdisciplinary collaboration.

7. For promoting the collaborative development of science and technology innovation in the Yangtze River Delta, we shall strengthen the cooperation among the universities, research institutions and enterprises in the Yangtze River Delta. We shall, on the basis of the development needs of the key industries such as integrated circuits, bio-medicine, and artificial intelligence, focus on the cutting-edge and future industrial fields to carry out joint research on the key problems and drive the integrated allocation of the projects, talents, bases and funds, and promote the independent and controllable key core technologies of the key industrial chains.

The municipal science and technology department shall, together with the science and technology departments of Jiangsu Province, Zhejiang Province and Anhui Province, take the lead in promoting the joint research and development of science and technology innovation in the Yangtze River Delta, optimize the mechanism for the enterprises to set the research issues, improve the organization of the scientific research tasks such as the "Task-publicizing and HR-leading" system and "Horse Racing" system, strengthen the cross regional and cross disciplinary allocation of the innovation resources, and organize joint research to tackle the key problems of the key core technologies.

8. The municipal science and technology department shall, together with the science and technology departments of Jiangsu Province, Zhejiang Province and Anhui Province, take the lead in improving the mechanism for the transformation of scientific and technological achievements, build an integrated system for the transfer and transformation of the scientific and technological achievements, solve the key and difficult problems that restrict the transfer and transformation of the scientific and technological achievements within the region, promote the online and offline interconnection of the technology transfer service platforms and technology trading markets within the region, deepen the construction of the State demonstration zones for the transfer and transformation of the scientific and technological achievements, promote the aggregation and sharing of the information on achievement supply, technology demand, service institutions, etc., so as to improve the efficiency of the transfer and transformation of scientific and technological achievements in the region.

We shall encourage and guide the universities and research institutes to deepen the reform of empowering the job-related scientific and technological achievements, establish a separate management system for the job-related scientific and technological achievement assets, license the scientific and technological achievements to the small and medium-sized enterprises through the methods such as post-utilization payment and patent open licensing, and explore the establishment of a risk compensation mechanism for post-utilization payment.

We shall encourage the cross-regional construction of technology incubators, innovation enclaves, concept validation centers, pilot platforms, etc. through market-oriented mechanisms to promote the transformation and industrialization of the scientific and technological achievements.

9. For promoting the collaborative development of science and technology innovation in the Yangtze River Delta, we shall give full play to the leading role of the State independent innovation demonstration zones and State high-tech industrial development zones, promote the cross-provincial and cross-park exchanges, cooperation, and collaborative development of the various development zones (parks), jointly build the cross provincial high-tech industrial development zones, and open up the strategic emerging industries and new tracks for the future industries.

This Municipality shall support the high-quality development such as the G60 Science and Technology Innovation Corridor in the Yangtze River Delta, the Ecological Green Integration Development Demonstration Zone in the Yangtze River Delta, and the Shanghai-Nanjing Industrial Innovation Belt, jointly promote the formation of the innovative industrial clusters and promote the convergence and integration of the innovative elements.

10. This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, strengthen the dominant position of the enterprises in science and technology innovation, improve the hierarchical cultivation system of the technology-based small and medium-sized enterprises, high-tech enterprises and technology leading enterprises, promote the aggregation of various innovation factors in the Yangtze River Delta towards the enterprises, guide the enterprises to increase their research and development investment, and promote the enterprises to become the main bodies of technological innovation decision-making, scientific research investment, organizational scientific research and achievement transformation.

We shall promote the cross-regional industry, university, research integration innovation led by the enterprises, support the enterprises to jointly build the Yangtze River Delta Innovation Alliance with the various innovation entities such as universities and research institutions, and promote the deep integration of the innovation chain and industrial chain.

11. This Municipality shall intensify coordination concerning talent support policies with Jiangsu Province, Zhejiang Province and Anhui Province, jointly promote the integrated development of education, science and technology and talent, and accelerate the construction of a global highland for the science and technology innovation and entrepreneurship talents.

This Municipality shall collaborate with Jiangsu Province, Zhejiang Province and Anhui Province to introduce the strategic scientists, top talents, technology leaders, and the first-class innovation teams. We shall support the universities, research institutions and enterprises in the Yangtze River Delta to strengthen cooperation and jointly cultivate the scientific and technological talents. We shall promote the cross-regional mutual recognition of the talent evaluation standards, professional qualifications and titles, promote the orderly flow of the scientific and technological talents, provide the conditions and platforms for innovation and entrepreneurship for the various types of scientific and technological talents, and improve the comprehensive service level for the talents.

We shall encourage young scientific and technological talents to take more important scientific research positions, promote the renewal of the scientific research project leaders and backbones, and continuously strengthen the teams of young scientific and technological talents with international competitiveness.

We shall promote the exchange of the scientific and technological talents in the Yangtze River Delta, and select the scientific and technological talents to carry out cross-regional and cross-field practical training.

12. For promoting the collaborative development of science and technology innovation in the Yangtze River Delta, we shall deeply integrate it into the global innovation network, actively participate in the global scientific and technological governance, build a globally competitive open environment for science and technology innovation, carry out international scientific and technological exchange activities. We shall initiate or participate in the international large-scale scientific plans and projects, and attract the well-known overseas universities, high-level research institutions, multinational corporations, international scientific and technological organizations to settle in the Yangtze River Delta.

This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, promote the bilateral and multilateral international scientific and technological cooperation, and support the construction of the international scientific and technological cooperation platforms such as the "the Belt and Road" joint laboratory, international scientific and technological cooperation base, overseas research and development center and incubation carrier.

13. This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, strengthen the construction of government services, expand the "inter-provincial government services", improve the overall business environment level of the Yangtze River Delta, and create a first-class innovation ecosystem.

This Municipality shall work together with Jiangsu Province, Zhejiang Province and Anhui Province to improve the technology service system, optimize the research and development services, technology transfer, concept verification, enterprise incubation, technology consultation, technology data, technology information, inspection and testing, intellectual property and the other technology services.

We shall, relying on the Yangtze River Delta Science and Technology Innovation Voucher Service Platform, promote the universal exchange of science and technology innovation vouchers, facilitate the mutual recognition and service content exchange among the service institutions in the Yangtze River Delta, and support the technology enterprises to use scientific instruments, equipment, facilities, and service resources in the Yangtze River Delta to carry out their science and technology innovation activities.

14. This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, strengthen financial support for science and technology innovation, build a sustainable technology financial service system with wide channels, multiple levels and full coverage, innovate technology financial service models, and guide the commercial banks, insurance institutions and the other financial institutions to provide the comprehensive financial services such as technology credit, technology insurance, and financial leasing covering the entire life cycle for the technology enterprises.

This Municipality shall scale up the construction of the pilot zone for science and technology innovation and financial reform, improve the organizational system of science and technology financial institutions, promote innovation in science and technology financial products, continuously develop and strengthen the patient capital, leverage the role of multi-level capital markets, and guide the financial capital to invest in early, small, long-term and hard technology.

15. This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, strengthen the open sharing of the scientific and technological resources in the Yangtze River Delta, enhance the ‌capability tiers of the Yangtze River Delta scientific and technological resource sharing service platform, and promote the open sharing of the major scientific and technological infrastructure, large-scale scientific instruments, computing power, scientific data, biological germplasm and the other scientific and technological resources. We shall promote the sharing and utilization of the science and technology expert database in the Yangtze River Delta, so as to provide support for science and technology innovation decision-making consultation and strategic research, etc.

We shall give full play to the role of the Yangtze River Delta integrated science and technology innovation cloud platform, carry out collaborative management and data sharing of the joint research and development projects, and promote the supply and demand docking of the scientific and technological achievements.

16. This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, strengthen the cooperation in intellectual property protection law enforcement, carry out clue transfer, investigation and evidence collection, joint law enforcement, and promote judicial cooperation in the intellectual property protection in the Yangtze River Delta region.

The municipal intellectual property department shall, together with the relevant departments of Jiangsu Province, Zhejiang Province, and Anhui Province, jointly build the Yangtze River Delta Intellectual Property Information Public Service Platform, optimize the service processes, and strengthen information sharing, support the development of intellectual property service institutions.

17. This Municipality shall, when formulating the local rules, government regulations, major policies, and local standards that involve the common needs of the science and technology innovation and industrial development in the Yangtze River Delta, strengthen communication and cooperation with Jiangsu Province, Zhejiang Province and Anhui Province.

This Municipality shall strengthen the coordination of science and technology innovation planning with Jiangsu Province, Zhejiang Province and Anhui Province, and jointly negotiate the regional science and technology innovation goals, key tasks, resource layout, major scientific and technological issues, etc.

This Municipality shall work in coordination with Jiangsu Province, Zhejiang Province, and Anhui Province to strengthen the reform measures of the science and technology system and mechanism, and jointly promote the replication and promotion of the relevant reform measures and achievements in the Yangtze River Delta.

The municipal science and technology department shall collaborate with the science and technology departments of Jiangsu Province, Zhejiang Province and Anhui Province to promote the exchange and mutual recognition of the scientific research integrity information in the Yangtze River Delta, and jointly strengthen the governance of science and technology ethics.

18. This Municipality shall, together with Jiangsu Province, Zhejiang Province and Anhui Province, strengthen communication with the relevant State departments, strive for their support, and jointly promote the collaborative development of the science and technology innovation in the Yangtze River Delta.

19. The relevant departments of the municipal and district people's governments shall evaluate the implementation of the policies and measures for the collaborative development of science and technology innovation in the Yangtze River Delta, and propose optimization and improvement suggestions based on the evaluation results in a timely manner.

This Decision shall be effective as of September 1, 2025.
