Notice on Strengthening Safety Management of Dangerous Goods during the 8th CIIE

To maintain public safety during the 8th CIIE, the following measures have been implemented for the safety management of firearms, ammunition, explosives, toxic chemicals, radioactive materials, and precursor chemicals within the city during the event:

1. From Oct 27 to Nov 10, 2025, civilian firearms and ammunition sales and purchases (including administrative approvals) are prohibited. From Nov 1 to 10, live shooting training activities using civilian firearms at shooting sports units, commercial shooting ranges, and firearm props filming activities are suspended. All civilian firearms and ammunition must be sealed in storage and blasting operations halted.

2. From Nov 1 to Nov 10, vehicles transporting hazardous materials must be escorted by security companies with armed escort qualifications in the following cases:

- transporting firearms, ammunition, civilian explosives, toxic chemicals, or Class I radioactive materials within the city;

- transporting Class II and Class III radioactive materials (excluding short-lived radioactive medical products) and one or more of the following four precursor chemicals  – hydrochloric acid, sulfuric acid, acetone, potassium permanganate – in the areas enclosed by South Jiasong Road - Middle Jiasong Road - G2 Jinghu Expressway - S20 Outer Ring Road - Caobao Road - Husong Road - Sichen Road - South Jiasong Road.

3. Vehicles transporting hazardous materials in and out of the city from Nov 1-12, 2024, must pass through 14 designated checkpoints for inspection. They are: Yangqiao Public Security Inspection Station, G15 Zhuqiao Public Security Inspection Station, Gelong Public Security Inspection Station, Anting Public Security Inspection Station, G2 Jinghu Public Security Inspection Station, Daying Public Security Inspection Station, Xicen Public Security Inspection Station, G50 Shanghai-Chongqing Public Security Inspection Station, G60 Shanghai-Kunming Public Security Inspection Station, Fengjing Public Security Inspection Station, Tingfeng Public Security Inspection Station, G15 Shanghai-Zhejiang Public Security Inspection Station, Xinlian Public Security Inspection Station, Donghai Bridge Public Security Inspection Station.

4. Those who violate the stipulations of this notice will be penalized according to the Law of the People's Republic of China on Control of Guns and the Law of the People's Republic of China on Road Traffic Safety.
