Main responsibilities:

1. Implementing the strategies, guidelines, and policies for national economic and social development, and studying and proposing corresponding policy measures. Coordinating and advancing work related to the construction of international economic, financial, trade, shipping, and innovation centres. Studying and proposing economic, social, and urban development strategies for the city, formulating and organising the implementation of medium- and long-term plans for the city's economic and social development, as well as plans for the main functional areas. Responsible for the initiation and management of special plans for the city's economic and social development. Facilitating coordination and harmony among overarching urban planning, comprehensive land use planning, specialized plans, and regional planning. Formulating expected goals and regulation policies to realize goals for structural adjustment, development speed, and overall balance. Drafting local regulations in the field of development and reform work. Coordinating the construction of the social credit system in the city. Coordinating the construction of the city's public resource trading platform.

2. Formulating the annual major expected goals for the city's economic and social development, and organising the preparation of the annual economic and social development plan. Entrusted by the municipal government, submitting reports on the economic and social development plan to the Municipal People's Congress. Strengthening the prediction, early warning, and monitoring of the operation of the economy, and timely proposing policy recommendations for major issues in economic operation.

3. Coordinating and advancing the reform of the city's economic system and social development, formulating medium- and long-term reform plans and annual reform work priorities. Researching major issues concerning economic system reform, social development reform, and opening-up, guiding and coordinating the comprehensive reform of the economic system and social development. Researching and proposing policies to promote market-oriented reform and adjustment of the ownership structure. Researching and proposing policies to promote the development of the non-public economy and mixed-ownership economy. Working with relevant departments of the city to research and propose overall ideas, plans, and related policies for public sector and social organisation reform. Participating in the research and coordination of specialized economic system and social development reform plans, coordinating the advancement of specialized reforms, and resolving major issues in the reform process. Guiding the pilot projects and experimental zones for economic system and social development reform, responsible for coordinating the overall work of the free trade pilot zone. Guiding the reform and development of market intermediary institutions. Coordinating the improvement of the business environment.

4. Formulating the overall control targets, policies, and measures for the total scale and structure of the city's fixed asset investment. Facilitating the coordination of special plans that involve municipal government funds or pertain to significant projects. Organising the proposal of annual plans for major projects and preparing investment plans for municipal-level construction funds and government-related construction funds. Examining, approving, and putting on record fixed asset investment projects that require comprehensive balancing. Reviewing and reporting investment projects that require examination or approval by the State Council or the National Development and Reform Commission. Approving government-funded projects related to municipal-level construction funds. Guiding the use of social funds for fixed asset investment. Responsible for the informatization management of fixed asset investment projects in the city. Coordinating the implementation of the "Bidding Law."

5. Based on national industrial policies, organising the research and formulation of the city's industrial development strategy, promoting strategic adjustments in economic structure, and studying major issues related to the reform of the science and technology innovation system. Formulating policies to steer the city's industrial development and drafting comprehensive industrial policies. Responsible for coordinating major issues in the development of the primary, secondary, and tertiary industries, leading the formulation of development plans and major policies for the service industry, strategic emerging industries, and advanced manufacturing industries, and coordinating the implementation of relevant major projects and overall balance of special funds. Balancing and coordinating the significant issues concerning the city's information technology development, optimization and upgrades of industrial structure, and improvement of people's living standards. Coordinating with relevant departments to promote information technology development. Researching and proposing opinions on industrial layout, the establishment and adjustment of various development zones, and the direction of industrial development.

6. Analyzing the overall situation of the city's social funds, studying and proposing financing plans for major government-invested projects. Providing opinions on the balance and coordination of social capital and related budgets, including fiscal budgets, government funds, social security funds, and State-owned assets. Coordinating and guiding the work of municipal-level financing platforms, and managing government debt on municipal-level financing platforms according to their respective responsibilities. Formulating plans for the use of revenue from the transfer of municipal-level State-owned land use rights. Coordinating the city's financial industry development plan with its economic and social development plan. Researching and proposing policy recommendations for promoting economic development through financial means in the city. Participating in relevant work related to direct financing, indirect financing, and financial risk prevention. Responsible for reporting the issuance and monitoring the usage of corporate bonds and leading the coordination of the development of venture capital investment in the city. Participating in the study of the city's fiscal and tax policies.

7. Conducting a comprehensive analysis of international capital trends, foreign capital utilisation and overseas investment. Study and propose goals and policies concerning the strategies, planning, overall balance and structural optimization for utilising foreign investment and making overseas investments. Strengthen coordination and guidance for foreign investment in the city and overseas investment by the city. Promote the reform of the system for foreign-related investment and strengthen both in-process and post-event supervision concerning the management of foreign-related investments. Responsible for the management of foreign-related investment projects. Collaborate with relevant parties to formulate plans to apply for loans from international financial organisations and foreign governments, and propose major projects for selection. Collaborate with relevant parties to formulate a catalogue of industries for foreign investment. Responsible for the overall control, structural optimization, and monitoring of the city's foreign debt, and determining construction projects that use foreign loans. Coordinate the implementation of pre-entry national treatment plus a negative list management for foreign investment, and assist relevant national departments in conducting security reviews of foreign investment in the city.

8. Responsible for major price reforms and policy coordination in the city. Monitor and forecast changes in the overall price level of the city. Study and propose targets for the overall price level, price policy measures, and recommendations for price reforms. Revise the government pricing catalogue, study and formulate price schemes for important goods and services under government management, and organise their implementation. Responsible for the management of administrative and operational service fees in the city according to the division of labour. Supervise and inspect the implementation of price policies. Organise investigations and audits on the costs of major projects for agricultural produce, goods and services. Provide public service regarding prices and regulate market prices.

9. Study and analyze the economic and social development and reform of district-level areas, and propose relevant policies to promote urban-rural integration. Coordinate important matters involving the governments at the city and district levels as well as management at city, district and subdistrict levels, and guide the development and reform work of each district. Collaborate with relevant city departments to study and propose policy recommendations for urbanization, suburban town systems, and urban layout, and promote the construction of suburban towns. Participate in the research of major issues and policies related to the development and reform of rural areas, agriculture, and farmers.

10. Analyze and predict the domestic and international market situation, and study and propose the city's trade development strategy. Organise the formulation of development plans for factor markets and the modern logistics industry in the city. Coordinate major issues in circulation system reform and promote their implementation in collaboration with relevant departments. Coordinate major policies in trade development and market system construction. Coordinate and promote the construction and development of special customs supervision zones in the city. Coordinate and promote the optimization of the business environment.

11. Jointly manage the city's strategic reserves of energy and others with relevant departments. Responsible for formulating plans and policies for coordinated development of economy and defense, and coordinating related work. Undertake economic mobilization tasks assigned by the Shanghai Municipal Office of National Defense Mobilization. 

12. Responsible for the balance between the city's social development and economic growth. Organise research on strategies, overall planning, and annual plans for social development. Enhance comprehensive population control, service provision, and management. Coordinate population policies with those for family planning, science and technology, education, culture, health, sports, tourism, civil affairs, and other social undertakings. Coordinate and promote social construction and the development of cultural industries. Propose policies for coordinated and mutually beneficial economic and social development, and coordinate major issues in social development and reform.

13. Coordinate and balance the development strategies and planning of urban and rural construction in the city. Conduct a comprehensive analysis of infrastructure operations and coordinate major issues. Organise the formulation of infrastructure development plans and annual plans for the city. Organise and coordinate preliminary work for major infrastructure projects. Balance the comprehensive development strategies, planning, and relevant policies for the city’s transportation. Participate in research and coordinate the policy recommendations for the development of the real estate sector and the construction of affordable housing in the city.

14. Study and propose the city's energy development strategy, organise the formulation of energy development plans, and research and propose policies for energy development and structural adjustments. Responsible for coordinating, balancing and regulating the city's energy resources, strengthening control of total energy consumption and enhancing energy forecasting and early warning capabilities. Coordinate major policies and issues in the city's energy development, guide and implement energy construction and technological progress, and coordinate the development of energy markets. Responsible for the supervision and management of the protection of oil and natural gas pipelines in the city.

15. Promote sustainable development strategies and research significant issues related to the coordinated development of population, economy, society, resources, and environment. Study and propose policies for land and resource planning and protection, and coordinate land management initiatives. Responsible for comprehensive balance and allocation management of shoreline resources, as well as coordinating the development and utilisation of tidal flat resources. Ensure the alignment of the city's economic and social development plans with its land use plans, and participate in the formulation of its annual land use plan. Responsible for promoting the development of a circular economy, coordinating planning for circular economy, ecological environment construction, resource conservation and comprehensive utilisation in the city, and proposing relevant policies. Responsible for comprehensive coordination of energy conservation, emission reduction, and climate change response in the city. Coordinate and organise the implementation of carbon emission management in the city. Coordinate work related to the environmental protection industry and clean development mechanisms. Lead the evaluation and review of energy-saving assessments for fixed asset investment projects.

16. Research major issues related to the integrated development of the city and the regional economy. Promote the integrated development of the Yangtze River Delta region. Propose strategies, systems, mechanisms, and major policy recommendations for the city to serve the Yangtze River Delta, the Yangtze River Basin, and the whole country, and to promote regional coordinated development. Participate in the formulation of medium- and long-term plans for cross-regional cooperation. Coordinate the development of major regional economic matters and promote the construction of relevant major projects.

17. Research and propose policies to promote employment, deepen the reform of the income distribution system, and improve the coordination between social security and economic development. Coordinate major issues related to employment, income distribution, and social security in the city. Organise the formulation of population development strategies, plans, and annual plans, and develop comprehensive population control policies. Coordinate major issues related to the coordinated development of the population with the economy and society.

18. Responsible for promoting the establishment of a social credit system that covers individuals and legal entities and encompasses various aspects of economic and social life. Promote the establishment and improvement of the social credit system, organise and coordinate the recording, sharing, disclosure, and use of credit information resources, and cultivate and develop the credit service industry. Coordinate the promotion of a social environment that values integrity and organise the development of relevant professional talent. Coordinate the construction of cross-provincial and cross-city credit systems.

19. Responsible for handling administrative reconsideration and administrative litigation defense work.

20. Fulfill other tasks assigned by the CPC Shanghai Municipal Committee and the municipal government.
