The Shanghai Municipal Bureau of Water Resources is a constituent body of the Shanghai Municipal People’s Government in charge of water affairs and marine work. It serves as the Shanghai Municipal Bureau of Oceans.

Main responsibilities are as follows:

1. Ensuring the rational development and utilisation of water resources.

◎Implementing relevant laws, regulations, rules, policies and guidelines on water affairs and marine management.

◎Draughting local regulations, rules and the like related to water affairs and marine management.

◎Formulating comprehensive plans for water resources, rivers and lakes, flood control and drainage, sewage and sludge treatment, rainwater drainage and other water-related plans.

2. Coordinating and ensuring the overall planning and guarantee of water use for domestic, production, business and ecological purposes.

◎Implementing a strict unified water resources management system.

◎Formulating medium- and long-term plans and water allocation schemes for the entire city and cross-regional areas, and supervising their implementation.

◎Overseeing water resource distribution for important regions and major water diversion projects.

◎Organising the implementation of water abstraction permits, water resource assessment, and flood control assessment.

◎Promoting the implementation of policy for water resource utilization with compensation.

3. Formulating relevant systems for water affairs project construction, formulating municipal water related and marine construction plans and schedules, proposing suggestions on the scale, direction and specific arrangements for water and marine related fixed asset investments, and overseeing their implementation.

◎Conducting research and proposing suggestions on pricing and finance of water affairs and marine industries.

◎Participating in the management of funds used in water affairs and marine management.

4. Overseeing water resources protection.

◎Formulating and implementing water resources protection plans.

◎Guiding work related to the protection of drinking water sources and being responsible for the management and protection of groundwater development and utilisation.

◎Organising comprehensive management of over-extracted groundwater areas.

◎Implementing and supervising the drainage permit system.

5. Overseeing water conservation efforts.

◎Formulating water conservation policies, organising the formulation of water conservation plans and supervising their implementation, and developing relevant standards.

◎Implementing management systems, such as total water consumption control, guiding and promoting the construction of a water-saving society.

6. Collaborating with relevant departments to manage tidal flat resources, organising the formulation of tidal flat protection and utilisation plans, creating annual plans thereof and supervising their implementation, overseeing sand mining management in the Shanghai section of the Yangtze River.

7. Managing water supply.

◎Organising the formulation of water supply plans and supervising their implementation.

◎Monitoring water pressure, quantity and quality, and coordinating emergency dispatching of tap water supply.

◎Supervising the construction, operation and maintenance of water supply facilities.

8. Oversee the drainage industry.

◎Overseeing the construction, operation, maintenance, and dispatching of urban drainage facilities, and sewage and sludge treatment facilities.

◎Being responsible for the collection of sewage treatment fees within the service scope of city-owned sewage treatment facilities.

◎Collaborating with relevant departments to supervise and manage the sewage discharge units included in urban drainage facilities.

9. Overseeing hydrological work.

◎Being responsible for hydrological and water resources monitoring, and the construction and management of hydrological stations and networks.

◎Monitoring rivers, lakes, reservoirs and groundwater.

◎Publishing hydrological and water resources information, forecast reports, and water resource bulletins.

◎Organising water resources investigations and evaluations, undertaking monitoring and early warning of carrying capacity of water resources.

10. Overseeing the management of water conservancy, and the management, protection and comprehensive utilisation of relevant facilities, water sources and shorelines.

◎Overseeing the governance, development, and protection of important rivers, lakes, and estuaries.

◎Being responsible for river-and-lake ecosystem protection and restoration, river-and-lake ecological and water-quantity management, and river-and-lake connectivity.

◎Promoting the river chief and lake chief systems.

11. Guiding and supervising the construction and operation of water-related projects.

◎Being responsible for the management of rivers, lakes and coastal dikes.

◎Participating in the management of water-related construction, and guiding the construction of water-related infrastructure.

◎Guiding and supervising the quality and safety of water-related construction projects.

◎Organising the construction and operations of important water conservancy projects with dominant and cross-regional significance.

12. Being responsible for soil and water conservation work.

◎Formulating soil and water conservation plans, and supervising their implementation.

◎Organising comprehensive prevention and control of soil erosion, monitoring and forecasting, and regular public announcements.

◎Being responsible for the supervision and management of soil and water conservation for construction projects and the implementation of major soil and water conservation projects.

13. Being responsible for rural water conservancy work.

◎Being responsible for the management of engineering to ensure rural drinking water safety.

◎Guiding water-saving irrigation-related work.

◎Being responsible for the supervision and management of the construction, operation, and maintenance of rural sewage treatment facilities.

◎Guiding rural water conservancy reform and innovation and the construction of a social service system.

14. Being responsible for the supervision and management of marine development and relevant resource utilisation.

◎Being responsible for the management of sea area use, islands, coastlines, and protection and utilisation of territorial sea bases.

◎Formulating marine-area and island protection and utilisation plans, and supervising their implementation.

◎Being responsible for marine ecology, sea area and coastline restoration, and other work.

◎Being responsible for marine observation, forecasting, warning monitoring, and disaster reduction.

◎Organising scientific investigation and surveying related to marine areas.

◎Participating in the emergency responses to major marine disasters.

15. Guiding and implementing strategic planning and the development of the marine economy.

◎Collaborating with relevant departments to formulate plans and policies for the development of the marine economy, comprehensive protection and utilisation of coastal zones, and supervising their implementation.

◎Being responsible for monitoring and evaluating the operation of the marine economy.

16. Being responsible for organising and guiding administrative law enforcement in water and marine areas, investigating and handling illegal activities, and coordinating and arbitrating cross-regional water disputes.

◎Being responsible for safety in water-related industries according to the law.

◎Organising and guiding the safety supervision of important water projects.

17. Conducting scientific and technological and foreign affairs work in water and marine areas.

◎Organising quality supervision work in the water industry.

◎Formulating technical standards, regulations, and norms for the water industry and supervising their implementation.

◎Organising the promotion of information technology in the water and marine industries.

18. Being responsible for implementing relevant requirements of comprehensive disaster prevention and reduction planning, organising the formulation of flood and drought prevention and control plans and protection standards, and guiding their implementation.

◎Undertaking flood and drought monitoring, and early-warning work.

◎Organising the formulation of defences against typhoons, heavy rains, high tides, floods, and droughts, and emergency responses and water-volume discharge plans for important rivers, lakes, and major water projects, and reporting and organising their implementation according to procedures.

◎Undertaking technical support work for emergency rescues related to important water projects during typhoons, heavy rains, high tides, floods, and droughts .

19. Completing other tasks assigned by the municipal Party committee and government.

20. Transformation of functions.

◎The Shanghai Municipal Bureau of Water Resources should promote the implementation of the river chief and lake chief systems, and effectively strengthen the rational use, optimal allocation, and conservation of water resources.

◎Adhering to water conservation as a priority, shifting the focus from increasing supply to emphasising demand management, strictly controlling the total water use, and improving water use efficiency.

◎Taking protection as a priority, strengthening the management and protection of water resources, water areas, and water conservancy projects, and maintaining the health and beauty of rivers and lakes.

◎Ensuring the sustainable use of water resources and meeting reasonable water demand, and providing water security guarantees for economic and social development.

◎Adhering to land-sea coordination and river-sea linkages to better serve the construction of a maritime power.

21. Division of responsibilities:

–Responsibilities of the Shanghai Emergency Management Bureau:

◎The Shanghai Emergency Management Bureau is mainly responsible for formulating comprehensive disaster prevention and reduction plans, guiding and coordinating flood and drought disaster prevention and control work, establishing a unified emergency management information platform with such relevant departments as the Shanghai Municipal Bureau of Water Resources, establishing monitoring, warning and reporting systems for natural disasters, and improving the mechanisms for obtaining and sharing natural disaster information.

◎The Shanghai Municipal Bureau of Water Resources is responsible for implementing relevant requirements of comprehensive disaster prevention and reduction, organising the formulation of flood and drought disaster prevention and control plans and protective standards, and guiding their implementation.

It undertakes flood and drought monitoring and early-warning work, and organises the formulation of defences against typhoons, heavy rains, high tides, floods, and droughts and emergency water volume discharge plans for important rivers, lakes, and major water projects, reporting and organising their implementation according to procedures.

When necessary, the Shanghai Municipal Bureau of Water Resources can request the Shanghai Emergency Management Bureau to deploy relevant prevention and control work in the name of the Shanghai flood-control command.

–Responsibilities of the Shanghai Municipal Agricultural and Rural Commission

◎The Shanghai Municipal Agricultural and Rural Commission is mainly responsible for the construction and management of agricultural water-conservation infrastructure and supporting facilities, according to the needs of agricultural production, the construction and management of irrigation pump stations, irrigation canals, roads, and other relevant infrastructure to ensure agricultural capacity. According to the basis of meeting the needs of agricultural infrastructure, it promotes efficient water-saving, information-based, and intelligent applications.

◎The Shanghai Municipal Bureau of Water Resources is mainly responsible for the construction and management of rural river channels and drainage facilities, and guiding rural water-saving irrigation and the reform, innovation, and construction of rural water conservation.
