Main responsibilities:
1. Fulfils the responsibilities of the owner of all natural resource assets and the responsibilities of controlling the use of national land and space.
◎Implements laws, regulations, rules, policies, and guidelines related to natural resources and land and space planning, and urban and rural planning.
◎Researches and formulates local draft regulations and rules related to land and space planning, urban and rural planning, natural resources, surveying, place names, etc.
◎Develops related policies and organises their implementation, supervision, and inspection.
2. Promotes the strategy and system of main functional areas, and organises and supervises the implementation of land and space planning and related special plans.
◎Conducts suitability assessments for land and space development.
◎Establishes monitoring, evaluation, and early warning systems for land and space planning.
◎Defines, implements and manages ecological protection redlines, as well as permanent basic farmland, urban development boundaries, cultural protection lines, etc.
◎Establishes and improves the land- and space-use control system.
3. Participates in the formulation of long-term plans and annual plans for economic and social development and urban construction.
◎Participates in the planning of the Yangtze River Economic Belt’s land and space use, and the Yangtze River Delta’s regional development.
◎Organises the preparation of city master plans, overall land use plans, unit plans, detailed plans for important areas, and other plans according to national economic and social development plans.
◎Guides the formulation of various plans within the jurisdiction of each district.
◎Reviews and approves various plans as entrusted by the municipal government.
4. Manages historical and cultural destinations, including cities, scenic areas, towns, villages, and buildings.
◎Oversees planning and management of historical and cultural heritage.
◎Manages urban place names, urban and rural planning and design, urban construction archives, etc.
◎Manages qualifications, credit and certification in such industries as urban and rural planning, land, geological and mineral resources, surveying, etc.
5. Handles land management for construction projects.
◎Tracks and supervises construction projects’ planning and execution from approval to completion.
6. Coordinates natural resource surveys, monitoring and evaluation.
◎Establishes a survey and monitoring system based on national standards.
◎Coordinates basic and special surveys of natural resources.
◎Supervises the implementation and information release of survey and monitoring results.
7. Is in charge of unified authentication and registration of natural resources.
◎Formulates registration standards, regulations, and norms for various natural resources and real estate.
◎Establishes and improves a basic platform for managing registration information.
◎Guides and supervises the registration of natural resources and real estate.
8. Formulates and implements annual plans for the use of land and other natural resources.
◎Controls the quantity and usage of urban land’s construction and undertakes supervision responsibilities.
◎Handles land use conversion, land acquisition and compensation, and collective land and housing compensation work.
9. Coordinates ecological restoration of land and space.
◎Leads the preparation and implementation of ecological restoration plans.
◎Oversees comprehensive improvement of land and space, land consolidation, reclamation of geological environments used for mining, etc.
◎Manages the development, consolidation, and reclamation of government land reserves and other land used for construction.
10. Implements the farmland protection system.
◎Develops and implements policies for farmland protection.
◎Controls the quantity, quality, and ecological protection of farmland.
◎Monitors and assesses farmland protection goals and special protection of permanent basic farmland.
◎Improves the system for balancing the occupation and compensation of farmland and supervises its implementation.
11. Handles the compensated use of natural resource assets.
◎Coordinates the calculation of the national natural resource asset balance.
◎Formulates policies for the allocation, transfer, leasing, equity contribution, and pricing of natural resource assets.
◎Implements the management and assessment of the value of natural resource assets and collects related income in accordance with the law.
12. Is responsible for the rational development and utilisation of natural resources.
◎Formulates plans and strategies for the development of natural resources.
◎Develops standards for the development and utilisation of natural resources and organise their implementation.
◎Evaluates prices for different grades of natural resources based on the national government's public pricing system.
◎Monitors and regulates the natural resources market.
13. Manages the geological exploration industry and geological and mineral resource management.
◎Handles geological disaster prevention and control and supervises and manages geological issues caused by excessive groundwater extraction.
◎Implements comprehensive disaster prevention and reduction planning.
◎Leads the formulation and implementation of plans and standards for geological disaster prevention and control and technical support for emergency rescue.
14. Manages mapping geographic information and basic surveying.
◎Supervises and manages geographic information security and market order.
◎Manages public services for geographic information.
◎Protects surveying benchmarks.
15. Organises and guides planning and related administrative law enforcement work.
◎Lawfully investigates and deals with relevant illegal cases.
16. Completes other tasks assigned by the municipal Party committee and government.

◎Implements the unified exercise of the owner's responsibilities for all natural resource assets and the unified exercise of responsibilities for land use control and ecological protection and restoration.
◎Strengthens the fundamental role of urban planning in urban development.
◎Uses the "streamlining administration, delegating powers, and improving regulation and services" reform as the starting point to strengthen the role of land and space planning in guiding and restraining various special plans.
◎Weakens micro-management affairs and specific approval items, transforms the administrative management mode from heavy approval to light supervision, innovates supervision methods through information technology, and effectively improves approval transparency and supervision efficiency.
