Shanghai Municipal Bureau of Ecology and Environment
Main responsibilities:
1. Establishment of basic ecological and environmental systems:
–Implements laws, regulations, rules, policies and plans related to ecological and environmental matters.
–Formulates ecological and environmental policies, and plans and drafts local regulations in coordination with relevant departments.
–Develops and supervises the implementation of ecological and environmental plans for key areas, river basins, seas and drinking water sources.
–Establishes ecological and environmental standards, benchmarks and technical specifications.
2. Coordination and management of major ecological and environmental issues:
–Leads coordination for responses to major incidents of environmental pollution and ecological damage.
–Guides emergency and early-warning work for major ecological and environmental incidents.
–Leads and guides the implementation of the ecological-environmental damage-compensation system.
–Coordinates the resolution of cross-regional pollution disputes.
3. Supervision of emission reduction targets:
–Organises the formulation of emission-control plans for various pollutants on land and in the sea.
–Supervises the implementation of emission-reduction targets.
–Implements the responsibility system for ecological and environmental protection goals.
4. Recommendation on investment in ecological and environmental projects:
–Proposes the scale and direction of fixed-asset investment in the ecological and environmental fields.
–Participates in proposing financing for ecological and environmental projects.
–Cooperates with relevant departments in organising and supervising project implementation.
–Guides and promotes the development of the circular economy, and ecological environmental protection industries.
5. Supervision of environmental pollution control:
–Formulates and supervises the implementation of pollution-control systems for air, water, sea, soil, noise, light, odour, solid waste, chemicals and motor vehicles.
–Oversees the protection of drinking water sources.
–Organises and guides comprehensive ecological and environmental improvement work in urban and rural areas.
–Supervises and guides agricultural non-point source pollution control.
6. Guidance and supervision of ecological protection and restoration:
–Organises the development of ecological protection plans.
–Supervises activities that impact the ecology and environment, and restoration.
–Monitors the implementation of ecological and environmental management systems for various types of nature reserves.
–Oversees wildlife and wetland protection.
7. Supervision of nuclear and radiation safety:
–Formulates relevant policies, plans, and standards.
–Leads coordination mechanisms for radiation safety.
–Participates in emergency response to nuclear incidents.
–Supervises the safety of radiation sources and radiation devices.
8. Supervision of access:
–Conducts environmental impact assessments for major economic and technical policies and plans.
–Implements regional- and project-level environmental-impact assessment systems.
9. Environmental monitoring:
–Develops ecological environment monitoring systems, standards, and specifications.
–Coordinates the planning of ecological and environmental quality monitoring sites.
–Organises and implements ecological and environmental quality monitoring, pollution source supervisory monitoring, greenhouse gas reduction monitoring, and emergency monitoring.
–Builds and manages the city's environmental monitoring and information networks.
–Investigates, assesses and predicts ecological and environmental quality.
–Compiles ecological and environmental quality reports and releases ecological environment information.
10. Climate change response:
–Develops and implements major goals, plans, and policies for climate change response and greenhouse gas reduction.
–Undertakes the fulfilment of obligations under the United Nations Framework Convention on Climate Change in the city.
11. Ecological and environmental protection inspection:
–Establishes and improves the ecological and environmental protection inspection system.
–Organises and coordinates ecological and environmental protection inspection work.
–Inspects the implementation of the decisions made by the central and municipal governments on ecological and environmental protection.
12. Unified supervision and law enforcement of ecological environment:
–Organises ecological and environmental protection law enforcement inspections.
–Investigates major violations of ecological and environmental laws.
–Guides the construction and operation of the comprehensive law enforcement team for ecological and environmental protection.
13. Coordination of ecological and environmental publicity and education:
–Implements national ecological and environmental protection publicity and education outline.
–Promotes the participation of social organisations and the public in ecological and environmental protection.
–Conducts ecological and environmental science and technology work.
–Organises major scientific research and technology engineering demonstrations related to ecology and the environment.
–Promotes the construction of relevant technology-management systems.
14. International cooperation on ecology and the environment:
–Studies and proposes suggestions on issues related to international ecological and environmental cooperation.
–Coordinates the fulfilment of obligations related to international ecological and environmental conventions.
–Participates in handling international ecological and environmental affairs.
15. Coordination of regional pollution prevention and control in the Yangtze River Delta:
–Organises research on major ecological and environmental protection issues in the Yangtze River Delta region.
–Proposes key collaborative efforts in the ecological and environmental protection in the Yangtze River Delta region.
16. Nomination and inspection of leadership of district-level ecological and environmental departments:
–Nominates and inspects members of the Party and government leadership in district-level ecological and environmental departments.
–Strengthens the assessment of the leadership's performance in fulfilling ecological and environmental responsibilities, and implementing major policies and measures.
–Provides guidance on the Party-building work of district-level ecological and environmental departments.

18. Functional transformation:
–Shanghai Municipal Bureau of Ecology and Environment is responsible for unified exercise of regulatory and administrative law enforcement responsibilities for various pollution emissions in urban and rural areas.
–Implements the action plan for the prevention and control of air, water, and soil pollution comprehensively.
–Constructs an ecological- and environmental-protection system, integrating monitoring, regulation, law enforcement, and inspection.
–Implements the strictest ecological- and environmental-protection system.
–Establishes a governance system for ecology and the environment led by the government, contributed by enterprises as the main body, and participated in by social organisations and the public.
–Strictly adheres to ecological-protection redlines and environmental-quality bottom lines to ensure ecological security and to build a beautiful Shanghai.
19. Division of responsibilities:
–With the Shanghai Development and Reform Commission:
The Shanghai Municipal Bureau of Ecology and Environment is responsible for emission reduction-related work and relevant policy formulation and carbon index determination and assessment. The Shanghai Development and Reform Commission is responsible for coordinating and planning ecological and environmental, and energy-saving and emission reduction funds and policies.
–With the Shanghai Municipal Bureau of Planning and Natural Resources:
The Shanghai Municipal Bureau of Ecology and Environment is responsible for guiding, coordinating and supervising ecological protection and restoration work, and overseeing the ecological and environmental management related to ecological-protection redlines. The Shanghai Municipal Bureau of Planning and Natural Resources is responsible for leading the organisation to formulate the city's land-restoration plan and implementing major ecological-restoration projects, as well as ecological-protection redlines.
–With the Shanghai Municipal Bureau of Water Resources:
The Shanghai Municipal Bureau of Ecology and Environment is responsible for formulating water-use zoning, and building and supervising sewage outlets.
