Shanghai Municipal Commission of Transport is a municipal government department in charge of the city's transportation work and holds the rank of a department at the bureau level, according to the Notice on the Functional Allocation, Internal Institutions and Personnel Establishment Regulations of the Shanghai Municipal Commission of Transport Issued by the General Offices of the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government.

Organisational functions:

1. Implementing and formulating laws and regulations:

–Implements relevant laws, regulations, rules, policies, and guidelines related to transportation.

–Drafts local regulations and rules related to transportation.

–Formulates relevant policies and organises their implementation.

2. Comprehensive transportation development:

–Develops comprehensive transportation development strategies.

–Optimises the layout of transportation structures, coordinates various transportation modes, and promotes multimodal transport development.

–Guides district-level traffic management organisations and strengthens cooperation in the Yangtze River Delta region.

–Coordinates and organises transportation support for such events as the "Spring Festival Travel Rush" and major activities.

3. Planning and infrastructure development:

–Organises the formulation of comprehensive transportation development plans and related specific plans.

–Manages the construction of transportation infrastructure projects, including roads, railways, waterways, and aviation.

–Guides and reviews the long-term development plans and specific plans of transportation in various districts.

4. Statistical management and economic operation:

–Manages statistical information related to transportation.

–Formulates economic policies and regulatory measures.

–Organises comprehensive transportation surveys and evaluates the impact of construction projects.

–Formulates and proposes annual plans for fixed asset investments in the transportation industry.

5. Project construction and management:

–Manages the construction of transportation infrastructure projects, including roads, railways, ports, waterways, bridges, and tunnels.

–Coordinates the connection of railways, airports, and other infrastructure projects with urban transportation.

–Reviews and approves new construction, reconstruction, and expansion projects within planning control zones.

6. The international shipping centre and maritime affairs:

–Coordinates and promotes the construction of the Shanghai International Shipping Centre.

–Manages the coastline, land, and waters of ports, and oversees port and maritime administration.

–Manages administrative aspects of pilotage in Shanghai port.

–Organises local maritime and waterway management and supervises ship inspections and surveillance.

–Promotes the construction of the inland waterway search and rescue system.

7. Rail transit operations and supervision:

–Oversees the operation and safety protection zone operations of rail transit and local railways.

–Organises and guides comprehensive administrative law enforcement in the transportation sector.

8. Industry reform and approval:

–Coordinates major reforms in the transportation industry.

–Manages cost regulations and franchise operations.

–Participates in the formulation of pricing and fee standards.

–Leads the non-commercial passenger-vehicle quota auction management.

–Implements regulations related to the annual quota of motor vehicles.

9. Safety production supervision and emergency response:

–Manages safety production and supervises the transportation industry's emergency response.

–Guides the handling of emergencies, accidents, and service supply incidents.

10. Technological progress and environmental protection:

–Promotes technological progress in the transportation industry.

–Oversees the construction of a social credit system.

–Manages environmental protection, energy conservation, emission reduction, and pollution prevention.

–Organises environmental impact assessments for transportation special plans.

–Formulates local technical standards and specifications.

11. National defence transportation:

–Formulates plans for national defence transportation.

–Manages transportation reserve warehouses.

–Coordinates special freight transportation related to national key materials, emergency and special materials, military, and disaster relief materials.

12. Coordination of infrastructure management:

–Coordinates railway, civil aviation, postal, maritime, rescue, and salvage management.

–Manages administrative aspects of the airport area.

–Promotes international exchanges and cooperation in the transportation industry.

13. Management of Shanghai Road Transport Management Bureau:

–Manages the Shanghai Road Transport Management Bureau.

14. Other assigned tasks:

–Completes other tasks assigned by the municipal Party committee and government.

15. Functional transformation:

–Implements the Outline for Building a Strong Transportation Country and promotes the construction of a strong transportation city.

–Coordinates the comprehensive management of planning and construction, water and land transportation, and rail transit.

–Coordinates the construction of transportation projects in the five new urban areas.

–Actively participates in the national strategy of integrated development of the Yangtze River Delta region.

–Deepens the "streamlining administration, delegating powers, and improving regulation and services" reform, enhances post-event supervision, and strengthens guidance on management and comprehensive law enforcement in various districts’ transportation industries.

16. Division of responsibilities:

–Responsibilities with the Shanghai Municipal Commission of Housing and Urban-Rural Development:

◎The Shanghai Municipal Commission of Housing and Urban-Rural Development is responsible for the initial design approval of traffic engineering projects (excluding port construction), supervision and management of construction blueprint reviews, fire-safety design reviews’ acceptance, and bidding supervision and construction market management.

◎The Shanghai Municipal Commission of Transport is responsible for submitting proposals and feasibility study reports for approved national and municipal-level traffic-engineering projects, preliminary design (approval of port construction projects, soliciting opinions from the transportation industry), construction permits, safety and quality, civilised construction, and completion acceptance (filing), as well as daily supervision and management. It is also responsible for the approval of port- and waterway-engineering designs, and review of local railway engineering drawings, as well as participating in the supervision and management of bidding for transportation projects.

–Responsibilities with the Shanghai Municipal Culture and Tourism Bureau:

◎The Shanghai Municipal Culture and Tourism Bureau and the Shanghai Municipal Commission of Transport jointly lead the management of water tourism.

◎The Shanghai Municipal Administration of Culture and Tourism is responsible for leading the publicity and promotion of water-related tourism; the assessment, supervision and management of tourism service quality; and the protection of tourists' rights. It participates in the preliminary review of operating licences for water-related tourism enterprises through the Shanghai Municipal Commission of Transport and provides initial opinions on opening new water-related tourism routes.

◎The Shanghai Municipal Commission of Transport is responsible for the daily supervision and management of water transportation enterprises’ operating qualifications, watercraft operation qualifications and the qualifications of practitioners. It carries out administrative enforcement in accordance with the law.

–Responsibilities of the Shanghai Municipal Planning and Natural Resources Bureau:

◎The Shanghai Municipal Bureau of Planning and Natural Resources is responsible for guiding the formulation of transportation plans.

◎The Shanghai Municipal Commission of Transport, in accordance with the requirements of territorial planning, is responsible for the specific formulation of comprehensive and special transportation plans.
