Shanghai Municipal Commission of Science and Technology
Main responsibilities:
1. Implement laws, regulations, and policies related to science and technology and carry out the strategy that guides innovation-driven development. Research and draft local regulations on science and technology. Formulate plans and policies for science and technology development and the introduction of foreign talent, and organise their implementation. Advance development of the city into a world-class science and technology centre according to relevant division of responsibilities.
2. Research and propose policies and measures to reform the science and technology system, advance the construction of the innovation system, and accelerate reforming the science and technology system. Coordinate with relevant departments to improve the incentive mechanisms for science and technology innovation. Optimize the construction of the research system, guide the reform and development of research institutions and the construction of new-type research and development institutions, and promote the construction of science and technology innovation capabilities for enterprises. Coordinate the science and technology innovation in military-civilian integration and undertake related work to advance the development of military-civilian integration in science and technology. Promote the establishment of a system for consultations on major science and technology decisions.
3. Leverage the management platform and related mechanisms for fiscal expenditure on science and technology. Establish a unified platform to manage research projects and a mechanism to coordinate, evaluate and supervise the funding for research projects. Collaborate with relevant departments to propose policy recommendations for optimizing the allocation of scientific and technological resources and promoting the construction of a diversified scientific and technological investment system. Coordinate and manage fiscal plans (such as special projects and funds) on science and technology and supervise their implementation.
4. Formulate plans and policies for the development of basic research and organise their implementation. Research and propose major tasks for basic research and applied basic research and supervise their implementation. Participate in the formulation of plans for the construction of major scientific and technological infrastructure and supervise their implementation. Manage the Shanghai Natural Science Foundation and organise its implementation.
5. Lead the development of functional platforms for research and development and their commercialization. Develop plans for the construction of bases and public service platforms for research and development and organise their implementation and evaluation. Formulate plans for the construction of major scientific and technological innovation bases and supervise their implementation. Build adequate facilities for research and ensure the open sharing of scientific and technological resources.
6. Formulate plans for scientific research projects and supervise their implementation. Participate in the promotion of major scientific and technological projects at the municipal level. Coordinate research, development and breakthroughs in key generic technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technologies. Lead the organization of major technological breakthroughs and application demonstrations. Organise and coordinate significant international scientific research programs and projects.
7. Develop plans, policies, and initiatives to propel advancement in high-tech sectors. Outline plans, policies, and measures leveraging technology to catalyze and enhance social development. Organise analyses of technology development needs in key areas, propose major tasks, and supervise their implementation. Assume responsibilities for scientific and technological innovation in the field of biomedicine.
8. Formulate plans and policies for the popularization of science and technology, and organise their implementation to promote innovative development in science popularization.
9. Lead the construction of a technology transfer system. Formulate policies and measures related to the transfer and commercialization of scientific and technological achievements, and those related to the promotion of collaboration between academia, industry, and research institutions, and supervise their implementation. Provide guidance for the development of the service industry and intermediary organizations of science and technology, and promote the development of the technology market.
10. Coordinate the construction of the regional system for innovation in science and technology. Guide and coordinate regional development in innovation, reasonable allocation of science and technology resources, and capability of collaborative innovation. Promote the construction of science and technology parks. Oversee the development of high-tech enterprises.
11. Build science and technology supervision and evaluation systems and manage related science and technology assessments. Provide guidance for the reform of the science and technology evaluation mechanism and coordinate the promotion of research integrity.
12. Establish and execute mechanisms to conduct innovation investigations and report on the developments in science and technology. Assume responsibilities for activities related to scientific and technological awards, information dissemination, statistical analysis, confidentiality protocols, and archival management.
13. Implement projects for the training of scientific and technological talents. Collaborate with relevant departments to formulate plans and policies for the construction of the scientific and technological talent workforce. Establish and improve the evaluation and incentive mechanisms for scientific and technological talents, organise and implement scientific and technological talent plans, and promote the construction of high-level scientific and technological innovation talent teams.
14. Assume responsibility for the introduction of foreign talents. Formulate overall plans for the introduction of key foreign experts and organise their implementation. Establish mechanisms to attract and gather top foreign scientists and teams, as well as a mechanism for contacting and serving important foreign experts. Formulate overall plans, policies, and annual plans for outbound training and supervise their implementation. Take on the responsibilities related to processing work permits for foreign nationals employed in China, adhering to the designated division of tasks.
15. Organise and facilitate international scientific and technological exchanges, promote open collaboration in innovation capabilities, and facilitate the exchange of scientific and technological talents. Take on responsibilities for foreign affairs and international cooperation in the realm of science and technology. Assume responsibilities for cooperation and exchanges in science and technology involving Hong Kong, Macao and Taiwan.
16. Provide guidance, coordination, and service for relevant operations of centrally-administered scientific research institutions in Shanghai. Collaborate with relevant departments to manage and provide service for foreign-funded research and development centres. Coordinate with relevant departments to advance intellectual property work related to science and technology.
17. Fulfill other tasks assigned by the CPC Shanghai Municipal Committee and the municipal government.
18. Functional transformation. Strengthen, improve and transform its functions in managing and providing service for the science and technology field. Improve the system and organizational structure for innovation in science and technology, enhance macro-management and overall coordination, reduce micro-management and specific approval tasks, strengthen in-process and post-event supervision, and foster research integrity. Make a shift from R&D management to innovation services, deepen reform in the management of science and technology planning, establish an open and unified platform for science and technology management, reduce the fragmentation of science and technology plan projects, and address issues of repetition, dispersion, closure, inefficiency, and fragmented resource allocation. Government departments should no longer directly manage specific research projects; instead, they should entrust professional organizations in project management to carry out specific tasks such as project reception, review, approval, process management, and acceptance. The commission should further improve the evaluation mechanism for scientific and technological talents, and establish a comprehensive evaluation system and incentive policies oriented toward innovation capability, quality, contribution, and performance.
