Main responsibilities:

1. Implements the guidelines, policies, laws, regulations, and rules related to public security work; researches and drafts local regulations, laws, and policies for public security work based on the city's circumstances; organises the implementation of relevant laws, rules and policies; and leads, supervises and inspects public security work throughout the city.

2. Handles situations affecting stability, endangering national and local security, and social order; and analyses the situation and formulates countermeasures.

3. Prevents, stops and investigates criminal activities.

4. Maintains social order, stops behaviours harmful to social order, and legally manages household registration, resident identity cards, firearms and ammunition, controlled tools, flammable and explosive materials, highly toxic and radioactive substances, and work related to special industries.

5. Manages nationality, entry and exit, and affairs related to the residence and travel of foreigners within the country according to the law.

6. Is responsible for border security and public order management.

7. Maintains traffic safety and order, and is responsible for the management of motor vehicles and drivers.

8. Guides and supervises the security and defence work of national agencies, social organisations, enterprises and institutions, and key construction projects, as well as the work of grassroots security defence organisations.

9. Is responsible for the security supervision of public information networks.

10. Implements the sentences of criminals sentenced to control, detention and deprivation of political rights according to the law, and supervises and monitors people on probation or parole.

11. Organises and implements security and guard work for Party and State leaders and important foreign guests in Shanghai.

12. Organises and implements scientific and technological work related to policing, and plans the construction of information, criminal justice and operational technology for the entire city.

13. Is responsible for police equipment and funding for policing.

14. Is responsible for administrative reconsideration acceptance and administrative litigation responses.

15. Undertakes other tasks assigned by the municipal government.
