Main responsibilities are as follows:

1. Implement laws, regulations, rules, guidelines, and policies concerning emergency management and workplace safety.  Conduct research and draft local regulations and rules related to emergency management and workplace safety, as well as formulate relevant policies, procedures, and standards, and supervise their implementation. Organise the formulation of plans for emergency response system construction, workplace safety, and comprehensive disaster prevention, reduction, and relief.

2. Oversee emergency management and provide guidance to relevant departments at the district and municipal levels in responding to various types of emergencies, including workplace safety incidents and natural disasters, as well as in comprehensive disaster prevention, reduction, and relief efforts. Responsible for comprehensive supervision and management of workplace safety, as well as supervision and management of safety practices in industrial and mining activities, commerce, and trade.

3. Guide the development of an emergency response plan system. Establish a graded response system for accidents, disasters, and natural disasters, and Organise the formulation and revision of Shanghai's overall emergency response plan and special emergency response plans at the municipal level for workplace safety incidents and natural disasters. Ensure coordination of emergency response plans, review and approve special and departmental emergency response plans, conduct municipal-level emergency response drills, and promote the construction of emergency shelter facilities.

4. Take the lead in establishing a unified emergency management information system at the municipal level and collaborate with relevant departments to effectively plan information transmission channels. Establish a monitoring, early warning, and disaster reporting system. Improve the mechanism for obtaining and sharing natural disaster information resources, to ensure that disaster information is released in a unified and lawful manner.

5. Organise and provide guidance for emergency response and rescue operations related to such emergencies as workplace safety incidents and natural disasters. Coordinate emergency command procedures for workplace safety incidents, floods, droughts, forest fires, and other emergencies. Conduct comprehensive studies on and assessments of emergency developments, and propose corresponding measures. Assist the officials designated by the CPC Shanghai Municipal Committee and Shanghai Municipal People's Government in organising and guiding emergency rescue efforts.

6. Coordinate and direct various professional emergency response teams in a unified manner. Establish a joint coordination mechanism for emergency response and pool the efforts of relevant municipal-level departments to ensure a coordinated response to workplace safety incidents, natural disasters, and other emergencies. Promote connectivity and integration among command platforms. Coordinate the participation of PLA troops stationed in Shanghai in emergency response and rescue operations.

7. Develop a comprehensive plan for the development of emergency rescue forces. Oversee and coordinate the development of professional emergency rescue forces for firefighting, flood control, earthquake and geological disaster rescue, and workplace safety incident response. Manage comprehensive emergency rescue teams and provide guidance for the development of emergency rescue forces in all districts and those of a non-governmental nature.

8. Carry out effective fire management and provide guidance for fire control supervision, fire prevention, fire-fighting, and other related activities.

9. Guide and coordinate efforts in preventing and controlling forest fires, floods, droughts, earthquakes, and geological disasters. Facilitate comprehensive monitoring and early warning systems for natural disasters. Provide guidance for comprehensive risk assessments related to natural disasters.

10. Organise and coordinate disaster relief efforts, guide and oversee disaster verification, damage assessment, and disaster relief donations. Manage and distribute funds and resources granted by the central government and those allocated by the municipal government for disaster relief, and supervise the utilisation of these resources.

11. Exercise comprehensive supervision and administration powers over workplace safety in accordance with the law. Conduct guidance, coordination, supervision, and inspections related to workplace safety at district-level governments and relevant municipal-level departments. Supervise and evaluate the performance of workplace safety responsibilities, and organise related inspections.

12. Following the principle of level-based and locality-oriented responsibility, oversee the enforcement of laws and regulations concerning workplace safety in industry, mining, commerce, and trade, conduct inspections of workplace safety conditions, as well as the management of related equipment (excluding special equipment), materials, and labour protective devices. OrganisDevelop the workplace safety access system in accordance with legal requirements, as well as guide and supervise its implementation.

13. Conduct comprehensive supervision and management of hazardous chemicals production safety, as well as supervision and management of production safety of fireworks and firecrackers. Oversee the workplace safety of enterprises involved in the production, selling, storage, and use of hazardous chemicals, the production and selling of non-pharmaceutical precursor chemicals, as well as the production, selling, and storage of fireworks and firecrackers, in accordance with the law.

14. Organise and provide guidance for the investigation and handling of workplace safety incidents, oversee the investigation, and make sure those responsible for the incidents are held accountable. Organise investigations and assessments of natural disaster emergencies.

15. Formulate and implement plans for emergency material reserves and emergency rescue equipment. Collaborate with the municipal grain and material reserve departments to establish a comprehensive emergency material information platform and an effective emergency material allocation system to ensure unified allocation during times of disaster relief.

16. Conduct public awareness campaigns, education, and training on emergency management and workplace safety. Organise and guide scientific and technological research, application, popularization, and information infrastructure development related to emergency management and workplace safety.

17. Engage in international exchanges and cooperation in emergency management. Organise and participate in external rescue efforts in response to workplace safety incidents, natural disasters, and other emergencies.

18. Fulfill any additional tasks assigned by the CPC Shanghai Municipal Committee and Shanghai Municipal People's Government.
