Main Responsibilities:

1. Implement national health policies and laws, regulations, rules, guidelines, and policies related to the development of healthcare services. Conduct researches and draught local regulations and rules regarding healthcare services, formulate relevant policies, and oversee their implementation.

2. Coordinate and plan the allocation of health resources in this Municipality, formulate plans for the development of healthcare services, regional healthcare development, and various special plans, and oversee their implementation.

3. Coordinate and promote the deepening of the medical and health system reform, propose suggestions for policies and measures to deepen the reform, deepen comprehensive reform of public hospitals, further separate management from operation, and improve the modern hospital management system.

Formulate and implement policies to diversify the providers and delivery methods of healthcare services.

Conduct research and propose suggestions for medical service and drug pricing policies.

Coordinate and promote the development of the health-oriented service industry.

4. Responsible for disease prevention and control, and coordinate relevant departments in the prevention and control of major diseases.

Formulate and implement plans and policies for the prevention and control of infectious and chronic non-communicable diseases and their immunisation.

Carry out monitoring on and intervention against public health issues that seriously harm public health.

Monitor infectious diseases according to the law, strengthen the early warning mechanism, and release reports on the infectious disease epidemics that are stipulated in relevant laws.

Gradually improve the monitoring of some chronic non-communicable diseases and provide corresponding health services and management.

Organise health education and promotion, advocate healthy lifestyles.

5. Responsible for health emergency response, the prevention and control of public health emergencies and response thereof, as well as the monitoring, early warning and risk assessment of such emergencies. Release emergency response information on public health incidents.

Responsible for medical and health support for major events held in Shanghai and medical relief efforts in major emergency response in Shanghai.

Improve and implement the responsibility system for workplace safety in health sector, and oversee overall workplace safety.

6. Oversee health standardisation work according to division of labour.

Formulate standards and norms for disease prevention and control, health supervision, traditional Chinese medicine, and other aspects.

Carry out food safety risk monitoring and assessment, formulate local food safety standards according to the law, and responsible for recording of food safety standards for enterprises.

Formulate and coordinate the implementation of policies and measures to address issues related to population ageing, promote the construction of a healthcare system for the elderly and the integration of healthcare and elderly care.

Plan and oversee the development of a local service system for elderly healthcare.

7. Implement the national essential medicines system, formulate and implement the essential medicines system and policies in Shanghai according to the national essential medicines system and list.

Responsible for clinical pharmacy management related to antibacterial drugs, anaesthetic drugs, psychotropic drugs, and monitoring rational drug use.

Responsible for the supervision and management of medical device use within the scope of responsibilities.

Improve the clinical pharmacy service system, and carry out drug-use monitoring, clinical comprehensive evaluation, and drug-shortage warnings.

8. Responsible for the supervision and management of infectious disease prevention and control, medical and health institutions, maternal and child healthcare, blood collection and supply institutions, and clinical blood safety.

Responsible for the supervision and management of public health in areas related to occupation, radiation, the environment, schools, public spaces, and drinking water.

Improve the comprehensive supervision system for health and medical services.

9. Formulate and supervises the implementation of management rules for medical institutions and the medical service industry, and establish a system for medical quality control, service evaluation, supervision and management.

Responsible for the qualification management and licencing of medical institutions, and professionals, clinical application of technologies, and large medical devices within scope of responsibilities.

Formulate and implement local medical service norms and standards as well as rules and standards for medical practitioners.

Strengthen the supervision over the operation of health and medical institutions.

In collaboration with relevant departments, formulate appraisal principles for public hospitals, supervise and guide the appraisals of public hospitals, and undertake routine tasks in appraisals for public hospitals and propose preliminary performance evaluation.

Organise voluntary blood donations among the public.

Responsible for rehabilitation, nursing, pre-hospital emergency care, and the development of clinical key specialties.

Responsible for the Party-related work at public health institutions according to division of labour, and improve working style and integrity in the entire industry.

10. Oversee the development of maternal and childcare service system, particularly maternal and child health, reproductive health, birth-defect screening and intervention.

Oversee work related to family planning, carry out birth population monitoring and early warning.

Conduct research and propos suggestions on population and family development policies, improve family planning policy, and establish and improve mechanisms to assist and promote the development of families in difficulties under the family planning policy.

11. Oversee grassroots healthcare, community and rural health related work, plan and promote the development of a grassroots healthcare service system, provide guidance for the standardised construction, operation, and services of community and grassroots healthcare institutions.

Promote the innovation and development of health-related science and technology, and guide the practical utilisation of scientific and technological achievements.

Responsible for the management of postgraduate medical education and continuing medical education, and assist relevant departments in guiding the management of secondary and higher vocational healthcare education.

Guide the cultivation of health and medical professionals.

Carry out international exchanges and cooperation in the field of healthcare and medical care, and cooperate with Hong Kong and Macao special administrative regions, and Taiwan, and provide medical international aid and pairing assistance.

12. Guide and coordinate the establishment of and resource allocation in traditional Chinese medicine (TCM) institutions, and those integrating traditional Chinese and Western medicine.

Assume the responsibilities of guiding, supervising and managing  TCM treatment, prevention, healthcare and rehabilitation practices, and clinical drug use.

Oversee major national-level and Shanghai-based TCM research projects, and promote the application of TCM techniques.

Promote the inheritance and development of TCM.

Formulate and implement TCM talent cultivation plans at all levels.

13. Guide the work of the Shanghai Family Planning Association, and strengthen guidance for and legal supervision over the Shanghai Shenkang Hospital Development Centre.

14. Fulfill any additional tasks assigned by the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government.
