The General Office of the Shanghai Municipal People's Government assists the leaders of the municipal government in handling its daily work.

Main responsibilities:

1. Assist the leaders of the municipal government in the drafting or reviewing of documents to be issued in the name of the municipal government or the office and handle documents sent to the municipal government by the Central Committee of the Communist Party of China, the State Council, various ministries and commissions, as well as governments of provinces, autonomous regions, and municipalities.

2. Research and review matters submitted to the municipal government by its various departments, district governments, and other institutions, and propose handling opinions for approval by the leaders of the municipal government.

3. Responsible for organising municipal government meetings and assisting the leaders of the municipal government in organising and implementing decisions made at meetings, and organising, coordinating, and managing city-wide activities of the municipal government system.

4. Responsible for urging and inspecting the implementation of important documents of the State Council and the municipal government, decisions of municipal government meetings, and instructions of leaders of the municipal government by various departments of the municipal government and district governments, and report to the leaders of the municipal government.

5. Responsible for supervising the handling of suggestions from national and municipal People's Congress deputies as well as proposals from the National Committee of the Chinese People's Political Consultative Conference and the municipal CPPCC. Responsible for coordinating matters related to supervision by the municipal People's Congress and consultation with the municipal CPPCC involving the municipal government system.

6. According to the central task of the municipal government at various periods and the requirements of its leaders, organise investigations and research, gather information, reflect public opinions, and make suggestions.

7. Responsible for contact with various departments of the municipal government and district governments, assist the leaders of the municipal government in handling important issues reflected by various departments and district governments to the municipal government.

8. Responsible for managing on-duty assignments during holidays for the municipal government, reporting important matters in a timely manner, and guiding the rotation scheduling of the entire municipal government system.

9. Responsible for organising, coordinating, and supervising the city-wide work of government transparency and information disclosure.

10. Responsible for promoting, guiding, coordinating, and supervising the city's work related to public data and electronic government, formulating development plans for public data and electronic government, and organising implementation.

11. Responsible for coordinating and studying policy measures to transform government functions as well as 'streamline administration, delegate powers, and improve regulation', and organising implementation. Coordinate the reform of the city's administrative approval system, and help improve government service and efficiency.

12. Responsible for organising and implementing the city's major administrative decision-making procedures, helping verify the legitimacy of major administrative decisions and actions of the municipal government, and providing legal advice. Responsible for the legality review of normative documents of the municipal government, and undertaking the filing review work of normative documents of various departments and district governments.

13. Responsible for promoting, guiding, coordinating, and supervising the work of all new media platforms for the city's government, and promoting the development of the platforms under the name shanghaifabu (上海发布).

14. Fulfill other tasks assigned by the CPC Shanghai Municipal Committee and the municipal government.
