Changning district taps into growing overseas shopper market

Shanghai's Changning district is emerging as a hotspot for overseas shoppers, thanks to China's expanded visa-free transit policy.
Recently, an African business delegation made bulk purchases at Parkson Newcore, a popular outlet in the district, reflecting the increasing demand for high-value shopping experiences.
Recognizing this trend, online duty-free platform To Dreamer — based in Changning — began exploring a new business model: Reversing the traditional overseas shopping spree of Chinese tourists by guiding foreign visitors instead to local shopping destinations.
The district commission of commerce is also taking action, leveraging its wealth of high-end hotels, dense commercial areas and travel agency headquarters to attract international shoppers.
As independent travel among inbound tourists grows, the need for better shopping guides is becoming evident. Businesses are now considering strategies to tailor recommendations based on visitor preferences.
Some tourists are hunting for cultural souvenirs, while others are prioritizing high-quality, cost-effective goods. Retailers are being encouraged to rebrand local products, such as silk scarves, with compelling narratives to enhance their appeal.
To support the initiative, the district is expanding its "Refund Upon Purchase" services at key shopping centers and is working with travel companies like Ctrip and Spring Airlines to integrate shopping into their itineraries.
Additionally, efforts are underway to use social media and overseas influencers to promote Shanghai's retail scene.
