Shanghai sets out fashion industry growth plan

Shanghai is aiming to expand the value of its consumer goods industry to more than 750 billion yuan ($110.69 billion) by 2028, according to official sources, with the city seeking to grow its fashion consumer goods industry alone to more than 500 billion yuan.

According to the three-year action plan, published on June 10, Shanghai aims to become a globally influential fashion industry hub, a source of fashion innovation, and a destination for fashion consumption. It also seeks to cultivate around 100 brand companies that represent the city's fashion identity.

To achieve these goals, the action plan lays out measures in three areas: high-quality supply, an innovative ecosystem, and industrial support.

In building an innovative ecosystem, the plan calls for stronger brand development, closer integration of fashion with culture, tourism, sports, and commerce, and greater support for fashion design.

It also encourages cross-sector cooperation between fashion consumer goods and fields such as performing arts, film, games, and media, while supporting new retail models, flagship stores, festival-based consumption, "Shanghai Style" customization, and the cultivation of young designers.
