Putuo strives to enhance business environment
Putuo, one of Shanghai's central urban districts, will emphasize the integration of investment promotion and enterprise services, and align with international standards such as the World Bank's Business-Ready Report evaluation system, as it seeks to continue optimizing its business environment.
From January to November last year, the district's four key industries — intelligent software, R&D services, sci-tech finance, and life and healthcare — accounted for 40.2 percent of its tax revenue, up 4.7 percentage points from the previous year. This achievement was attributed to the ever-improving business environment.
Over the past six years, Shanghai has introduced a series of measures aimed at enhancing the business environment, implementing a total of 951 initiatives to attract capital, talent, and technology to boost economic growth.
Correspondingly, Putuo is dedicated to building distinctive service models that help to optimize the business environment.
According to the Putuo District Development and Reform Commission, two distinctive models —the "white list for enterprise litigation preservation" and "handling enterprise-related matters with high efficiency" — have been selected as municipal-level innovative pilot programs on establishing specialized business service models.
The aforementioned "white list" allows enterprises to provide guarantees based on their own creditworthiness, eliminating the need for cash or financial institution guarantees, thereby reducing preservation costs and enhancing efficiency. The white list currently comprises 32 enterprises, ensuring a balance between the operational needs of high-credit enterprises and the protection of creditors' interests.
In response to common challenges faced by businesses, Putuo has taken the lead in Shanghai in issuing a three-year action plan to further optimize government services and enhance administrative efficiency. This plan aims to streamline administrative processes, integrate related matters, and maximize convenience for enterprises.
