Up to 150 reform measures were completed, and the enterprise satisfaction rate reached 96 percent in 2024, marking Shanghai’s continuous efforts to build a world-class business environment.

• Introduced China's first high-quality development guideline for authorized economic operator or AEO enterprises

• Created China's first service platform combining insurance, claims, financing, credit and policy settlements

• Formulated first simplified procedure for administrative reconsideration in tax system

• Established China's first special tax tribunal

Dispute resolution

Made breakthrough in foreign-related ad hoc maritime arbitration

Market competition

• Built data product intellectual property management platform

• Issued China's 1st data product registration pledge financing of 100 million yuan ($13.75 million)

II. Improving services, supervision for enterprises

Government services

• Implemented two batches of key projects designated by State Council to improve government service efficiency

• Included new 64 corporate services into one-stop government service app "Suishenban"

Policy services

Issued implementation measures for improving whole-process preferential services rendered to enterprises

Foreign-related services

• Launched International Services Shanghai, one-stop platform for expats

• Promoted five entry-exit experimental measures

• Established China's first standardized and coordination platform for foreign-invested enterprises

Inclusive, prudential supervision

• Issued 34 non-penalties lists for minor violations, covering all 28 law enforcement sectors

• Over 84,000 business entities exempted from compulsory administrative measures

Regulatory compliance, guidance

Lifted summer embargo and control measures for hazardous chemicals

III. Differentiating development focuses among districts

Pudong New Area

• Completed first cross-border e-commerce B2C export shipping

• Expanded pilot projects for cell and gene-related medicine

• Issued first white list for cross-border data flow

Hongqiao International Central Business District

Introduced more overseas talent and facilitated outbound reaches of domestic talent

Xuhui district

One-stop business registrations, algorithm filings, financing matchmaking, compliance guidance

Baoshan district

Issued China's first compliance guidance for cruise tourism industry

Minhang district

Launched district-level one-stop service center at Grand neoBay

Jinshan district

Improved whole-process services to industrial projects

Qingpu district

Registered China's first new raw materials for special purpose cosmetics, after new cosmetics supervision and regulation measures took effect

Fengxian district 

Launched China's only intellectual property rapid protection center in field of cosmetics

IV. Calling on society to further improve business environment

Pioneered "media observer" co-construction mechanism
