01 Introduction
The "High-level Postgraduate Program" of the Chinese Government Scholarship is a fully funded scholarship program for international students. Adhering to the principle of "individual application, institutional recommendation, expert review, and merit-based selection," the program selects international students with exceptional academic backgrounds, outstanding professional abilities, and significant future development potential to study in China. Founded in 1960, Shanghai University of International Business and Economics (SUIBE) is hailed as a "cradle for professionals in foreign trade in China".
02 Funding & Language
1. The program exclusively sponsors full-time postgraduate students pursuing advanced studies.
2. The funding period aligns with the duration of study specified in the Admission Notice. Enrollment is scheduled for September 2025.
3. As a full scholarship, it covers tuition, accommodation, living allowance, and comprehensive medical insurance. Please refer to the announcement on the CSC "Study in China" website for specific funding standards.(http://www.campuschina.org/).
4. All programs are delivered in Chinese.
03 Procedure & Deadline
Procedure
1. Applicants should first log in to the Chinese Government Scholarship Management Information System and complete the application. Select the Program Category Type B. The Agency Number for SUIBE is 10273.

2. Applicants are also required to log in to the SUIBE International Student Application System, fill in the application form online, and submit all the required documents.

Deadline
The submission must be successfully completed in the system by 24:00 Beijing time on February 26, 2025.
04 Eligibility
1. Applicants must be non-Chinese citizens holding a bachelor's degree, under the age of 35, and in good physical and mental health. Applicants must also meet the requirements outlined in Document No. 12 [2020], issued by the Ministry of Education of China.
2. Applicants must have a Chinese proficiency level of HSK 5 or above. Applicants who have obtained a bachelor's degree or master's degree taught in Chinese from Chinese universities may apply for an exemption from the HSK score requirement.
3. Applicants must satisfy the academic, language, and other relevant entry requirements for the program.
4. Applicants must fulfil all relevant requirements for the Chinese Government Scholarship application.
5. Applicants must not have received any other scholarships from the Chinese government or other organizations.

06 Materials
1. The Application Form for the Chinese Government Scholarship must be completed in Chinese or English.
2. Photocopy of Passport (including the personal information page and Chinese visa pages, if applicable). The passport must be valid beyond March 1, 2026.
3. Certificate of Bachelor's or Higher Education Degree. Graduating students must provide a certificate of impending graduation. If the documents are not in Chinese or English, a notarized and translated version in Chinese or English is required.
4. Official Academic Transcript of Bachelor's or Higher Education Degree. If the documents are not in Chinese or English, a notarized and translated version in Chinese or English is required.
5. An HSK-5, issued within the last two years, is required. Applicants who have obtained a bachelor's or master's degree taught in Chinese from Chinese universities may apply for an exemption from this requirement.
6. A Study or Research Plan (minimum 800 words) composed in Chinese. The content should include, but is not limited to, personal study or work background, academic research achievements, research proposals, and post-graduation aspirations.
7. Two recommendation letters from professors or associate professors, written in Chinese or English, are required. The letters must be dated after September 1, 2024. Each recommendation letter must include the following: the referee's title, place of work, contact information, and signature.
8. A photocopy of the Foreigner Physical Examination Form, including the blood test report, is required. The physical examination must cover all items listed in the Foreigner Physical Examination Form. The results are generally valid for six months.
9. Non-criminal Certificate (a notarized photocopy in English or Chinese).
10. A passport-size photo (two-inch, 100–500 KB), bareheaded, full-faced, with a white background.
11. Supplementary Materials: Published papers, award certificates, and any other relevant documents.
Notes: Documents uploaded via the system must be clearly scanned, authentic, and valid. Applicants will be held responsible for any consequences if the documents cannot be properly identified.
07 Review & Nomination
1. SUIBE will review the applicant's qualifications and materials and organize relevant interviews and assessments. Based on the assessment results, outstanding students will be selected, and a list of recommended candidates for the program will be compiled. Please pay close attention to your inbox after registration. Missing the interview will result in your application being considered withdrawn.
2. SUIBE will provide the nominated candidates with the Pre-admission Notice. The nominated candidates are required to submit all documents, including the Pre-admission Notice, to the CSC system by the appointed deadline. Candidates who fail to submit their documents on time will be disqualified.
3. The China Scholarship Council will organize a panel of experts to conduct a comprehensive evaluation of the nominated candidates and make the final admission decisions.
08 Notes
1. Students who have already received support from the Chinese Government Scholarship are ineligible for additional scholarships, except for one-off awards. If such support is discovered, eligibility for the scholarship will be revoked, and the funds must be refunded. Those who deliberately conceal funding information will not only be disqualified but also barred from applying for Chinese Government Scholarships for three years.
2. Applicants are responsible for the authenticity of their personal information and submitted materials. All application materials must be original and will be used for admission verification purposes. If false information or materials are provided, both the scholarship and admission will be revoked.
3. Applicants are required to verify that their personal email address and telephone number are both accurate and valid to facilitate effective communication.
4. Scholarship recipients are required to undergo an annual review in accordance with the regulations. Only those who pass the review are permitted to continue receiving the scholarship for the following academic year. Recipients of this scholarship program are not allowed to change their study major or the duration of their studies.
