01 Introduction
The "High-level Graduate Program" of the Chinese Government Scholarship is a fully-funded scholarship program sponsored by the Chinese government for international students. Adhering to the principle of "individual application, institutional recommendation, expert review, and merit-based selection," the program selects international students with exceptional academic backgrounds, outstanding professional capabilities, and significant potential for future development to study in China. Final admission to the program is subject to expert review by the China Scholarship Council (CSC).
Founded in 1960, Shanghai University of International Business and Economics (SUIBE) is hailed as a "cradle for professionals in foreign trade in China".
02 Funding, Duration, Language
1. The program sponsors full-time doctoral and master's students.
2. The funding period aligns with the study years specified in the Admission Notice. The enrollment is set for September 2026.
3. As a full scholarship, it covers tuition, accommodation, living allowance, and comprehensive medical insurance. Please refer to the announcement on the CSC “Study in China” website for specific funding standards (http://www.campuschina.org/).
4. The programs are taught in Chinese.
03 Procedure & Deadline

1. Applicants should first log in to the "CSC System" and complete the application. Select the Program Category "Type B".

*When applying for the scholarship program type, ensure that you select "Chinese Government Scholarship (Category B) High-Level Graduate Program".
Deadline
The submission must be successfully completed in the system by 24:00 Beijing time on February 23, 2026.
04 Eligibility
1. Non-Chinese citizens in good physical and mental health.
2. Applicants for a master's degree must have obtained a bachelor's degree and must not be over 35 years of age; applicants for a doctoral degree must have obtained a master's degree and must not be over 40 years of age.
3. Applicants must have excellent academic performance.
4. Applicants must have a Chinese proficiency level of HSK 5 or above. Applicants who have obtained a bachelor's degree or master's degree (taught in Chinese) from Chinese universities can apply for exemption from the HSK certificate.
5. Applicants must meet the admission requirements of the major applied for in terms of academic ability, language proficiency, and other relevant aspects.
6. Applicants must meet all relevant requirements for the Chinese Government Scholarship application.
7. Applicants have not received any other scholarships from the Chinese government or any other organizations.

06 Materials
1. Chinese Government Scholarship Application Form
Please fill out the form in the CSC system and sign it.
2. Valid Ordinary Passport
A scanned copy of the valid ordinary passport is required, including the personal information page and all pages with any Chinese visas. The passport must remain valid until at least March 1, 2027. Once admission is granted, the passport information must remain unchanged until the completion of enrollment.
3. Degree Certificates
(1)For doctoral programs: Both master's and bachelor's degree certificates must be submitted.
(2)For master's programs: A bachelor's degree certificate must be submitted.
*If the original certificate is not in Chinese or English, a notarized translation in either language must be provided.
(3)Prospective graduates may initially submit a "Certificate of Expected Graduation" instead of their highest degree certificate during the application process. Prospective master's graduates must obtain their master's degree certificate no later than August 31, 2026; prospective bachelor's graduates must obtain their bachelor's degree certificate by the same deadline.
4. Complete official transcripts (starting from the bachelor's degree level)
(1)Applicants for doctoral programs must submit transcripts for all courses from both their master's and bachelor's degree studies.
(2)Applicants for master's programs must submit transcripts for all courses from their bachelor's degree studies.
*If the original transcripts are not in Chinese or English, a notarized translation in either language must be provided.
5. Language Proficiency Certificate
A copy of a valid HSK-5 certificate (or higher) issued within the past two years. Applicants who have obtained a bachelor's degree or master's degree (taught in Chinese) from Chinese universities can apply for exemption from HSK scores.
6. Study and Research Plan
The plan must be written in Chinese, be at least 1,000 words in length, and be signed by the applicant.
The content should encompass a study and research proposal, published papers, research achievements, personal awards and honors, relevant competencies, and graduation career objectives.
7. Two recommendation letters from professors or associate professors
The letters must be written in Chinese or English and must bear the recommender's original signature. Each letter must clearly state the recommender's contact information, employing institution and/or affiliation, and academic title or position. The issuing date must be on or after September 1, 2025.
8. Physical Examination Report
The physical examination must be conducted within six months prior to application. The examination must cover all items specified in the "Foreigner Physical Examination Form."
9. Non-criminal Certificate
The document shall be issued within six months prior to the application. If the original is not in Chinese or English, a notarized translation in either language must also be provided.
10. Passport-size photo
Two-inch, bare-headed, full-faced photo with a white background (100-500KB).
11. Pledge for International Student Application (SUIBE)

12. Supervision Intention Letter(SUIBE)
Submission of the document is required only for applicants to the doctoral program. Please download it from the International Students Office website.
13. Master's Thesis Title, Abstract, and Table of Contents
Submission of the documents is required only for applicants to the doctoral program. The document must be written in Chinese or English.
14. Others (if any)
Any additional documents that can demonstrate the applicant's academic competence and comprehensive qualities, such as award certificates, published papers, research achievements, a personal resume, or proof of further learning, may be provided. If the original document is not in Chinese or English, a notarized translation in either language must be provided.

07 Review & Nomination
1. SUIBE will review the applicants' qualifications and materials, and organize relevant interviews and assessments. Based on the assessment results, outstanding students will be selected, and a list of recommended candidates for the program will be compiled. Please pay close attention to the emails and application status after registration. If you miss the interview, your application will be considered abandoned.
2. SUIBE will provide the nominated candidate with the "Pre - admission Notice." The nominated candidates are required to submit all the documents, including the "Pre - admission Notice," to the CSC system by the appointed date. Candidates who fail to submit on time will be disqualified.
3. The China Scholarship Council will organize experts to comprehensively evaluate the nominated candidates and make the final admission decisions.
08 Notes
1. Students who have already received support from the Chinese Government Scholarship are ineligible for additional scholarships, except for one-off awards. If such a situation is discovered, the eligibility for the Chinese Government Scholarship will be revoked, and the scholarship funds must be refunded. Those who deliberately conceal funding information will not only be disqualified but also prohibited from applying for Chinese Government Scholarships for three years.
2. Applicants are responsible for the authenticity of their personal information and submitted materials. The email must be the applicant's permanently valid address.
3. All application materials must be original for the purpose of admission verification. Should false information or materials be provided, scholarships and admission will be revoked.
4. SUIBE will review applicants' qualifications and materials and is scheduled to conduct interviews for selected candidates from early to mid-March 2026.
