Shanghai is strengthening support for individual entrepreneurship through a one-stop service that coordinates government departments, integrates services, streamlines procedures, and enables data sharing. The initiative aims to improve the accessibility, convenience, and precision of public entrepreneurship services across the entire business lifecycle.

- Individuals interested in launching a business: Young university students, military veterans, persons with disabilities, unemployed people, and other people who intend to start a business.
- Early-stage startups: Micro and small businesses, individually-owned businesses, and other startups in the early stage.

- Phased processing: Services and procedures are provided across the entire entrepreneurship lifecycle for individuals and business entities.
- Unified notification: Application requirements, required materials, and other information related to entrepreneurship services are available in one place through the dedicated "个人创业一件事 (one-stop service for individual entrepreneurs)" section.
- Data sharing and mutual recognition: Through cross-departmental information sharing and access to electronic certificates and licenses, government service processes are optimized, administrative efficiency is improved, and services become more convenient for entrepreneurs and business entities.

Spotlight on essential first steps
Booking tailored business consultations:
The service provides business consultation, policy interpretation, project analysis, entrepreneurship guidance, and other support for prospective and existing entrepreneurs. Individuals can submit consultation requests online. Staff members from public entrepreneurship service agencies across all districts, along with entrepreneurship guidance experts, will respond in a timely manner and provide targeted guidance and suggestions for reference.
Getting your Employment and Entrepreneurship Certificate:
The Employment and Entrepreneurship Certificate is issued to current and former graduates and school-leavers; college graduates in their graduation year who hold a student ID and a graduate recommendation form; individuals from outside Shanghai who have previously completed or currently have employment registration in Shanghai; and other individuals who meet the requirements of the Shanghai Municipal Bureau of Human Resources and Social Security.
The certificate is processed within five working days. Applicants are required to bring their valid identification and a two-inch ID photo when collecting the certificate.
How to access
To use the service on mobile, open Suishenban, search for "创业", and select the "个人创业一件事" section. The service is also available through the "一网通办" PC portal.
