Digital Changning Experience Center
Seizing the strategic opportunities arising from the development of the Hongqiao International Open Hub and Shanghai's urban digital transformation, the Changning district Party committee and district government have established the Digital Changning Experience Center at the EBA Center Hongqiao in the Hongqiao Linkong Economic Zone.
The center integrates digital innovation technology displays, interactive digital applications scenarios, and digital public service offerings. It is designed to function as a platform for showcasing emerging technologies, a testing ground for innovative business models, and a space for exploring new digital scenarios.
As a hub for digital experience and services, the Digital Changning Experience Center leverages advanced digital technologies to demonstrate how Changning unlocks the value of data as a key production factor, and how urban digital transformation is generating new application scenarios that are reshaping production, daily life, and governance.
Covering an area of more than 2,500 square meters, the main exhibition hall features themed digital displays highlighting Changning's 20 years of development, its transformation strategy, a digital sandbox, and digital applications in community life, smart elderly care, education, healthcare, and safety.
In terms of its service framework, the center has been designated as the Shanghai Digital Public Service Center (Hongqiao Digital Valley) and the Digital Changning Chief Data Officer Innovation Practice Base. In collaboration with Shanghai Data Group, the Changning District Data Innovation Laboratory has also been established to further strengthen the integration and empowerment of digital technologies within the industrial ecosystem.
A dedicated digital transformation service unit has been set up for enterprises, providing digital products and services characterized by high data intensity, strong regulatory compliance, low entry barriers, and reduced operating costs. These services span data resources, digital infrastructure, artificial intelligence, and digital tools.
Offerings include an integrated portfolio of online products, such as computing power, network services, high-quality datasets, large-scale models, blockchain solutions, foundational development tools, and digital services supporting enterprises' global expansion. Offline service modules cover areas including legal support, talent development, strategic evaluation, and assistance with policy applications.
At the same time, regional digital solution resources are being consolidated to create open and shared infrastructure spaces, including cloud computing capacity, providing end-to-end digital support for enterprise establishment and growth. The center also serves as a platform for the market-oriented launch, promotion, and demonstration of enterprise products, accelerating the commercialization and application of innovative outcomes.
For scenarios involving cross-border data flows, specialized legal service teams provide full-process compliance support, ensuring secure and lawful overseas data operations.
Currently, the Digital Changning Experience Center has launched an online reservation system via the Changning flagship store on the Suishenban platform and is open to community residents, enterprises, and institutions.
In addition, the center serves as an on-site teaching base for the Changning Branch of the Shanghai Youth Innovation Academy and as a national security education base of the Changning district. As part of its public service role, the center is developing a digital skills training system focused on enhancing citizens' digital literacy. In coordination with relevant district authorities, it offers on-site training, science education, and public outreach programs, including digital skills instruction and national security education. These efforts support the integrated delivery of digital public service resources and improve public accessibility.
