Policies for foreign physicians practicing medicine in China
The term "foreign physicians practicing medicine in China on a short-term basis" refers to foreign medical professionals who are legally authorized to practice and are invited, employed, or apply to provide clinical diagnoses and treatment in China for a duration not exceeding one year.
According to the Interim Measures for the Administration of Foreign Physicians' Temporary Practice of Medicine in China, foreign physicians must obtain a Temporary License for Foreign Physicians to Practice Medicine in the People's Republic of China.
Foreign physicians on short-term assignments must be invited or employed by China's medical institutions, which can include one or multiple inviting or employing bodies.
To practice medicine on a short-term basis, foreign physicians are required to sign an agreement with their employing institution(s) in accordance with the measures.
If multiple employers are involved, separate agreements are necessary. The agreement must include the following elements:
I. Purpose;
II. Specific projects;
III. Location;
IV. Duration;
V. Liability allocation.
To apply for registration as a foreign physician for short-term medical practice in China, the following documents must be submitted:
I. Application letter;
II. Medical degree certificate;
III. Foreign medical license or proof of the right to practice;
IV. Health certificate of the physician;
V. Agreement and documentation of liability claims from the inviting or employing institution(s).
The registration validity shall not exceed one year. If the registration expires and an extension is needed, a new registration application must be submitted in accordance with the measures.
