Putuo district releases overseas talent program guidelines
Putuo district has released the 2025 Overseas Talent Special Program Application Guidelines to attract overseas professionals. Check out the eligibility criteria and application details of the talent introduction program.
Application conditions
To be eligible for the program, applicants must meet the following criteria:
(1) Hold a degree obtained abroad and have been residing in China for no more than six years (since Jan 1, 2019).
(2) The applicant's business must be legally registered in Putuo district, with normal operational status and good credit record. The business must be in line with the district's development priorities and have been established between Jan 1, 2020 and Jan 1, 2024.
(3) The business' products should possess core technologies that are in the pilot or industrialization phase.
(4) The applicant must be the primary founder and the largest shareholder or the largest individual shareholder of the business, meeting at least one of the following criteria:
- Possess internationally leading technological achievements, or the potential to fill a gap in the Chinese market, with significant product development potential and a promising market outlook.
- Have previous entrepreneurial experience abroad or have held senior management positions in foreign companies, demonstrating strong business management capabilities.
(5) Individuals already selected for national or municipal high-level overseas talent programs are not eligible for the program.
Funding categories
Based on the evaluation of business capabilities and growth potential, the program offers two categories of funding:
Category A: 200,000 yuan ($27,288) per project
Category B: 100,000 yuan per project
Application process
The application period is open from now to Feb 28, 2025. Applicants are required to submit the following documents:
- Project application form (Scan the QR code below to download it)
- A copy of the applicant's ID or passport
- Copies of academic credentials and degree certificates
- A copy of the business's unified social credit code certificate
- Proof of shareholding
- Documents related to the business's qualifications, project progress and honors
- Additional supporting materials, if applicable
All materials should be submitted in the following order: Application form first, followed by supporting documents. The documents should be printed on A4 paper (double-sided), signed and stamped with the company seal.
Applicants must submit both hard copies and electronic versions of their application materials (on a CD or USB drive) to the Putuo District Talent Development Service Center.
