Minhang launches 2026 'Chunshen' talent classification and recognition

Shanghai's Minhang district has launched the 2026 "Chunshen" talent classification and recognition program. The details are announced as follows:

I. Target applicants

Individuals eligible for recognition should generally be outstanding professionals recruited or trained by local enterprises and public institutions. They should demonstrate excellent professional ethics, an innovative spirit, and have no record of illegal or dishonest conduct.

II. Recognition criteria

The Minhang "Chunshen" Talent Plan framework features five levels of recognition:

- Top Talent (A)

- Excellent Talent (B1, B2)

- Outstanding Talent (C1, C2)

- Elite Talent (D)

- Young Innovative Talent (E)

The levels cover three categories: academic, technical, and managerial.

III. Process

The "Chunshen" Talent Plan classification and recognition process is conducted through an online application system.

1.  Online application: 

Eligible candidates should apply through their employing organizations, which will verify the information and submit the required details on the Government Online-Offline Shanghai (一网通办) website.

The organization is responsible for the authenticity of all application materials. After verification, the application must be signed by the applicant and stamped by the organization before submission.

2.  Acceptance and review: 

Applications will be reviewed by relevant departments and industry authorities in accordance with established requirements.

3.  Deliberation and recognition: 

Applicants who pass the review, public notice, and relevant deliberation procedures will receive formal recognition. They will be eligible for the corresponding policy support and services under the "Chunshen" Talent Plan during the validity period.

IV. Application materials

1. Minhang District "Chunshen Talent Plan" Classification and Recognition Application Form, which is automatically generated by the system upon completing the online form, with an electronic signature and seal.

2. A valid identity document, such as an ID card or a passport.

3. Highest academic diploma and degree certificate. For overseas institutions, also upload the Certificate of Accreditation and Evaluation of Foreign Academic Diploma or Degree issued by the Ministry of Education.

4.  Employment contract or public institution employment contract valid for at least three months from the time of application, and recent records of individual social security payments. Entrepreneurial talents, such as legal representatives or major shareholders of local enterprises, should provide tax payment records for at least six months.

5.  Other supporting materials meeting the classification criteria, such as honorary certificates, awards, and a household registration booklet.

6. A recent electronic photo of the applicant.

7.  Certificate of No Criminal Record, which can be applied for online via the "Suishenban" (随申办) mobile app or offline at a local police station.

8. Enterprise publicity record.

V. Supervision and management

1. Mobility of recognized talent

Recognized talent moving between enterprises or public institutions within the district must reapply for talent recognition. The original employing organization must report changes promptly to the relevant district departments and industry authorities. Delays in reporting could result in a two-year suspension of the organization's eligibility to submit talent recognition applications.

2. Disqualification mechanism

Talent found to have violated laws or regulations, or in other situations that do not conform to the recognition criteria, shall have their "Chunshen" Talent qualification and related benefits revoked. Future applications from such individuals will not be accepted.

VI. Notes

1. For this round of talent recognition:

The phrase "within the past three years" in the criteria refers to Jan 1, 2023, or later. 

The definition "recent university graduates" refers to those graduating on or after Jan 1, 2025.

2. Talent deemed equivalent to the above levels will be reviewed by the district talent bureau with evaluations from relevant departments and industry authorities.

3. Talent recognition applications can only be submitted after the publicity process in the employing organizations.

4. Talent recognition applications are accepted on a normalized basis.
