1. Application of accredited high-tech enterprises for relocation to Shanghai

After receiving a business license issued by the Shanghai Municipal Administration for Market Regulation, high-tech enterprises relocating to Shanghai shall log onto the "Administrative Service Platform of the Ministry of Science and Technology" (https://fuwu.most.gov.cn/) to submit the valid Certificate of High-tech Enterprise and relevant documents issued by local registration and administration authorities such as the Shanghai Municipal Administration for Market Regulation. Those completing the relocation shall be issued a new certificate by the Shanghai Municipal Office for Accreditation of High-tech Enterprises, with their qualifications and certificates remaining valid (serial number and validity period unchanged). Their latest status shall be announced on the National High and New Technology Enterprise Accreditation and Management Network.

2. Application of accredited high-tech enterprises in Shanghai for cross-district relocation

An enterprise shall file an application for cross-district relocation in the application system (https://kjgl.stcsm.sh.gov.cn/stcsm/userLogin.jsp) on the "Government Online-Offline Shanghai" site with explanations for the reason of relocation, and upload PDF documents to prove that its tax affairs have been transferred to the destination district. Upon review and approval by the reception window of the recipient district (park), the relocation is completed. Virtually registered enterprises are not encouraged to relocate in order to obtain subsidies.
