Q: I am a medical social worker from the United States. My team and I have been working to arrange medical transportation for a Chinese citizen from the US back to her home in China.

This patient is currently in our intensive care unit, receiving critical care. She is unable to speak for herself and cannot walk.

I want to know which documents are required for this individual to be admitted to China upon arrival from an international flight from the US.

 

A: Regarding the medical transportation requirements for the Chinese citizen, please note that medical transport entry is a coordinated process involving multiple parties, including the airport, customs, immigration authorities, the Civil Aviation Administration, the airline, emergency medical services, and the destination hospital.

To address urgent medical transport cases, Shanghai Customs has created a dedicated supervision and facilitation mechanism for emergency medical flights.

A "green channel for life" will be activated, with customs coordinating closely with border inspection authorities, emergency services, and the airline.

Upon verification of relevant documentation, including the medical diagnosis certificate, and confirmation that there is no risk of quarantinable infectious diseases, customs will grant immediate release and make every effort to ensure the rapid transfer of the patient.

Please also note that passengers' baggage and personal belongings entering or leaving the country must be reasonable in quantity and intended for personal use.

Based on the situation you described, if the patient requires emergency fast-track clearance upon arrival, we recommend carrying only essential items. Other baggage and personal belongings should be declared and cleared separately by accompanying persons through standard customs clearance procedures.
