Pudong set to emerge as global talent hub
Shanghai’s Pudong New Area is poised to become a prime destination for international talent, with the release of a new pilot comprehensive reform by the State Council, covering the period from 2023 to 2027.
In a move to attract talents worldwide, Pudong has been granted the authority to review and issue the Confirmation Letters for High-level Foreign Talents.
Within the China (Shanghai) Pilot Free Trade Zone, including its Lin-gang Special Area, and Zhangjiang Science City, qualified foreign professionals are now authorized to assume to role of legal representatives in public institutions and State-owned enterprises.
Foreign scientists with permanent residency in China are now allowed to lead national science and technology projects and serve as legal representatives of new-type research and development institutions.
Pudong New Area is also encouraged to establish partnerships with universities, research institutions, and enterprises from countries participating in the Belt and Road Initiative to jointly cultivate young talents in science and technology innovation.
To streamline the entry, stay and residency procedures for expats, those invited to engage in significant activities such as scientific research, exchanges and business in Pudong New Area can now apply for long-term, multiple-entry visas. The review, approval and administration procedures for work and residence permits have also been simplified.
Pudong New Area will also compile a catalog of professional qualification certificates from Hong Kong, Macao and foreign countries, with a specific emphasis on high-tech and professional services sectors. These certificates will be officially recognized in the area, aligning with the delegated authority granted by the country.
Reforms are also underway to enhance services in medical, educational, financial, transportation and accommodation sectors for expats.
