Headhunting agencies, apply for up to 1 million yuan in rewards from Shanghai!
On May 31, the Shanghai Municipal Bureau of Human Resources and Social Security announced the commencement of its annual program to reward organizations for introducing top talent to the city.
Under the Shanghai Human Resource Service "Bole" Award program, eligible organizations can receive annual awards of up to 1 million yuan.
From July 1 to August 30, human resource service agencies can apply online through the bureau’s self-service system at https://zzjb.rsj.sh.gov.cn/zzjbdl/jsp/login.html.
After logging in, navigate to the “Human Resources (人事人才)” section, click on “Management of "Bole" Award Applications (伯乐奖励计划申报管理)”, and then select “Apply for "Bole" Award (伯乐奖励计划申报)”.

I. Award recipients and application conditions
1. Award recipients
The "Bole" Award primarily targets profit-oriented human resource service agencies that recruit outstanding talents from outside Shanghai for employers in the city.
"Employers in the city" refers to enterprises registered in Shanghai that pay taxes and social insurance fees in the city, as well as institutions such as universities and research institutes within Shanghai.
2. Application conditions
(1) The applying agency must be legally registered in Shanghai, hold a "Human Resources Services Permit," have been engaged in human resource services for more than two years, have a sound financial management system, no adverse credit records, and be in good operating condition.
(2) The recommended talent should generally sign a formal labor contract with an employer in Shanghai for a term of more than two years, work legally in Shanghai, and fulfill any relevant obligations according to the law.
(3) The recommended talent should come to work in Shanghai between July 1, 2023, and June 30, 2024. If there is a probation period, it should end by December 31, 2024, and the talent should continue working with the original employer after the probation period.
(4) The annual salary of the talent recommended for positions at enterprises should not be less than 500,000 yuan.
II. Award criteria
1. Category A
Human resource service agencies assisting employers in the city to recruit world-renowned or top domestic high-level talents are eligible for a one-time reward of 500,000 yuan per individual.
The recruited talents should meet one of the following criteria:
(1) Be recipients of internationally significant scientific and technological awards, academicians from developed countries, or members of the highest academic institutions in developed countries, as well as other scientists with global impact.
(2) Be academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering, winners of the State Preeminent Science and Technology Award, or be among the top three contributors winning second prize or higher of the State Natural Science Award, the State Technological Invention Award, or the State Scientific and Technological Progress Award.
(3) Possess independent intellectual property rights or expertise in core or key technologies, with extensive experience in leading domestic and foreign enterprises represented by the Fortune Global 500, capable of significantly contributing to China's international competitiveness.
High-level talents who achieve the performance criteria (1) or (2) mentioned above within 5 years (inclusive) of working in the city and choose to continue working in the city after achieving the criteria will be classified as Category A talents.
2. Category B
Human resource service agencies assisting employers in the city to recruit high-level talents and urgently needed talents required for the city's accelerated development can receive a one-time reward of 150,000 yuan per individual.
The recruited talents should meet one of the following criteria:
(1) Hold tenured positions at internationally renowned universities and research institutions.
(2) Be high-level talents selected for talent programs at provincial and ministerial levels or above, leaders and core members of teams involved in national major science and technology projects and plans, as well as leaders and core members of teams involved in major science and technology projects at provincial and ministerial levels.
(3) Senior management personnel and senior technical personnel from leading domestic and foreign enterprises such as the Fortune Global 500.
Individuals not explicitly listed under Category A and B talents but considered equivalent can apply for the corresponding category after undergoing relevant evaluation procedures.
Each human resource service agency is capped at an annual reward of 1 million yuan. If the cumulative amount exceeds 1 million yuan, the reward will be capped at 1 million yuan.
III. Application procedures
1. Application
From July 1 to August 30, human resource service agencies can apply online through the bureau’s self-service system at https://zzjb.rsj.sh.gov.cn/zzjbdl/jsp/login.html.
After logging in, navigate to the “Human Resources (人事人才)” section, click on “Management of "Bole" Award Applications (伯乐奖励计划申报管理)”, and then select “Apply for "Bole" Award (伯乐奖励计划申报)”.
2. Qualification review and evaluation
Prior to September 30th, relevant units will conduct online reviews of the application materials and perform integrity checks on the applying agencies.
Subsequently, they will identify the qualified applicants and report them to the Shanghai Municipal Bureau of Human Resources and Social Security. Simultaneously, they will submit the "Application Form" and accompanying documents to the Shanghai Municipal Human Resources Public Service Center.
For talents not explicitly listed as qualified and requiring further confirmation, it is necessary to convene three or more experts in the field of human resources and related areas to evaluate and approve them prior to submission.
3. Review and selection
The Shanghai Municipal Bureau of Human Resources and Social Security will assess the application materials submitted by each district, organize expert reviews and confirmations, with the review panel comprising no fewer than five members. Field inspections may be conducted if deemed necessary.
Based on comprehensive reviews and inspections, a list of human resource service agencies eligible for rewards will be compiled.
4. Fund Allocation
The Shanghai Municipal Bureau of Human Resources and Social Security will allocate the reward funds according to regulations.
IV. Application materials
1. A completed Shanghai Human Resource Service "Bole" Award Application Form (one copy).
2. A copy of the human resource service agency's commission agreement and copies of invoices for related fees paid (Note: Materials containing personal privacy and commercial secrets should be marked or obscured).
3. Main qualification materials demonstrating the capabilities of the recruited talents (not exceeding 10 pages). These should primarily include: proof of significant awards received domestically and internationally; proof of selection or admission to domestic and foreign academic institutions and talent programs; and other relevant materials demonstrating the talents' capabilities (please specify if any invention patents have been obtained).
V. Related requirements
1. Relevant units should prioritize the organization and implementation of the "Bole" Award. The focus should be on the three leading industries: integrated circuits, biomedicine, and artificial intelligence; six high-end industries: electronic information, life sciences and health, automobiles, high-end equipment, advanced materials, and fashion consumer goods; four new strategic tracks: the digital economy, green and low-carbon initiatives, the metaverse, and intelligent terminals; and the five future industries: future health, future intelligence, future energy, future space, and future materials.
The aim is to attract high-level and highly skilled overseas talents and to support human resource service agencies with strong capabilities in talent resource allocation.
