Shanghai's Baoshan district moves to attract global talent

The Baoshan district of East China's Shanghai has just released a series of policies targeting business enterprises and talent from around the world to work and live there – using an innovative internship program.

University-enterprise links

As a result, some 17 graduate students from Beijing's Tsinghua University have been very busy in various laboratories and factory workshops across Baoshan district recently. 

With the help of the Baoshan District Office of Talents, they are spending six weeks on the Shanghai Summer tourist program – trying things out in around 15 carefully selected projects, including internships in the cruise tourism, green and low-carbon initiatives and new materials sectors. 

The university-enterprise program is the result of a formal agreement signed in March between Baoshan district and Tsinghua University to build an internship system for graduate students.

Relying on the Baoshan Higher Education Talent Work Alliance, Baoshan district is conducting a series of recruitment programs called "entering universities" every spring and autumn. It also organizes key enterprises within the district to visit universities, according to the Baoshan District Office of Talents.

Free board for job seekers

As a whole, Baoshan district recognized the difficulty that graduates face in finding housing a few years ago and in response it launched a special service called the Free Accommodation for Job Seekers program — with 20 youth hostels made available, offering up to seven days of free accommodation.

In addition, the Housing Administration Bureau of Baoshan district has introduced an online applications channel – allowing graduates to select housing and undergo eligibility reviews through the Baoshan Housing (宝山安居) WeChat public account.

Phone hotline solves all in a call

When enterprises and talent need to inquire about policies that affect them or seek assistance when facing difficulties, who can they turn to immediately? 

Well, since the opening of the Baoshan Science and Technology Innovation Talent Port at the end of last November, a new option has been offered: It’s the 36581890 telephone hotline. 

Since the start of the year, the hotline has received over 20,000 calls, with an average daily handling rate of more than 160 phone-ins – providing great services such as the acceptance of incomplete materials and expediting the processing of matters for 609 people.
