The details regarding the nominations work for the 2024 Shanghai Science and Technology Awards are as follows:
I. Awards categories
The Shanghai Science and Technology Awards have seven categories:
Science and Technology Meritorious Worker Award
Youth Outstanding Science and Technology Contribution Award
Natural Science Award
Technology Invention Award
Science and Technology Progress Award
Science and Technology Popularization Award
International Science and Technological Cooperation Award
II. Nomination requirements
1. Qualifications and requirements for nominations
Experts eligible for nominations include:
Recipients of the State Preeminent Science and Technology Award or the Shanghai Science and Technology Meritorious Worker Award, academicians at the Chinese Academy of Sciences and the Chinese Academy of Engineering.
First contributors to the Shanghai Natural Science Award, Technology Invention Award, Science and Technology Progress Award, or Science and Technology Popularization Award (Special or First Prize).
Foreign experts who have won globally recognized awards like the Nobel Prize or Turing Award and collaborated with Shanghai-based institutions on international science and technology projects; well-known foreign experts from foreign-funded R&D centers in Shanghai.
Nominating experts must be under 70 years old (75 years old for academicians), except for those who have won the State Preeminent Science and Technology Award or the Shanghai Science and Technology Meritorious Worker Award, who have no age restriction.
2. Eligible institutions include:
Citywide professional societies and industry associations with a 4A or 4-star rating, municipal government departments, district governments and approved enterprises or institutions related to technological innovations in Shanghai, as well as centrally administered entities in Shanghai.
3. Experts should nominate candidates within their own field of expertise and can nominate only one project for the Shanghai Science and Technology Award.
4. Nomination experts cannot be part of the project team they are nominating.
5. Nominating institutions must establish a standardized selection mechanism and nominate projects after evaluation. Once formally submitted, nominations cannot be withdrawn.
6. Nominators must verify the scientific validity, authenticity and compliance of the projects before submission. The quality of the nomination materials will impact the future eligibility of the nominator. If serious research misconduct is found in the nominations process, appropriate disciplinary measures will be taken in accordance with the regulations.
II. Basic conditions for nomination projects (persons)
(1) Nomination projects (persons) must meet the requirements outlined in the "Shanghai Science and Technology Award provisions" and fulfill the following conditions:
Candidates for the Youth Outstanding Science and Technology Contribution Award must be under 45 years old as of Jan 1, 2024 (born after Jan 1, 1979).
For the Natural Science Award, submitted papers and monographs must have been published for more than two years before Jan 1, 2022.
For the Technology Invention Award, core technologies must have been granted an invention patent and the overall technology must have been in application for at least two years.
For the Science and Technology Progress Award, the overall technology must have been in application for at least two years. For civil engineering projects, the relevant engineering must have been in use for over two years and passed inspection. Any individual technological achievements associated with these projects can only be considered for the award two years after the overall project has passed inspection.
For the Science and Technology Popularization Award, works must have been published and distributed for over two years and exhibits must have been in use for at least two years.
(2) Each contributor can only be listed as one of the top three contributors to a project nominated for the current year's Shanghai Science and Technology Award. Contributors to awarded projects from the 2023 Shanghai Science and Technology Awards cannot be listed as the top three contributors for this year’s nominations.
Projects that were nominated in both 2022 and 2023 but did not win cannot be nominated again this year.
(3) For projects applying for Special Prizes, three recommendations from academicians at the Chinese Academy of Sciences or the Chinese Academy of Engineering must be provided.
(4) Projects nominated for the Key Industry Innovation category must be in the fields of integrated circuits, biopharmaceuticals, or artificial intelligence and be led by a company as the primary completion organization.
(5) Projects that have already won or been nominated for national or provincial-level science and technology awards in the same year cannot be nominated for the 2024 Shanghai Natural Science Award, Technology Invention Award, Science and Technology Progress Award, or Science and Technology Popularization Award.
(6) Projects involving national defense or national security that cannot be publicly disclosed due to confidentiality reasons cannot be nominated.
3. Nomination procedures
Experts must register through the "Shanghai Science and Technology Management Information System" (website: https://u.stcsm.sh.gov.cn/) and apply for nomination rights under the "Science and Technology Awards (科技奖励) – Nomination Management (提名管理) –Qualification Application (资格申请)" section. Once approved, they can submit nominations under the "Science and Technology Awards –Nomination Management – Add New Nomination (新增提名)" section.
Institutions must designate a nomination administrator to register in the same system and request nomination management rights from the Shanghai Science and Technology Awards Management Office. After approval, the system will generate a project-specific link for submission, which will be given to the nominee.
4. Nomination deadlines
The nomination system will open at 9 am on Sep 10.
The deadline for online nominations is 6 pm on Oct 12.
Written materials must be submitted on Oct 14 and 15, from 9 am to 4:30 pm.
