Shanghai boosts development of HR services

Shanghai is advancing its human resources services industry, injecting vitality into talent cultivation and providing strong support for employment.

Guided by the principles of professionalization, internationalization, branding, technological advancement, and standardization, the city has strengthened its HR ecosystem and bolstered its role in promoting economic and social development.

Shanghai has implemented a series of support policies, including the "Bole Award" program, which has been running for four years to reward HR service providers who excel in talent recruitment. To date, 184 HR institutions have helped recruit nearly 650 high-level professionals under the program.

As the nation's first HR service export base, Shanghai continues to lead the HR service industry nationally, with top-tier local and international firms forming a robust ecosystem. In December 2024, Shanghai expanded its global footprint by establishing six overseas liaison offices in locations such as Singapore, Spain, and Japan.

This year, Shanghai hosted several high-profile events, such as the inaugural Shanghai Human Resources Service Negotiation Conference. Over 1,600 employers and 400 HR service providers participated, resulting in over 200 cooperation agreements.

Leveraging new employment and recruitment platforms, leading HR agencies have opened flagship stores online, providing job seekers with easy access to job opportunities. In 2024, 65 recruitment events were held, offering over 200,000 positions, with 50,000 preliminary job agreements reached.

To address skills gaps, the city has rolled out initiatives in key sectors like integrated circuits and biomedicines. HR institutions are being encouraged to develop training programs and offer skill certification services.

With robust policies, innovative practices, and a focus on international and professional standards, Shanghai is positioning itself as a global leader in HR services.

These efforts not only strengthen the local talent pool but also contribute to broader economic and social advancement, reinforcing Shanghai's role as a magnet for talent and a hub for employment opportunities.
