Hongkou attracts intl talent with supportive funds
Shanghai's Hongkou district has launched applications for funding to attract international talent. Eligible individuals and employers can receive one-time financial support upon approval. The application period runs from Jan 13 to Feb 14, 2025.
Eligibility
Applicants must be internationally recognized as leading experts in their academic or scientific fields, demonstrating strong scientific and cultural expertise, forward-thinking judgment, interdisciplinary skills, and exceptional leadership in large-scale projects. This includes:
- Winners of international awards such as the Nobel Prize, Fields Medal, Wolf Prize, Turing Award, Lasker Award, Abel Prize, Crafoord Prize, Gairdner Award, Pritzker Prize, and the Oscars.
- Members of prominent global academies of sciences and engineering.
- Other recognized top-tier professionals of equivalent status.
Candidates must meet the following criteria:
- Have arrived in China on or after Jan 1, 2022.
- Have signed a labor contract of at least three years with an employer (including institutions, master studios, or academician workstations).
- The contract must remain valid for at least one year from the date of application.
Requirements for employers
- Be legally registered within Hongkou district.
- Operate in compliance with regulations, maintain a strong credit record, align with the district's development objectives, and have no history of serious violations.
- Employ eligible international talent as specified above.
Online review:
Applicants and employers must submit scanned copies of their application materials to hkrc_zp@163.com. Both the applicants and employers are responsible for the accuracy of the documents.
In-person submission:
After approval in the online review, applicants or employers should submit the original documents at the Shanghai Talent Development Service Center Hongkou Branch (Window 11, F1, Area A, 1230 North Zhongshan Road Number One, Hongkou district).

Application materials checklist
- Application form for individuals (see Attachment 1).
- Application form for employers (see Attachment 2).
- A copy of the applicant's passport.
- A copy of the applicant's highest degree and diploma certificate. Foreign degrees must be certified by the Chinese Service Center for Scholarly Exchange.
- A valid work permit or residence permit.
- A copy of the labor contract.
- Other relevant supporting materials.
