Shanghai's Huangpu district is offering a one-time reward of up to 1 million yuan ($137,364) to qualified professionals in the cultural and tourism sectors, according to a new talent policy unveiled on Jan 21 at the district's New Year concert for talent.

The policy targets professionals and managers in performing arts, film and television, tourism, conventions and exhibitions, and esports, providing support through project incubation, platform networking, office resources, and financial incentives.

Highlights of the policy include:

• A one-time reward of up to 1 million yuan for qualified professionals and priority access to city- and district-level talent programs.
• Financial support of up to 500,000 yuan for cultural and tourism enterprises introducing talent.
• A one-time reward of up to 200,000 yuan and comprehensive entrepreneurial services for startup teams or core members.
• Organizations running talent incubation programs in cultural, performing arts, and artistic industries will receive a maximum reward of 1 million yuan.
• Event subsidies of up to 100,000 yuan per activity and 300,000 yuan annually for organizations hosting talent-focused exchange events.

In addition to financial incentives, the district provides housing, household registration, medical care, and other services to create a supportive environment for cultural and tourism talent to live and work in Huangpu.
