Hongkou launches housing support for overseas talent

Shanghai's Hongkou district has introduced a special housing subsidy to help outstanding overseas talent address their accommodation needs.

 

Eligibility

In addition to a category specifically for Chinese nationals, the policy targets two other main groups of talents:

1. Outstanding interns from top universities: Including undergraduates, master's or PhD students, and postdoctoral researchers from the world’s top 100 universities or China’s "Double First-Class" universities who are assigned by their schools to intern at enterprises or institutions in Hongkou.

("World's top 100 universities" refer to higher education institutions listed in the Times Higher Education World University Rankings, the US News & World Report's Rankings, the QS World University Ranking, or the Academic Ranking of World Universities by Shanghai Ranking Consultancy.)

2. Recognized high-level talent: Including world-leading experts, national-level talents, and participants in municipal or higher-level competitions recognized by Hongkou district. For details on talent recognition criteria, please refer to the policy inquiry number provided at the end of the article.

Eligible candidates can apply for talent apartments in Hongkou through their universities, employers, or the organizers of teams participating in competitions held in the district. The district will provide a full rent subsidy for up to three months during the lease term.

 

How to apply

1. Submission: Universities, employers, or team organizers should submit applications via email or in person at the Shanghai Human Resources Development Service Center Hongkou Branch.

2. Required documents: Rental application letter, internship agreement, labor contract, or competition invitation.

3. Review: Applications will be reviewed within 10 workdays.

4. Lease signing and move-in: Approved applicants should sign a lease agreement through their university, employer, or team organizer before moving into the designated housing.

The policy takes effect on Jan 1, 2025, and will remain valid until Dec 31, 2026.
