Talent categories and qualifications
The program categorizes talent into five high-level groups and one youth category, each with specific qualifications:
1. Top Talent
- Global leaders in academia and technology.
- Internationally recognized for their contributions.
- Possess exceptional foresight, interdisciplinary expertise, and leadership in large-scale projects.
2. Outstanding Talent
- National-level leaders in their respective fields.
- Drive advancements in their disciplines and industries.
- Achieve systematic and innovative breakthroughs in critical sectors.
3. High-end Talent
- Academically accomplished experts.
- Contribute significantly to Shanghai’s academic, industrial, and technological innovation.
- Widely recognized by peers both locally and nationally.
4. Key Talent
- Deliver impactful results or solve core technical challenges in key industries or major projects in Jing’an district.
- Recognized by industry peers and experts.
- Play a pivotal role in the district’s economic and social development.
5. Professional Talent
- Strong academic background and expertise.
- Demonstrate innovation potential and teamwork skills.
- Play a vital role in supporting key industries and fields.
- Possesses special skills, with representative and exemplary achievements in a specific field.
- Contributed to regional economic and social development.
6. Youth Talent
- Serve as foundational support across various industries in Jing’an district.
- Typically under 40 years old.
- Act as a reserve force for the district’s future talent needs.
Talent recognition
1. Recommendation-based recognition
- Industry regulators or experts recommend candidates for "Jingying" Top Talent, Outstanding Talent, and High-end Talent categories.
2. Company-based recognition
- Key companies endorsed by industry regulators can nominate candidates for Key Talent and Professional Talent categories.
3. Direct recognition
- Core members of Top Talent teams or individuals newly selected for national-level talent programs can be directly recognized as candidates for Outstanding Talent.
- Core members of Outstanding Talent teams or individuals newly selected for municipal talent programs can be directly recognized as candidates for High-end Talent.
Talent support and incentives
1. One-time talent introduction subsidies
- Top Talent: Up to 3 million yuan ($415,000), with special cases considered individually.
- Outstanding Talent: Up to 2 million yuan.
- High-end Talent: Up to 1 million yuan.
- Key Talent: Up to 500,000 yuan.
- Professional Talent: Up to 300,000 yuan.
2. Major project support
- Top Talent: Eligible for project subsidies of up to 100 million yuan, with each case evaluated individually.
- Other categories: Project funding subsidies based on industry-specific talent policies.
3. Talent introduction rewards
- Recruitment agencies introducing overseas high-level talent can receive up to 500,000 yuan.
- When a "Jingying" talent successfully introduces another:
>> Up to 500,000 yuan for introducing a Top Talent.
>> Up to 300,000 yuan for introducing an Outstanding Talent.
>> Up to 100,000 yuan for introducing a High-end Talent.

- Top Talent: Monthly rent subsidy of up to 30,000 yuan, with special cases considered individually.
- Outstanding and High-end Talent: Monthly rent subsidy of up to 5,000 yuan.
- Key and Professional Talent: Monthly rent subsidy of up to 3,000 yuan.
- Youth Talent: Monthly rent subsidy of up to 1,500 yuan.
- Priority support for homeownership needs of "Jingying" talent.
2. Innovation and entrepreneurship support
- The "Jingying" Innovation and Entrepreneurship Competition offers winners or winning teams one-time grants of up to 100,000 yuan.
3. Convenience measures for overseas talent
- Assistance with permanent residency applications and foreign currency conversion for employment and remuneration income.
