Shanghai's Changning district has introduced a new talent housing program to make it easier for high-level professionals from around the world to settle in the city. The program aims to address the short-term accommodation needs of overseas talent engaged in innovation and entrepreneurship in the city.

Eligibility

Applicants, along with their spouse and children, must not own property in Shanghai. Additionally, applicants must meet one of the following criteria:

  • Hold a doctoral degree and have worked as associate professor or above at a well-known overseas university or institution, or have held a mid-level or higher management position at an internationally recognized company, financial institution, or organization. Applicants must be employed in Changning district.
  • Possess a master's degree or higher from an overseas institution, have made internationally or domestically groundbreaking technological achievements, align with Changning's key industry development directions, and have registered a business or founded a company in the district.
  • Be a recipient of a provincial-level or ministerial-level talent program (or a higher-level one), or a winner of provincial-level or ministerial-level (or higher) innovation and entrepreneurship competition, with their workplace located in Changning district.

Support

Qualified individuals are eligible for free accommodation for one to three months. If both spouses qualify, only one can apply, and each person is entitled to the benefit only once.

Application process

  • Application: Qualified candidates can submit their applications and select housing options via the "长宁人才驿站" (Changning Talent Lodge) mini-program on the "长宁虹桥人才荟" (Changning Hongqiao Talent Hub) WeChat account.
  • Review: The Changning talent work bureau reviews the submitted materials. Approved applicants will be listed by the housing operator.
  • Check-in: The housing operator arranges accommodation based on the order of applications and signs agreements with the applicants.
  • Waiting list: If the number of applicants exceeds the available housing, a waiting list will be implemented based on the application order.
