Entitled Welcome to SH Huangpu: A Guide for Overseas Talent, the guide serves as a practical "Huangpu business card". It provides clear and accessible information across four key categories: Employment, entrepreneurship, daily life and essential services.

Employment

The guide provides step-by-step instructions for securing employment and residence permits, applying for a Shanghai Residence Card (Type B), or the overseas talent residence permit, as well as completing accommodation registration.

It also highlights public and affordable rental housing options available in Huangpu.

Starting a business

For innovators and entrepreneurs, the guide connects global talent with a range of resources, including company registration procedures and online tax service appointments to policies supporting high-tech enterprises and S&T Little Giant Projects.

It also features information on the Shanghai Global Talents Innovation & Entrepreneurship Competition.

Experience a colorful life

To help expats navigate life in Shanghai, the guide offers practical tips on mobile phone plans, cross-border payment methods, public transportation, healthcare, education, cultural and tourism activities, business, shopping and local dining options. This ensures that newcomers can enjoy both the city's international cosmopolitan energy and traditional charms.

Daily life

The handbook also provides important contact information for local police stations, immigrant integration service stations and legal aid centers — helping expats feel safe, supported, and better integrated into daily life in Huangpu district.
