Shanghai's Huangpu district has launched a new incentive policy aimed at attracting world-class scientists and entrepreneurs by offering tailored, full-cycle support that meets their individual needs.

The policy targets two categories of top-tier talent.

One is strategic scientists employed by local enterprises, universities, research institutes, new R&D centers, medical and healthcare organizations, or those leading innovation-driven initiatives.

The other is strategic entrepreneurs who establish and lead cutting-edge companies in the district.

Adopting a personalized and case-by-case approach, the policy provides comprehensive support across three key areas: Innovation support, comprehensive services and talent recruitment, as well as referral incentives.

Innovation support

Seven types of support are available to help top-tier professionals commercialize their achievements in Huangpu district. These include long-term development incentives, industry investment promotion, investment and financing assistance, technology commercialization support, project growth incentives and experimental environment guarantees.

The policy also supports top-tier talent in bringing their projects to Huangpu for commercialization, offering project-based funding of up to 20 million yuan ($2.9 million).

Additionally, major projects launched in the district are now eligible for financial support of up to 10 million yuan.

Comprehensive services

A variety of benefits are being made available, including housing subsidies, talent recruitment assistance, healthcare services, dedicated talent liaison services, talent referral support and streamlined administrative processes.

What's more, top-tier talent can receive a housing subsidy of up to 5 million yuan or enjoy long-term rent-free accommodation in district-provided talent apartments.

Talent recruitment, referral incentives

The policy encourages top-tier talent to introduce other high-level professionals to the district. It offers incentives to specialized service providers, such as HR agencies, investment and financing institutions, law firms, and business attraction companies, for recommending top-tier talent.

Successful referrals may receive incentives of up to 1 million yuan.
